HomeMy Public PortalAbout11/19/96 PC MinutesAgenda Item No. MINUTES OF SPECIAL MEETING FOR BEAUMONT PLANNING COMMISSION NOVEMBER 19, 1996 The meeting was called to Order at 6:00 p.m. Those present were: Chairman DePalatis, Commissioners Frisch, Moreno and Salinas. Commissioner DeForge was absent and excused. Affidavit of Posting was read and the Pledge of Allegiance to the Flag was observed. 1. Approval of Minutes for the Planning Commission Meeting of October 1, 1996. A motion was offered by Commissioner Moreno, seconded by Commissioner Frisch, to approve the Minutes for October 1, 1996. All in favor, motion carried 4 -0 with Commissioner DeForge absent. 2. Oral Communications: None. 3. Director's Report. Economic Development Director Dave Dillon presented the director's report informing the Commission that the Cooperative Services Housing Project is in plan check and moving forward. Also, another project has been filed for a Senior's project which will be coming before the Commission next month or the following month located on Cougar Way, east of Beaumont Avenue. The Sports Park project, which is the 23 acres on Beaumont Avenue and Brookside is in the plan check phase and he noted that some community support for this project is needed. The Railspur project will be replacing the section of sewer between Pennsylvania and Beaumont Avenue which serves all the area including Cherry Valley east of Palm Avenue. This will be replaced with a 15" and an 18" sewer line. Mr. Dillon went on informing the Commission that there had been a series of meetings with some of the merchants pertaining to the striping for diagonal parking on the north side of 6th Street between Orange Avenue and the I -10 Freeway. He stated this is to create more of a pedestrian friendly environment. Also, there is a problem on the southside where there is a limit to off - street parking and some changes have been made to the plan Agenda Item No. whereby parallel parking will be allowed on the southside between California and Beaumont Avenue. A truck route will then be created in order to get trucks off of 6th Street, thus, the reason striping plans are being prepared. The Omega Homes project is under construction and staff is working with Coscan Stewart on their project. Progress is being made on the 60 Interchange and he informed the Commission, staff would bring something back at the next meeting pertaining to the striping plan. Mr. Dillon further informed the Commission that help is needed in putting together the next grant application for the cross -town bicycle trail. Public Hearings: 4. Considered at this time was Conditional Use Permit No. 96 -CUP -3 and Negative Declaration No. 96 -ND -7, to establish and operate a mortuary on a 1.66 acre site located at the southwest corner of Beaumont Avenue and 12th Street. Economic Development Director Dillon presented the staff report, a copy of which is on file in the Planning Department. He informed the Commission that the applicant had requested, and staff was in agreement with, the deletion of the last sentence of Condition No. 3.1a as well as the deletion of Condition No. 5.7. Chairman DePalatis opened the public hearing at 6:30 p.m., asking for proponents /opponents from the audience wishing to speak. Lew Weaver, owner of Weaver Mortuary, addressed the Commission. Chairman DePalatis closed the public hearing at 6:31 p.m., turning the matter back to the Commission for discussion. A motion was offered by Commissioner Moreno, seconded by Commissioner Frisch, for adoption of Negative Declaration 96 -ND -7 and approval of Conditional Use Permit No. 96- CUP -3, based on the findings and subject to the amended conditions of approval with the following roll call vote: AYES: Chairman DePalatis, Commissioners Frisch, and Moreno. NOES: None. ABSTAIN: Commissioner Salinas.
