Meeting called to Order at 6:03 p.m.
Roll Call: All Present.
Affidavit of Posting.

Mayor Jan Leja swore in and introduced the following newly appointed Planning Commissioners:
Lawrence Dressel, appointed February 24, 1997; and Joseph Davis, appointed March 10, 1997.
Appointment of the Planning Commission's Chairman:
Motion by Commissioner DeForge, Seconded by Commissioner Frisch, to appoint Gabriel Salinas as
the Chairman of Planning Commission.
Motion by Commissioner Dressel, Seconded by Chairman Salinas, to appoint Brian DeForge as the
Vice Chairperson of the Planning Commission.
Approval of Minutes for the Special Meeting of the Planning Commission held November 19,
1997.
Motion by Commissioner Frisch, Seconded by Dressel, to approve the minutes from the Special
Meeting of November 19, 1997 as presented. Vote 5/0.
2. Oral Communication - None.
Director's Report - None.
Public Hearings:
4. Conditional Use Permit No. 97- CUP -1, consideration of a request to sell alcohol for off -site
consumption from an existing commercial facility convenience store located at 1201 E. Sixth
Street. Applicant: Ram Singh Gurm.
Planning Director Ernie Egger presented a staff report, a copy of which is on file in the Planning
Department at City Hall.
Motion by Commissioner Frisch, Seconded by Commissioner DeForge, to approve 97 -CUP -1
as presented. Vote 5/0.
5. Tentative Tract May No. 23646, Zone Chance No. 97 -RZ-1 and Negative Declaration No
97 -ND -1, consideration of a request to subdivide a 40.1 acre site for the purpose of creating
a seniors /retirement community with 220 residential lots and associated recreational facilities.
The project would provide for gated entries and would be served by a system of private streets,
with parcel sizes ranging from 4,000 square feet to approximately 6,000 square feet. The
subject property is located north of Cougar Way, at the terminus of Palm Avenue. Applicant:
Raymond Spehar. (Recommended for continuance to Meeting of May 6, 1997).
Planning Director Ernie Egger presented the staff report, a copy of which is on file in the
Planning Department at City Hall.
Motion by Commissioner Davis, Seconded by Commissioner DeForge, to continue Tentative
Tract Map No. 23646, Zone Change No 97 -RZ -1 and Negative Declaration No 97 -ND -1, to
the meeting to be held May 6, 1997.
