Commissioners Frisch and Commissioner Dressel absent. Affidavit of Posting. Pledge of Allegiance to the Flag. 1. Approval of Minutes for the special Meeting of the Planning Commission held June 3, 1997. 2. Oral Communication. None Planning Director, Ernie Egger, had nothing to report to the Commission at this time. Public Hearings: 6:25 pm 4. Public Use PermitNo. 97- PUP -1. consideration of a request to operate a residential board and care facility from an existing residence at the southeast corner of Dale Street and Elm Avenue (291 W. Dale Street). Applicant: Mrs. Nelia Toledo. Cynthia Hall spoke briefly about her concerns of this facility in her neighborhood. Mark Condon spoke on behalf of a number of people in the neighborhood in opposition to the facility. A motion was offered by Commissioner Davis, Seconded by Commissioner DeForge to deny the application as presented. Applicant may make appropriate changes to the site and re -file this application at a later date. Vote: 3/0 Conditional Use Permit No. 97 -CUP -2 and Negative Declaration No. 97 -ND -2, consideration of a request to develop and operate "Rainbow Cycle Park" through a lease arrangement on 52 acres of City-owned property, south of Fourth Street and west of Viele Avenue. Applicant: Mr. Robert Harvell. Richard Mosley spoke in favor of this project being approved. Scott Fish spoke in opposition of this project. Mr. Robert Harvell, the applicant, explained his proposal in detail. A motion was made by Commissioner Davis, Seconded by Commissioner DeForge to leave the public hearing open and continue this matter to a special meeting to be held on June 17, 1997, at 6:00 p.m. Meeting Adjourned at 6:50 pm to the Special Meeting of June 17, 1997 Respectfully Submitted, ��wr — Ernest A.
