Pledge of Allegiance: Affidavit of Posting: Oral and Written Communications: Approval of the Minutes for the Regularly Scheduled meeting of May 4, 1999. Motion by Commissioner Davis, Seconded by Commissioner DeForge to approve the Minutes of the Regular Meeting held May 4, 1999. Vote: 5/0 2. Director's Report. Regular City Council Meeting of July 13 has been continued to July 27, 1999. 3. PUBLIC HEARINGS a. General Plan Amendment No. 99- GPA -2, Zone Change No. 99 -RZ -2 and Negative Declaration No. 99 -ND -5, consideration of recommendations to the City Council regarding a request to change the General Plan Designation for a 2.08 acre parcel located at the southwest corner of Eighth Street and Highland Springs Avenue, from High Density Residential to Community Commercial, to change the Zoning Designation from R -HD (Residential High Density) to C -G (General- Commercial), and for the adoption of a Negative Declaration pursuant to the California Environmental Quality Act. Applicant: Ky N. Nguyen. Staff Report was given by Ernest Egger, Planning Director, a copy of which is on file in the City Clerks office. Closed Public Hearing Motion by Commissioner Davis, Seconded by Commissioner Frisch to recommend to the City Council approval of 99- GPA -2, 99 -RZ -2 and 99 -ND -5 as presented. Vote: 510. b. Tentative Tract No. 28988, consideration of recommendations to the City Council regarding a request to subdivide a 52.6 acre parcel into a total of 201 single family residential lots. The site, which is part of the noble Creek Specific Plan, is located southwesterly of the intersection of Brookside Avenue and Beaumont Avenue. It is proposed that, for the purposes of the California Environmental Quality Act, the recently certified Environmental Impact Report for the Noble Creek Specific Plan be employed for the subject action. Vote: 510 c. Oak Valley Estates Planned Unit Development Plan and Mitigation Negative Declaration No. 99 -ND -6, consideration of recommendations to the City Council regarding a request for approval of a Planned Unit Development for a mixed use, master planned community with 2,800 dwelling units on a 532.7 acre site. The proposed project, which is located around the existing Oak Valley Golf club, northwesterly of the intersection of 14" Street and Interstate 10, also includes provisions for a 15.1 -acre commercial site and 49.8 acres of parks and open space. Adoption of a Mitigated Negative Declaration pursuant to the California Environmental Quality Act will also be considered. Applicant: Westbrook Oak Valley Properties, LLC.
