Beaumont Planning Commission
For December 5, 1995
This meeting was called to order at 6:02 p.m..
Those present were: Vice Chairman DePalatis, Commissioner Salinas, Commissioner Frisch and
Chairman Westcot.
Affidavit of Posting was read and the Pledge of allegiance to the Flag was observed.
1. Approval of Minutes of Planning Commission Meeting held on November 7, 1995.
A motion was offered by Vice Chairman DePalatis, Seconded by Commissioner Frisch, to approve the
minutes of the November 7, 1995 Planning Commission Meeting as submitted.
AYES: Vice Chairman DePalatis, Commissioner Salinas and Frisch, and Chairman
Westcot.
NOES: None.
ABSENT: Commissioner Moreno.
ABSTAIN: None.
2. Oral Communications - NONE.
Director's Report: Planning Director, Ernie Egger, provided an update on an application which is
expected to be filed by Burger King of the Southwest corner of Sixth Street and Highland Springs
Avenue, the progress of the Ace Hardware Home Center at Sixth Street and Xenia Avenue, and the
proposed Sports Park.
Public Hearings:
4. Consideration of a proposed Zone Change No. 95 -RZ -2. A proposed Ordinance to revise the
provisions of the Municipal Code Zoning Ordinance related to establishments which serve or sell
alcoholic beverages. The proposed ordinance would require the approval of a conditional use permit
for most establishments which involve the sale of alcoholic beverages, by amending the provisions of
the C -N (Commercial Neighborhood Center), C -G (Commercial General) and C -HS (Commercial
Highway Service) Zoning classifications.
Planning Director, Ernie Egger, presented the staff report. Chairman Westcot opened the
public hearing at 6:12 pm. As no -one was present to testify, the public hearing was closed 16:13pm
A motion was offered by Commissioner Salinas, seconded by Vice Chairman DePalatis, to recommend
City Council approval of Zone Change 95 -RZ -2.

Commissioner Moreno.
ABSTAIN:

Vesting Tentative Tract Map No. 27971 (94- TM -3), consideration of a recommendation to the City
Council relative to a request to subdivide a 417 -acre parcel into 1.051 lots for residential, commercial
and open space uses. The subject parcel is located on the north side of State Route 60, easterly of Jack
Rabbit Trail, and is subject to the previously approved Heartland Specific Plan for the site. An
environmental impact report was prepared and certified for thee project at the Specific Plan stage in
accordance with the California Environmental Quality Act, and the proposed subdivision map is
consistent with the design of the Specific Plan. The prior environmental documentation adequately
assessed the effects associated with the project currently under consideration.
Planning Director, Ernie Egger, presented the staff report on the above referenced item.
Chairman Westcot subsequently opened the public hearing at 6:20 pm.. Christopher Terzich, of
Envision Environmental Services, and Jei Kim, of Transpacific Consultants, indicated that they were
available to answer the Commissioner's questions. There being no questions the public hearing was
closed at 6:22 pm.
Commissioner DePalatis requested clarification and proposed modifications to Condition of Approval
No. 3.11, which requires detailed site planning and architectural review of dwelling units adjoining State
Route 60.
A motion was offered by Commissioner Salinas, Seconded by Vice Chairman DePalatis, to recommend
that the City Council approve Vesting Tentative Tract Map No. 27971 (94- TM -3), including
modifications to Conditions of Approval No. 3.11 as recommended by Vice Chairman DePalatis.

NOES:

Commissioner Moreno.

There being no further items before the Commission, the meeting adjourned at 6:28 pm.
