HomeMy Public PortalAbout07/02/96 PC MinutesAgenda Item No., MINUTES OF BEAUMONT PLANNING COMMISSION FOR JULY 2, 1996 The meeting was called to Order at 6:05 p.m. Those present were: Chairman DePalatis, Commissioners DeForge, Frisch, and Salinas. Commissioner Moreno was absent and excused. Affidavit of Posting was read and the Pledge of Allegiance to the Flag was observed. 1. Approval of Minutes for the Planning Commission Meeting of May 7, 1996. A motion was offered by Commissioner Deforge, seconded by Commissioner Frisch, to approve the Minutes for May 7, 1996. All in favor, motion carried with Commissioner Moreno absent. 2. Oral Communications: None. 3. Director's Report, Economic Development Director Dave Dillon reported to the Commission that the City has canceled the fire works celebration that was scheduled for the 4th of July due to all the fires going on in Southern California. The City Pool will be open on the 4th of July and there will be no charge. Also, Burger King has started construction and planning to open in September. Construction has started on the Western Trunk Main which is a 24" trunk sewer between 4th Street and the Wastewater Treatment Plant up to Veile Avenue and 8th Street. This will facilitate new development such as Coscan Three Rings Ranch project and some of the other projects on the west side. This should also relieve some of the capacity problem in the existing trunk main for the entire area west of Palm Avenue in the City. This project is entirely funded by the Community Facilities District 93 -1 and the Beaumont Financing Authority. Further, it is expected tomorrow that the building plans for the Lube & Tune, on 6th Street and Michigan Avenue will be filed. Omega Homes Tract on the southside of Cougar, east of Beaumont Avenue is going to record their final map this week or early next week. Agenda Item No. Public Hearings: 4. Considered at this time was Tentative Parcel Map No. 28348 and Negative Declaration No. 96 -ND -6, to subdivide a 37.05 acre site into 35 parcels for industrial use, located on the south side of Fourth Street, west of Veile Avenue. Economic Development Director Dave Dillon presented the staff report, a copy of which is on file in the Planning Department. Chairman DePalatis opened the public hearing asking for proponents /opponents from the audience wishing to speak. There being none, he closed the public hearing turning the matter back to the Commission for discussion. Economic Development Director Dillon noted that the Model Airplane Club who has a lease with the owner of the property is aware of the pending development. On motion by Commissioner Salinas, seconded by Commissioner Deforge to adopt Negative Declaration No. 96 -ND -6 and approve Tentative Tract Map No. 28348, subject to the conditions of approval. All in favor, motion carried with Commissioner Moreno absent. 5. Considered at this time was Zone Change No. 96 -ZC -1, Plot Plan No. 96 -PP -5 and Negative Declaration No. 96 -ND -5 to develop a 50 -unit apartment complex specifically and exclusively for senior citizens at 752 Pennsylvania Avenue. Economic Development Director Dillon presented the staff report, a copy of which, is on file in the Planning Department noting there was one letter in the packet that was in opposition to the project. Chairman DePalatis opened the public hearing asking for proponents /opponents from the audience wishing to speak. John Sharkey. Western Regional Manager. of Cooperative Services. 20300 South Vermont Avenue, Suite 105, Torrance, CA 90502, addressed the Commission speaking in favor of his project. He handed out copies of the Capital Advanced Agreement of their latest project in Palm Springs. Also, this project is for 62 years of age or older and has to remain this type of housing for 40 years. Jose Meza, 705 Pennsylvania Avenue, addressed the Commission speaking in opposition to this project. Paul Vaccarello, proper owner of 774 Pennsylvania, on the northern border of this nroiect. addressed the Commission speaking in opposition. Mary Blankenship. Senior Center Director of Beaumont. 550 E. Sixth Street. addressed the Commission speaking in favor of the project. John Sharkey. spoke again not as a rebuttal but for clarification purposes. Chairman DePalatis closed the public hearing turning the matter back to the Commission for discussion. On motion by Commissioner Frisch, seconded by Commissioner Salinas to approve Zone Change No. 96 -ZC -1, Plot Plan No. 96 -PP -5 and Negative Declaration No. 96- ND-5, subject to the conditions of approval. All in favor, motion carried with Commissioner Moreno absent. Scheduled Matters: 6. Considered at this time was Minor Plot Plan No. 96- MPP -1, to establish and operate a billiards and video game arcade at 625 Magnolia Avenue. Economic Development Director Dillon presented the staff report, a copy of which is on file in the Planning Department, noting they have a letter from the Police Department that should be incorporated into Condition No. 3 which would require clearance from the Police Department prior to occupancy as well as Fire, Building & Safety Departments. He would also like to amend Condition No. 5 to limit the hours of operation to 10:00 p.m. W.R. Cummings. 1165 Elm Avenue. addressed the Commission speaking in favor of the project. Economic Development Director Dillon informed the Commission that the proposed amendment to the conditions would limit the hours of operation to 10:00 o'clock seven days a week. This time is due to the curfew making it necessary for everyone to be gone by 10:00 o'clock Mr. Dillon further noted that there could be a Condition No. 6, which would allow from 10:00 a.m. to 12:00 p.m., for special uses which would not be open to the general public. Also, the Police Department's letter requires lighting from dust to dawn within the parking lot with specifics in regards to the signage which would be posted on the building referencing specific government code sections. He further noted that it may be appropriate to consider an additional Condition No. 7 which would require the blinds to be open during business hours providing security for the bicycles in the parking area and for the overall operation. Further, if the Commission feels that a stop sign at the intersection of the alley and Magnolia would also help in that area, it could be added as a condition of approval. On motion by Commissioner Salinas, seconded by Commission Deforge, to approve Minor Plot Plan No. 96- MPP -1, subject to the Conditions of Approval as amended.
