MINUTES OF
BEAUMONT PLANNING COMMISSION
FOR FEBRUARY 6, 1996
The meeting was called to Order at 6:04 p.m.
Those present were: Commissioners DeForge, Frisch, and Salinas. Commissioners DePalatis
and Moreno were absent and excused.
Affidavit of Posting was read and the Pledge of Allegiance to the Flag was observed.
Mayor Leja introduced and swore in Mr. Brian DeForge as a new Planning Commissioner for
the City of Beaumont. Mr. DeForge was appointed by the City Council on January 8, 1996.
1. Approval of Minutes for the Planning Commission Meeting of December 5, 1995 and
January 2,1996. Commissioner Frisch offered a motion, seconded by Commissioner
DeForge, for approval of the minutes. Motion carried with the following roll call vote:
AYES: Commissioners DeForge, Frisch and Salinas.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners DePalatis and Moreno.
2. ORAL COMMUNICATION: None.
3. DIRECTOR'S REPORT: Planning Director Ernie Egger informed the Commission
that an application is expected to be received tomorrow from Burger King which is
to be located at the southwest corner of 6th and Highland Springs. It is also expected
that another application will be coming in for a drive -thru restaurant located next to
Redlands Federal on a small in -fill lot on Beaumont Avenue. Both items should be on
the next agenda. Mr. Egger further reported that the Wholesale Shutter Company,
located on Third Street across from Dura Plastics, has been growing by leaps and
bounds and is now getting ready to build a new building east of their existing facility
to house their operation. This application is forthcoming as well.
PUBLIC HEARING:
4. Minor Variance No. 96 -MV -1, request from Lloyd Reed and Sandra Streeter to keep
in excess of three (3) adult dogs at 922 E. Thirteenth Street, Beaumont.

Planning Director Egger presented the staff report, a copy of which is on file in the
Planning Department. Commissioner Salinas, who was chairing the meeting, opened
the public hearing at 6:19 p.m., asking for proponents /opponents from the audience
wishing to speak.
Lloyd Reed, 922 E. Thirteenth Street, Beaumont, owner of the dogs, addressed the
Planning Commission stating the dogs are well natured and he does not train them to
fight.
Elizabeth Brown, 980 Twelfth Street, Beaumont, addressed the Planning Commission,
stating she owns the property to the east and feels she is neutral on this issue. She did
note that her renters on the adjoining property had complained to her about the noise
and she has actually lost renters because of the dogs.
Gilbert Lehmeier, 1327 Michigan, Beaumont, addressed the Commission stating when
he works in the back the dogs at times gets into a fight and make a lot of noise. The
dogs have also dug holes under the fence and gotten out, after which he called the
owners and informed them their dogs were loose.
Ricardo Leclaire, addressed the Commission stating the dogs do not cause any
trouble, they only bark when the mail comes.
Ms. Laura ( unk), 1275 Chestnut, Beaumont, addressed the Commission asking if there
is a limit to the number of dogs a neighbor can have since this issue has been raised.
Mr. Egger explained that anyone wanting to have more animals than what the code
allows would have to go through the same procedure as Mr. Reed.
Sayda Leclaire, who lives next door, addressed the Commission stating they are good
dogs and they only bark when a stranger comes around.
Elaine Ricker, 1315 Michigan Avenue, Beaumont, addressed the Commission
commenting the dogs are sometimes noisy and they do howl. However, for the most
part they let you know if strangers are in the area. They are well taken care of.
Mr. Reed again approached the mike, noting that he has had only had two litters of
pups and is not in the dog business. He plans on breeding his dogs to clubmembers
only and at another location.
Grant Slife, 965 E. 13th Street, Beaumont, addressed the City Council stating the dogs
will not bite, they are good dogs.
Sandra Streeter, 922 E. 13th Street, Beaumont, addressed the City Council stating that
the neighbors' dogs sometimes are in her front yard, urging her dogs to get out.
There being no one else wishing to speak, Commissioner Salinas closed the public
hearing at 6:41 p.m., turning the matter back to the Commission for discussion.
A motion was offered by Commissioner Frisch, seconded by Commissioner DeForge,
to approve Minor Variance No. 96 -MV -1, pursuant to Lloyd Reed and Sandra
Streeter's request to keep dogs in excess of 3, with a maximum number of 6. Motion
carried with the following roll call vote:
AYES: Commissioners DeForge, Frisch and Salinas.
NOES: None.
ABSTAIN: None.
ABSENT: Commissioners DePalatis and Moreno.
There being no further business before the Commission, Commissioner Salinas
adjourned the meeting at 6:42 p.m.
