CALL TO ORDER: Mayor Atkins called the regular meeting of the City Council to order at 7:30 p.m. on Tuesday, June 3, 1986, in the Council Chamber. 2. The invocation was given by Reverend Barry Vail of Bethlehem Lutheran Church, 5319 North Halifax Road. 3. The Pledge of Allegiance to the Flag was led by Mayor Atkins. 4. ROLL CALL: Present: Absent: Also Present: Councilmen- Dennis, Froehle, Swain, Atkins Councilmen - Gillanders City Manager Koski, City Attorney Martin, Planning Associate Saldana, Parks and Recre- ation Director Kobett, Public Works Coordin- ator Peterson and Julie Estrada of the Temple City Times Councilman Swain moved to excuse Councilman Gillanders with cause, seconded by Councilmen Froehle and unanimously carried. 5. CONSENT CALENDAR: On motion by Councilman Dennis, seconded by Councilman Froehle, items A throuUh E were approved as recommended. A. APPROVAL OF MINUTES - Regular Meeting of May 20, 1986 Approved as written. B. RECOMMENDATIONS FROM PLANNING COMMISSION MEETING OF MAY 27, 1986 (1) REQUEST FOR CLARIFICATION OF AMBIGUITY ON PET SUPPLY STORES IN C -1 AND C -1 -R ZONES Council approved the clarification of ambiguity to allow the retail sales of pet supplies in the C -1 and C -1 -R zones; and directed staff to initiate a Code.amendment_'by Ordinance. (2) REQUEST FOR CLARIFICATION OF AMBIGUITY ON VIDEO TAPE RENTALS IN C -1 AND C -1=R ZONES Council approved the clarification of ambiguity to allow . the rental of video tapes in both the C -1 and C -1 -R zones; and directed staff to initiate a Code amendment by Ordinance. (3) PLANNING COMMISSION ACTION Council received and filed the Planning Commission's memo relating to action taken at the Commission's May 27, 1986 meeting. 15 232 Council Minutes, June 3, 1986 - Page 2 C. PROPOSED BUDGET FOR FISCAL YEAR 1986 -87 AND USE OF REVENUE SHARING FUNDS Council set public hearing to discuss the proposed bud- get for fiscal year 1986 -87 and the use of Revenue Shar- ing Funds for Tuesday, June 17, 1986. D. RESOLUTION NO. 86 -2437: EMPLOYMENT OF PERSONNEL Council adopted Resolution No. 86 -2437, a Resolution appointing budgeted personnel. E. RESOLUTION NO. 86 -2438: WARRANTS AND DEMANDS Council adopted Resolution No. 86 -2438, approving pay- ment of bills. 6. UNFINISHED BUSINESS: A. PUBLIC HEARING: LEVY OF FISCAL YEAR 1986 -87 ASSESSMENTS - CITY-WIDE LIGHTING DISTRICT City Manager Koski provided background information, stat- ing that at their regular meeting of May 20, 1986, City Council accepted the Engineer's Report for the City - Wide Lighting District for fiscal year 1986 -87; adopted Resolution No. 86 -2435 declaring the City's intention to levy and collect assessments; and set public hearing for June 3, 1986. Notices of the public hearing were published in the Temple City Times, pursuant to the Land- scaping and Lighting Act of 1972. Council received copies of the Engineer's Report and a staff memo dated May 13, 1986, outlining the revenue and expenditure of the City - Wide Lighting District. No change is proposed in the current assessment rates of $11.50 per unit in Zone A (residential properties with lights on their streets), $3.50 per unit in Zone B (residential properties without lights on their streets but which benefit from intersec- tion lighting throughout the City), and 64.4c per front foot for commercial properties. Mayor Atkins declared the public hearing open and invited anyone wishing to address the subject to come forward. As no one wished to speak, Councilman Swain moved to close the public hearing, seconded by Councilman Froehle and unanimously carried. Councilman Swain moved to adopt Resolution No. 86 -2439, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ORDERING THE LEVY AND COLLECTION OF ASSESSMENT FOR FISCAL YEAR 1986 -87 WITHIN THE CITY -WIDE LIGHTING MAINTEN- ANCE DISTRICT PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972, seconded by Councilman Froehle and unani- mously carried. ' 7. NEW BUSINESS: None 8, COMMUNICATIONS: A. PICNIC IN THE PARK - OCTOBER 4, 1986 Mayor Atkins advised that the Parks and Recreation Depart- ment has received correspondence from Dick Dietz of the Sister City Community Band advising that the band has a conflicting commitment on October 4 and will be unable to 1 ri 231 perform at the annual City Picnic. 1 Council Minutes, June 3, 1986 - Page 3 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: None wished to address Council. RECESS TO CRA: At this time Council recessed to meet as the Temple City Community Redevelopment Agency; approved the Minutes of the May 20, 1986 meeting; and adopted Resolution No. CRA 273 approving warrants and demands in the amount of $4,692.17. 10. ACTION ON REQUEST BY CRA: None 11. MATTERS FROM CITY OFFICIALS: A. SAN GABRIEL VALLEY ASSOCIATION OF CITIES Mayor Atkins advised that the Association is forming a task force to discuss long -term solid waste management for the San Gabriel Valley. The task force is to be made up of the Mayors or Mayor- appointed alternates of the 26 member cities. Mayor Atkins stated that he felt this was a worthwhile program, and that he and Council- man Swain will be working on the task force. B LOS ANGELES COUNTY SANITATION DISTRICT Mayor Atkins indicated that tours of the District's land facilities as well as boat tours were being offered to all City Council members should they have an interest in taking advantage of one of the tours. C STUDY SESSION - PROPOSED CITY BUDGET City Manager Koski inquired if members of the City Coun- cil would be willing to meet in a study session to dis- cuss the City's. Fiscal Year 1986 -87 Budget on Monday, June 9. Council concurred. 12. ADJOURNMENT: On motion by Councilman Dennis, seconded by Councilman Swain, the meeting of the City Council adjourned at 7:40 p.m. and will meet again in. Study Session on Monday, June 9, 1986, at 7:30 p.m. in the City Council Conference Room. Next regular meeting of the City Council will be held on Tuesday, June 17, 1986. IATTEST:.
