PC -94 -1 A RESOLUTION OF THE CITY OF BEAUMONT PLANNING COMMISSION PROVIDING A REPORT ON PROPOSED GENERAL PLAN AMENDMENTS NO. 94 -GPA -1 AND 94- GPA -2, AND RECOMMENDING ADOPTION BY THE CITY COUNCIL OF A NEGATIVE DECLARATION AND THE PROPOSED GENERAL PLAN AMENDMENTS WHEREAS, the City of Beaumont is required by Section 65302 of the State Government Code to adopt and maintain a General Plan, as defined therein; and WHEREAS, the City of Beaumont City Council adopted a comprehensive General Plan Update on February 8, 1994; and WHEREAS, the City of Beaumont desires to amend the adopted General Plan to respond to comments from the State Department of Housing and Community Development relative to the Housing Element and to clarify the General Plan's Land Use map; and WHEREAS, the City of Beaumont Planning Commission held a duly noticed public hearing on August 16, 1994; and WHEREAS, the City of Beaumont Planni g Commission has reviewed the proposed amendments, staff reports7l public testimony, written comments, the Initial Study, and the proposed Negative Declaration; and WHEREAS, information related to the proposed General Plan amendments was available for review at the City of Beaumont City Hall beginning on July 20, 1994; and WHEREAS, the proposed General Plan amendments result in an amended General Plan which is properly integrated, internally consistent and compatible; and WHEREAS, the State Government Code requires an annual report of the City Council on the status of the General Plan and progress towards its implementation. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF BEAUMONT PLANNING COMMISSION AS FOLLOWS: SECTION 1: The Planning Commission finds that the proposed Housing Element revision, attached hereto as Exhibit "A ", complies with State, regional, county and city regulations, plans, programs, policies and guidelines; and, further, that the proposed revisions are responsive to and implement the comments and requirements of the communication from the State Department of Housing and Community Development, dated April 2B, 1994; and hereby recommends that the City Council adopt the proposed Housing Element revisions. SECTION 2: The Planning Commission finds that the proposed Land Use Element map revision, is attached hereto as Exhibit "B", is in keeping with the spirit and intent of the Comprehensive General Resolution No. PC -94 -1 Plan Update adopted by the Beaumont City Council on February B, 1994; is consistent with the text, goals, policies and objectives of the Land Use Element of the General Plan; provides an appropriate degree of clarification and definition to land use category boundaries based upon updated parcel and ownership information derived from the City's Geographic Information System (GIS); and hereby recommends that the City Council adopt the revised Land Use Element map. SECTION 3: The Planning Commission finds that the proposed General Plan Amendments are consistent with the General Plan's various elements and all of the General Plan's goals, policies, objectives and narrative text. SECTION 4: All of the information pertaining to the proposed General Plan Amendments is on file with the City of Beaumont Planning Department, 550 East Sixth Street, Beaumont, California 921223. SECTION 5: The Planning Commission finds that the Initial Study prepared for the proposed General Plan amendments, attached hereto as Exhibit "C", is consistent with the California Environmental Quality Act, will not result in any adverse environmental impacts and that the Initial Study's conclusions warrant adoption of a Negative Declaration; and the Planning Commission recommends that the City Council adopt Negative Declaration No. 94 -ND -7.
