City Hall Council Chambers Call to Order: Chairperson Taylor called the meeting to order at 10:08 a.m. Pledge of Allegiance: Led by Commissioner Garcia Invocation: Led by Commissioner Fombona Roll Call: Chairperson Pamela Taylor � Commissioner Irene Garcia � Commissioner Alicia Fombona Certification of Agenda Posted: Agenda was duly posted Two new Women's Commissioners were sworn in at 10:15 a.m. by the Deputy City Clerk, Kristina Santana. Welcoming the new members: ; Mr. Goodloe welcomed Commissioner Garcia and Commissioner Fombona to the Women's Commission. Chairperson Taylor also welcomed the new Commission members as well. She stated that the prior meetings were postponed due to a lack of a quorum. She stated that we can now get the Women's Commission back on its regular schedule meeting dates. Election of Officers: Mr. Goodloe stated that a Vice-chairperson is needed for the Women's Commission. The Commissioners agreed to postpone the voting for a Vice-chairperson until the next scheduled meeting on February 8, 2011. He asked the Commissioners to please have � someone in mind for this position. Discussion of the rules and regulations for the Brown Act: Chairperson Taylor stated that last year the city Attorney, Fred Galante, held a class for the Commissions/Boards regarding the Brown Act rules. She stated that a class is held every two years. I • + Z Chairperson Taylor gave a brief overview of the rules and regulations of the Brown Act. She stated that every second Tuesday of each month the Women's Commission meeting is held in the City Council Chamber and that the agenda is posted by the minutes clerk, Serena Johnson no less than seventy two hours prior to the next meeting. Mr. Goodloe stated that in order for the Commission to meet, they must have a quorum of three members, otherwise the meeting cannot be held. He stated that there is a fifteen minutes grace period put in place, but the meeting time is set for 10:00 a.m. He informed the new Commissioners of the rules for absenteeism. He stated that according to the Brown Act only two absences are allowed within a calendar year and that if the Commissioners missed three meetings within a calendar year they will be dismissed from the Commission. Mr. Goodloe also explained to the Commissioners that money cannot be accepted for donations for their events. He stated that vendors can donate food items and other items. Mr. Goodloe stated that as the liaison for the Women's Commission, his job is to keep order in the meetings and to assist them with advertizing by preparing press releases and fliers, etc. He asked the Commissioners to get a copy of the Brown Act from the City Clerk's office. Commissioner Fombona stated that she is new to the Commission and she does not . know much about the procedure. She stated that she would like to know what events were done with the previous Commissioners. She stated that if the events were � successful, she suggested continuing with the same agenda. Mr. Goodloe stated that in the past two years the Women's Commission held events called the "Women's Power Half Hour." He stated that the Commission would invite speakers from the YWCA, Sheriff's department and various organizations to come and speak at each event. Mr. Goodloe stated that the Commission held different events every three months. He stated that the time for each was from 10:00 a.m. to 12:00 noon. Commissioner Fombona suggested alternating the time for the events. She suggested that an event could be held at the lunch hour for the luncheon and another event couid be held during the evening. She stated that this would give women that work during the day a chance to attend one of their events. Chairperson Taylor stated that there was a discussion by the previous Commissioners to have an event for students which was to be held in June. She stated that it did not work out because of the time frame. She stated that there were not enough time for them to inform the schools and the school district regarding this event. 3 Commissioner Fombona suggested having an event for three different groups of women. She suggested that a group could be high school students, college students and an older age group of women. Mr. Goodloe suggested rotating the events. Commissioner Garcia stated that some young women need to be taught how to dress. It was stated that it might be possible to get an organization to come and talk to the young girls. Board Orals Commissioner Fombona suggested getting together to come up with ideas and make an agenda on organizing the events. Commissioner Garcia stated that she is glad to be on the Women's Commission and that she is looking forward to coming together and moving forward. ' Chairperson Taylor stated that it is time for the Women Commission to get started and � to come together as a Commission. She stated that they will make a list of what they wouid like the Commission to accomplish this year. � Public Orals Mr. Goodloe reiterated some rules to the Commissioners. He asked them to keep in mind this list of rules: � 1.) They are allowed to miss only two meetings within a calendar year. 2.) After two missed meetings a reminder letter will be mailed out to them. 3.) Three absences they will be dismissed from the Commission. 4.) The meeting are held every second Tuesday of each month. 5.) The meetings are one hour long and the time is from 10:00 a.m. to 11:00 a.m. , 6.) The meetings are held in the City Council Chamber. Mr. Goodloe stated that he asked the previous Commission to prepare a list of suggestions and ideas for their yearly events. He asked this Commission to bring their ; ideas for discussion to the meeting on February 8, 2011. He explained the process in which the events are to be held as well as the location. , Chairperson Taylor asked the Commissioners if they had any questions. Commissioner Fombona asked if there were any events scheduled for this year. Mr. Goodloe � answered no. Commissioner Garcia asked has council nominated any other persons to seat on the Women's Commission. Mr. Goodloe stated, not to his knowledge. Commissioner Fombona asked if there were a budget for the events. Mr. Goodloe answered, no there is no budget, but you are allowed to request donations from various businesses. I . • e „-- � 4 Mr. Goodloe stated that with previous Commissions the friends of the Commission has helped bring in donations for your events. He also stated that as regards to the budget he will look into seeing if he could get an account setup. He stated that it is a lengthy process. Commissioner Fombona made a motion to adjourn the meeting and was seconded by Commissioner Garcia. The meeting was adjourned at 1036 a.m.
