BEAUMONT PLANNING COMMISSION
OCTOBER 19, 1993
Meeting was called to Order at 7:00 p.m.
Roll Call: Commissioners Echlin, DePalatis, Kirkland and Chairman
Prouty. Commissioner Moreno was absent and was
excused.
Affidavit of Posting was read.
Pledge of Allegiance to the Flag was observed.
1. Approval of Minutes: Commissioner DePalatis offered a motion
to approve the Minutes for Special Planning Commission of
September 7, 1993 and the Meeting of September 21, 1993,
seconded by Commissioner Echlin. Motion carried unanimously
with the following roll call vote:
AYES: Commissioners Echlin, DePalatis, Kirkland and
Chairman Prouty.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioner Moreno.
2. Oral Communication: None.
3. Director's Report: PC Egger reported to the Commission that
the Redevelopment program is moving along and the next step is
a community meeting scheduled for Wednesday, October 27 at
7:00 p.m. at the high school. He noted that staff is hopeful
the process will be completed by the end of the year and that
a Redevelopment project area will then be in place. There are
however some negotiations needed to be completed with the
other taxing districts and these negotiations are presently
underway. Mr. Egger further noted that should the
Redevelopment project not get adopted this year, there is a
new Bill that was recently signed into Law, SB 1290, which
creates a mandatory split among the taxes and agencies after
January 1. He then stated that the danger with SB 1290 is
that it may be litigated for a substantial period of time so
the City would definitely be best served to have the
Redevelopment process completed this year.
Mr. Egger went on stating that at this month's LAFCO meeting
the entire community of Cherry Valley was placed within
Beaumont's sphere which is a protective move on Cherry
Valley's part to keep them from being annexed by other
adjoining cities. On the easterly side, LAFCO placed its
sphere line at the San Bernardino meridian and everything west
of the Banning Bench belongs in Beaumont's sphere. On the
southerly side all of Lockheed's project was placed within
the City's sphere; however, a small area that is designated
for open space in the specific plan was placed in San
Jacinto's sphere of influence. In terms of potentially
transferring the open space to some public entity (which is
what Lockheed has in mind), this complicates things slightly
more than being exclusively within Beaumont, however, it does
not disrupt the development in any way.
Mr. Egger then pointed out that staff has prepared a draft
code pertaining to the Sign Ordinance, that the City Council
appointed a committee which has been looking at the draft and
they will be making a recommendation to the Planning
Commission and City Council. The Planning Commission will
also be getting a draft copy to look at.
Mr. Egger also mentioned that there is a handbook that is
being developed which will provide some general information
in terms of conducting meetings, the Commission's role and
responsibility, and that the handbook is a general reference
as to what the Commission is all about. At the present time
the handbook is being reviewed by the City Manager and City

couple of weeks.
PUBLIC HEARING:

PC Egger presented the staff report outlining the background
and analysis. He noted that ultimately, with respect to all
of the properties in the area and throughout the City, staff
will be proceeding with a consistency zoning exercise;
however, this particular application is asking for zoning at
this time in conformance with the General Plan. anticipated
moves forward with the consistency zoning,
that the surrounding areas will be zoned light zoning in order
they be compatible with the surrounding areas. The
consistency zoning should come before the Planning Commission
in about 6 to 8 weeks. Staff is presently working on
computerized mapping on a City wide basis and as soon as this
is completed, the General Plan and tte create designations
will be placed on the mapping system

Chairman Prouty opened the public hearing at 7:15 p.m. asking
for proponents/ opponents from the audience wishing to speak.

Chairman Prouty closed the public hearing at 7:18 p.m.

Commissioner Echlin offered a motion to recommend to City
Council adoption of Negative Declaration 93 -ND -25 and
adoption of an Ordinance to rezone the subject property from
R -A (Residential Agriculture) to M -L (Light manufacturing),
seconded by Commissioner Kirkland. motion carried
unanimously with the following roll call vote:
AYES: Commissioners Echlin, DePalatis, Kirkland and
Chairman Prouty.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioner Moreno.
There being no further items on the agenda, the meeting
adjourned at 7:19 p.m.
