Pledge of Allegiance to the Flag. 1. Approval of Minutes from the Regular Meeting of January 20, 1998. Motion by Commissioner DeForge, Seconded by Commissioner Frisch to approve the Minutes as presented. 2. Oral Communications. None. Anyone wishing to address the Commission on this matter not on the agenda of this meeting may do so now. Anyone wishing to speak on an item on this agenda may do so at the time the Commission considers that item. All persons wishing to speak should fill out a "Request to Speak Form" and give it to the Secretary at the beginning of the meeting. The forms are available on the railing at the front of the Council Chambers. Scheduled matters/Public Hearing: a. Public Use Permit No. 98 -PUP -1 and Negative Declaration No. 98 -ND -2, consideration of a request to utilize the existing facilities at 693 American Avenue for a residential care facility for persons of age 60 or above, and consideration of the adoption of a Negative Declaration pursuant to the California Environmental Quality Act. Applicant: Dr. Mostafa Shirazi. Staff report was given by Ernie Egger, Planning Director, a copy of which is on file in the City Clerks Office. Open Public Hearing 6:15 p.m. The Following people spoke in reference to this matter: Anthony Fransico - Manager of Facility. Judith Fransico - Manager of Facility Closed Public Hearing 6:29 pm Motion by Commissioner DeForge, Seconded by Commissioner Dressel to approve the item with the correction to Conditions of Approval #6. Vote: 5/0. b. Oak Valley Annexation (97- ANX -1), General Plan Amendment (97- GPA -1), Pre - Zoning (97 -RZ- 1) and Development Agreement (98- DA -1), consideration of recommendations to the City Council with regard to a series of actions involving the annexation of a 1303.5 acre area in the vicinity of, and including, the Oak Valley Golf Course, and consideration of an addendum to the Environmental Impact Report for the Beaumont Comprehensive General Plan Update (1993) pursuant to the California Environmental Quality Act. Applicant: City of Beaumont. Staff Report was presented by Ernie Egger, Planning Director, a copy of which is on file in the City Clerks office. Open Public Hearing 6:53 p.m. Andy Vossler, P.O.
