Roll Call: All members present.

1. Approval of Minutes from the Regular Meeting of October 7, 1997.
Motion Commissioner Davis, Seconded Commissioner DeForge to approve the minutes as presented.
2. Oral Conimunications: None.
Scheduled matters:
a. Tentative Tract May No. 23646, Zone Change No. 97 -RZ-1 and Negative Declaration No.
97 -ND-1. Consideration of a proposal to establish a gated, private community exclusively for
seniors located directly to the north of the terminus of Palm Avenue and Cougar Way.
Applicant: Raymond Spehar.
Staff report was given by Dave Dillon, a copy of which is on file in the City Clerks Office. Motion by
Commissioner Frisch, Seconded by Commissioner Dressel to approve with the following items to return to the
Commission prior to final approval:
1) Detailed review of the Traffic Study
2) Potential of becoming Low Income.
3) CC &R's
4) Age Restrictions.
Vote: 4/1
