CITY OF TEMPLE CITY
CITY COUNCIL
MINUTES
JULY 1, 1986
1. CALL TO ORDER:
Mayor Atkins called the regular meeting of the City Council to
order at 7:30 p.m. on Tuesday, July 1, 1986, in the Council
Chamber.
2. The invocation was given by Charles Eddleman, Presiding Elder of
the Reorganized Church of Jesus Christ of Latter Day Saints,
9468 Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor Atkins.
4. ROLL CALL:
Present: Councilmen - Gillanders, Swain, Atkins
Absent: Councilmen- Dennis, Froehle
Also Present:. City Manager Koski, City Attorney Martin, Planning
Director Shaw, Parks and Recreation Director Kobett,
Public Works Coordinator Peterson and Julie Estrada
of the Temple City Times
Councilman Swain moved to excuse Councilmen Dennis and Froehle
with cause, seconded by Councilman Gillanders and unanimously
carried.
5. CONSENT CALENDAR:
On motion by Councilman Swain, seconded by Councilman Gillanders,
all items on. the Consent Calendar were unanimously approved as
recommended.
A. APPROVAL OF MINUTES - Regular Meeting of June 17, 1986
Approved as written.
B. RENEWAL OF AGREEMENTS FY 1986 -87
(1) PRO LANDSCAPE MAINTENANCE AND SWEEPER SERVICE - MEDIAN
STRIP MAINTENANCE
Agreement was approved for a one -year period ending
June 30, 1987.
(2)' PRO LANDSCAPE MAINTENANCE AND SWEEPER SERVICE - CRA PARK -
ING'LOT MAINTENANCE
Agreement was approved for a one -year period ending
June 30, 1987.
(3) AUDITING SERVICES - McGLADREY HENDRICKSON & PULLEN
Letter agreement was approved for FY 1986 -87.
(4) PUBLIC RELATIONS COORDINATOR PATTI BATES
Contract agreement was approved for FY 1986 -87.
(5) SIGNAL MAINTENANCE, INC.
Council approved extension of a three -year agreement -a
ending June 30, 1989.

C. PAINTING OF HOUSE NUMBERS ON CURBS
Council approved the specifications for the repainting of
house numbers on curbs in front of residential units and
authorized staff to solicit bids on the project.
D. ACCEPTANCE OF BID AND AWARD OF CONTRACT - 1986 -87 CHIP AND
SLURRY SEAL PROJECT, MAINTENANCE AREAS 5 AND 6
Council awarded the contract for the 1986 -87 Chip and Slurry
Seal Project for Maintenance Areas 5 and 6 to the low bidder,
California Pavement Maintenance, in the amount of $204,491.55;
instructed the City Attorney to prepare the contract; and
authorized the Mayor to sign.
E. RESOLUTION NO. 86 -2447 REQUESTING ALLOCATION AND PAYMENT OF
$132,000 FROM COUNTY AID -TO- CITIES FUNDS
Council adopted Resolution No. 86 -2447, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING AN ALLOCA-
TION AND PAYMENT OF COUNTY AID -TO- CITIES FUNDS FOR THE MAIN-
TENANCE OF SELECT SYSTEM STREETS.
F. RESOLUTION NO. 86 -2445: SALARY SCHEDULE AND PAY PLAN
Council adopted Resolution No. 86 -2445, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING A SALARY
SCHEDULE AND PAY PLAN FOR FISCAL YEAR 1986 -87.
G. RESOLUTION NO. 86 -2446: ACKNOWLEDGING RECEIPT AND FILING OF
ANNUAL STATEMENT OF INVESTMENT POLICY FOR THE YEAR 1986 -87
Council adopted Resolution No. 86 -2446, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY ACKNOWLEDGING THE
RECEIPT AND FILING OF THE ANNUAL STATEMENT OF INVESTMENT POLICY
FOR THE YEAR 1986 -87.
H. RECOMMENDATIONS FROM PLANNING COMMISSION MEETING OF JUNE 24,
1986
(1) .PROPERTY NUISANCE CASE NO. 86 -142 (6324 ENCINITA AVENUE,
BETTY CRAVEN)
As no appeal was received, Council adopted Resolution
No. 86 -2451, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY DECLARING CERTAIN PREMISES TO BE A PUBLIC
NUISANCE AND ORDERING ABATEMENT THEREOF.
(2). PRECISE PLAN AND FINAL MAP TO ALLOW A 22 -UNIT SINGLE -
FAMILY RESIDENTIAL PLANNED DEVELOPMENT AT THE NORTHWEST
CORNER OF LOWER AZUSA ROAD AND THE EXTENSION OF GOLDEN
WEST AVENUE (RPD 86 -801 AND TT 43189); OWNER /APPLICANT:
OWEN CONSTRUCTION COMPANY
Council set the subject project for public hearing
July 15; 1986.
(3) PLANNING COMMISSION ACTION
Council received and filed the Planning Commission's
memo relating to action taken at the Commission's meet-
ing of June 24, 1986.
I. REVITALIZATION PLAN FOR COMMERCIAL AREA ALONG LAS TUNAS DRIVE
AND TEMPLE CITY BOULEVARD
Council received the Revitalization Plan and referred the
matter to a study session with the Revitalization Plan Com-
mittee at a date to be coordinated between the Committee and
Councilman Dennis."

J. CLAIM FOR DAMAGES: SARAH BORDEN
Council reviewed the Claim for Damages and referred the
matter to Southern California Joint Powers Insurance Authority.
K. RESOLUTION NO. 86 -2449: EMPLOYMENT OF PERSONNEL
Council adopted Resolution No. 86 -2449, a resolution appoint-
ing budgeted personnel.
L. RESOLUTION NO. 86 -2450: WARRANTS AND DEMANDS
Council adopted Resolution No. 86 -2450, a resolution approv-
ing the payment of bills.
6. UNFINISHED BUSINESS:
None
7. NEW BUSINESS:
A. APPROVAL OF FINAL MAP, TRACT NO. 44319, TO ALLOW DEVELOPMENT
OF A 14 -UNIT RESIDENTIAL CONDOMINIUM LOCATED AT 5543 -5551
SANTA ANITA AVENUE; APPLICANT: JOHN E. PLOUNT
City Manager Koski advised that the City Engineer of the
Department of Public Works for the County of Los Angeles
has advised the City that the map for Tract 44319 has been
checked and is ready for Council's approval and acceptance
of the dedications shown thereon. The Conditions, Covenants
and Restrictions have been reviewed by the Planning Depart-
ment and City Attorney and found to be acceptable.
Councilman Swain moved to approve the map; accept abandonment
and /or restriction of access rights as offered for dedication
on said map; approve and accept work agreement; and make find-
ings as outlined in staff memo dated June 19, 1986, seconded
by Mayor Atkins and carried on a roll call vote.

ABSENT: Councilmen - Dennis, Froehle
Councilman Gillanders stated that he was not in favor of the
development when it came before the City Council for a ten-
tative tract and was still opposed to the condominium
development.
8. COMMUNICATIONS:
A. WOMAN 'S CLUB OF TEMPLE CITY RE: OFFICIAL HISTORICAL SOCIETY
Shirley Norman, 8874 Emperor Avenue', San Gabriel 91775L
author of the letter, advised that the Woman's Club recog-
nized the need for an official historical society in Temple
City when it came to their attention that Marie Klein and
Cheryl Cates. had great difficulty gathering historical.in-
fo.rmation for their video presentation on the. history of
Temple City in behalf of the Temple City Unified School
District. It is proposed that the society would be indepen-
dent of, but sanctioned by,the City. Mrs. Norman also men-
tioned that recently Ch.a.rles.Vernon., whose family established
Vernon's. Pharmacy in. Temple City, told her that he has
several boxes of pictures taken. during the early days in the
City and would be willing to donate them if he was assured
that they would be put to good use,
Councilman Swain inquired if the Woman's Club would be willing
to take on the formation and organization of the society.

Mrs. Norman responded that she is unable to speak in
behalf of the Woman's Club members, but that she would
present the idea at the Board Meeting and be back to
the City Manager with the Board's response.
Mayor Atkins advised Mrs. Norman that the City is very
supportive of the idea of having a historical society
in Temple City and suggested that Julie Estrada of the
Temple City Times might be of great assistance in the
gathering of information and also publicizing the plans
for the formation of such an organization.
City Manager Koski requested that anyone in the City who
has artifacts of the history of Temple City could assign
them to the City Clerk for safekeeping. The City Clerk's
Office is presently in possession of many historical
documents and memorabilia, which could be loaned to a
historical society or museum when one is formed.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Jim Davids, 5746 Kauffman Avenue, proposed that, in order to
keep harmony in a neighborhood, the City Council might consider
assigning either to the Planning Commission or to a special
committee the task of determining the method of handling a
person or persons who continually call in with complaints.
He also suggested that the City should consider whether it is
the "intent of the law" or the "letter of the law" which must
be enforced when looking at a particular City Ordinance. If
it is the letter of the law, there are very few people, if any,
who could ever completely comply. Mr. Davids stated that there
is presently a matter before the Planning Commission which con-
cerns an Ordinance violation by a resident brought to the
City's attention by a resident, and this is the
reason Mr. Davids has brought these suggestions to the Council's
attention.
Councilman Gillanders advised that, when allegations are made
against an individual, the City staff does investigate the
matter thoroughly before making a determination and recommen-
dation to the Planning Commission.
Mayor Atkins advised Mr. Davids that, since the matter is still
before the Planning Commission, it would not be prudent of
the City Council to make comment on the matter.
Charlene Fisher, 5722 Kauffman Avenue, stated that she moved
to Temple City three years ago., obeys City laws and expects her
neighbors to do the same. Two years ago she apparently com-
plained twice to City staff about two neighborhood properties
which were in violation of City code. Until photos were shown
to a member of the City Council, the violations were allowed
to continue. Her intent is to have her neighbors abide by City
laws and not detract from the neighborhood with property
nuisances.
Mayor Atkins. also advised Mrs. Fisher that, since she was mak-
ing reference to a situation which is presently before the
Planning Commission, it would not be appropriate for Council
to hear testimony on the matter at this time.
RECESS TO CRA:
At this time Council recessed to meet as the Temple City Com-
munity Redevelopment Agency; approved the Minutes of the July 1,
1986 meeting; approved letter agreement for auditing services
from McGladrey HIendrickson & Pullen; approved appraisal services
by Robert F. Olson for the Rosemead Boulevard Redevelopment
Project; and adopted Resolution No. CRA 275 approving warrants
and demands in . the amount of $5,209.67.

A. COMMISSION APPOINTMENTS
On motion by Councilman Gillanders, seconded by Council-
man Swain and unanimously carried, the following Commissioners
were reappointed for the terms indicated below commencing
July 1, 1986:

Mayor Atkins advised that the vacancy on the Planning Com-
mission created by the retirement of Commissioner Robert
Stacy will be discussed at the next regular meeting of the
City Council.
B. TRAFFIC SIGNAL CONTROL STUDY - WILLDAN ASSOCIATES
Councilman Swain moved to refer the traffic signal study
performed by Willdan Associates to the Traffic Commission
for their review and recommendations, seconded by Council-
man Gillanders and unanimously carried.
C. McGLADREY HENDRICKSON & PULLEN REPORT ON FINANCE DATA
PROCESSING SYSTEM
As a follow -up to the receipt of Phase I, Data Processing
Feasibility Study, prepared by McGladrey Hendrickson &
Pullen and received by the City Council at their regular
meeting of June 17, 1986, the report was referred to staff
for their review and report. Following a study session
held �n June'30, 1986, with Councilman Dennis, staff and
representatives from McGladrey and AIS met to discuss the
matter.
Councilman Gillanders moved to authorize McGladrey Hendrick-
son & Pullen to initiate Phase II of the report on the com-
puter system in the sum of $6,000, appropriate additional
funds and amend the adopted budget, seconded by Councilman
Swain and unanimously carried.
D. TEMPLE CITY PARK DEVELOPMENT
Councilman Gillanders moved to authorize Recreation Systems,
Inc. to proceed with the development of Temple City Park,
locating the picnic shelter in the northwest corner of the
park with the play area to be located on the east side of
the picnic shelter, seconded by Councilman Swain and unani-
mously carried.

12. ADJOURNMENT:
On motion by Councilman Swain, seconded by Councilman Gillanders,
the meeting of the City Council adjourned at 8:20 p.m. Next
regular meeting of the City Council will be held on Tuesday,
July 15, 1986.
