SITE PLAN REVIEW COMMITTEE
November 16,2016 -Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning);Bob Canning(Health);
Greg Baker(Fire);Tom Evers(Building);John Jannell(Conservation);Todd Bunzick(Water);and Frank
Nichols(DPW). Absent:
FORMAL REVIEW: TOWN OF ORLEANS (TRI TOWN SEPTAGE TREATMENT FACILITY-
DEMOLITION),29 Oak Ridge Lane
Tom Parece and James Petras(AECOM)presented the application for the Tri Town Septage Treatment
Facility Demolition. Meservey expressed concern with the number of disclaimers noted on the plans.
Parece described the sequence of dates approved by the Board of Managers with notification to be sent to
the three participating towns. Parece acknowledged that the compost shed is owned by the Town of
Orleans. Parece stated there will be a full-time resident on-site for the project. Parece explained that the
intent is to leave a totally clean site with all materials removed. Parece stated that fencing will remain in
place. Petras stated the wetland delineation was performed in August. Parece said no changes are
intended for Overland Way and Oak Ridge Lane.
Comments:
Fire: Applicant must board up,secure and clearly mark the unoccupied building for
safety. A key must be provided to the Fire Department for any lockbox.
Building: Applicant must obtain a Building Permit. Disconnection letters must be obtained
from all utilities. This project falls under controlled construction requirement.
Construction safeguards per the International Building Code Chapter 14 are
required. Applicant must adhere to the Old King's Highway Historic District
requirements for demolition.
Water: Applicant must coordinate with the Water Department during demolition to meet
all requirements.
Health: Applicant must meet all Board of Health requirements which must be clearly
marked on the plan. Soil must be left in a clean condition. Dust must be
controlled during demolition.
Conservation: The wetland has been flagged.
DPW: Applicant must supply stamped files for town files.
Planning: Applicant must be aware of and protect gas lines to avoid interruption in the
Town's eligibility for service.
MOTION: On a motion by Robert Canning, seconded by Greg Baker,the Committee voted to accept
the AECOM Tri-Town Septage Treatment Facility Demolition, Sheet Number C-104, entitled, "Site
Grading Plan"subject to receipt of a Final stamped copy in the Town offices showing changes required
by the Water Department.
VOTE: 7-0-0 The motion passed unanimously.

APPROVAL OF MINUTES: October 19, 2016
MOTION: On a motion by Todd Bunzick, seconded by Greg Baker,the Committee voted to
approve the minutes of October 19,2016.
VOTE: 6-0-1 The motion passed by a majority. (John Jannell abstained)
The meeting adjourned at 10:35 a.m.
