HomeMy Public PortalAbout03/16/99 PC MinutesMinutes Planning Commission Meeting March 16, 1999 Call to Order: 6:05 p.m. Place: Council Chambers Roll Call: Commissioners Davis, Dressel, Frish, DeForge were all present. Pledge of Allegiance. Affidavit of Posting. Oral and Written Communications: None. Election of Chairperson and Vice - Chairperson. Continue to the regular meeting of May 4th, 1999. 2. Director's Report. Noble Creek Specific Plan - possibly coming before the Commission on April 6, 1999. Oak Valley Development - planned unit development will be before the Commission in about 60 days. Three Rings Ranch - possibly beginning development this summer. 3. Approval of the Minutes for the Regularly Scheduled meeting of November 3, 1998. Motion given by Commissioner Davis, Seconded by Commissioner Frisch to approve the minutes as presented. 4/0. 4. Public Hearings: a. Conditional Use Permit No. 99 -CUP -1 and Negative Declaration No. 99 -ND -2, Consideration of a request to erect a Communications Transmission Facility at 655 East Fifth Street. Applicant: Nextel Communications. Recommendation: Adopt Negative Declaration 99 -ND -2 and approve Conditional Use Permit No. 99- CUP -1, subject to the attached Conditions of Approval. Planning Director Ernie Egger, gave the staff report, which is on file in the City Clerk's office. Open Public Hearing 6:12 p.m. Chris Glass - 17275 Derian Avenue, Irvine 92614, representing the applicant, addressed Commission questions. Closed Public Hearing 6:15 p.m. Motion made by Commissioner Davis, Seconded by Commissioner Dressel to approve with additions to the Conditions of Approval that if Nextel Communications, Inc. ceases their business /operations, all equipment will be removed from the site in a timely manner. 4/0. b. Tentative Parcel Map No. 29102, Consideration of recommendations to the City Council with regard to a proposal to subdivide a 473.35 acre site into 29 parcels ranging in size from 1.68 to 28.22 acres. Applicant: Westbrook Oak Valley Properties, LLC Recommendation: The Planning Commission recommend to the City Council Approval of Tentative Parcel Map No. 29102 for a period of two (2) years. Staff report given by Ernie Egger, Planning Director, a copy of which is on file in the City Clerks office. Open Public Hearing at 6:25 p.m. David Hudson - 4299 MacAurther Blvd., Newport Beach, the applicant, addressed the Commission and answered questions. Closed Public Hearing at 6:31 p.m. Motion by Commissioner Frisch,_ Seconded by Commissioner Dressell to approve as presented. 4/0. 5. Scheduled Matters: a. Minor Variance No. 99 -MV -4 and Sign Permit No. 99 -SNP- 1, Consideration of a request to erect a free - standing sign at Monte's Automotive at 564 South Orange Avenue. Applicant: Monte Brown Recommendation: Approval of Minor Variance No. 99 -MV -4 and Sign Permit No. 99- SNP -1. Staff Report given by Ernie Egger, Planning Director, a copy of which is on file in the City Clerk's office. Motion by Commissioner Dressel, Seconded by Commissioner DeForge to approve as presented. 4/0. b. Minor Variance No. 99 -MV -5 and Sign Permit No. 99 -SNP- 2, Consideration of request to erect a free - standing sign for First Security Bank at 385 East Sixth Street. Applicant: Yesco. Recommendation: Approval of Minor Variance No. 99 -MV -5 and Sign Permit No. 99- SNP -2. Staff Report given by Ernie Egger, Planning Director, a copy of which is on file in the City Clerk's office. Motion by Commissioner Frisch, Seconded by Commissioner Davis to approve as presented. 4/0. C. Minor Variance No. 99 -MV -6 and Sign Permit No. 99 -SNP- 3, Consideration of request to erect a monument sign for the Pet Depot at 1552 East Sixth Street, Applicant: Jason Duhamell Recommendation: Approval of Minor Variance No. 99 -MV -6 and Sign Permit No. 99- SNP -3.
