BEAUMONT PLANNING COMMISSION
SEPTEMBER 6, 1994
Meeting called to Order at 7:00 p.m.
Roll Call: Commissioners Barker, Kirkland and Chairman
Prouty. Commissioner DePalatis and Moreno were
absent and excused. The record should show however
that they both arrived a short time later.
Affidavit of Posting was read.
Pledge of Allegiance to the Flag was observed.

A motion was offered by Commissioner
Chairman Prouty to approve the Minutes
carried with the following roll call
Barker, Kirkland and Chairman Prouty.
Depalatis and Moreno.
2. Oral Communication: None.
3. Director's Report: Economic Development Director David Dillon
reported that at the last Planning Commission meeting the
Commission recommended approval of the General Plan and the
Housing Element and these are preliminarily set for City
Council consideration on September 26. Also, the Heartland
Specific Plan has been going through staff review and it is
expected to be on the Planning Commission agenda for October
4. Mr. Dillon further noted that on September 12 at next
Mondays meeting, there will be an item before the City
Council to present the Capital Improvement Plan for the City.
This Plan will allow the City to address many of the public
facilities that are needed in some of the existing areas of
the City. He noted there were two projects that are under
construction - one an alley project and one is the parking lot
project.
SCHEDULED MATTERS:
4. 90 -TM -1, Tract 25272, an extension of time has been requested
for one year on this proposed subdivision of .37.65 acres,
consisting of 159 single family lots, located on the north
side of Cougar Way approx. 2000 ft. east of its intersection
with Beaumont Avenue. Applicant, Inland Commercial
Investments.

Commissioner Barker offered a motion, seconded by Chairman
Prouty recommending approval of an extension of time by City
Council for a period of one (1) year retroactive to October
28, 1993, subject to the amended condition of approval to read
as follows:
Added Condition:
Prior to recordation the subdivider shall annex into CFD 93-
1, and implement a facility maintenance special tax for
maintenance of parks, roads, open space and drainage
facilities.
Motion carried unanimously with the following roll call vote:
AYES: Commissioners Barker, DePalatis, Kirkland, Moreno
and Chairman Prouty.
NOES: None.
ABSTAIN: None.
ABSENT: None.
5. 89 -T14-6, Tract 23646, two extensions of time has been
requested for one year on this proposed 50 lot single family
subdivision, located on the north side of Cougar Way about
1800 feet east of its intersection with Beaumont Avenue.
Applicant, Inland Commercial Investments.
Economic Development Director Dillon presented the staff
report explaining the added condition and stated that some
of the landowners (e.g. Rolling Hills, Heartland) have opted
to push the special tax up to the 2% level on the assessed
value.
A motion was offered by Commissioner Kirkland, seconded by
Commissioner Barker recommending approval of two one (1) year
extensions of time for Tentative Tract No. 23646 retroactive
to July 24, 1993, subject to the added condition to read as
follows:

6. 87 -TM -5, Tract 22524, four extensions of time has been
requested for one (1) year on this proposed 49 single family
subdivision, located on the east side of Palm Avenue between
Cougar Way and Brookside Avenue. Applicant, Devcorp.

Economic Development Director Dillon presented the staff
report. Mr. Dillon informed the Commission that he thought
this project was in Assessmment District 83 -1, not in the CFD
however, the added condition will require they annex in at
least for maintenance.
A motion was offered by
Commissioner Kirkland,

7. 87 -TM -8 (R), Tract 23161, five extensions of time has been
requested for one (1) year on this proposed 201 lot single
family subdivision, located on the north side of 14th Street,
at Palm Avenue, with frontage on Cherry Avenue. Applicant, FN
Development.
Economic Development Director Dillon informed the Commission
that the applicant had requested this item be continued to
the next meeting of October 4, 1994.
A motion was offered by Commissioner Moreno, seconded by
Commissioner Kirkland to continue this item to the meeting of
October 4, 1994. Motion carried unanimously with 5 ayes.
B. Sign Permit No. 94- SNP -18, Bob Miller RV, 1463 East Sixth
Street.
Economic Development Director Dillon presented the staff
report.
A motion was offered by Commissioner Barker, seconded by
Commissioner Chairman Prouty to approve this project, subject
to staff's findings and recommendation. Motion carried
unanimously with 5 ayes.
There being no further items on the agenda, the meeting
adjourned at 7:42 p.m.
