BOARD OF HEALTH MEETING
WEDNESDAY SEPTEMBER 5 , 2018 AT 740OPM
TOWN HALL, ROOM B
Board members present: Carmen Scherzo, DVM, Chairman; Penny Hausser Holleman, MPH , MA, MS and Nancy M , Leach,
PharmD
Board members absent : Joe Ford , Annette Graczewski, MT (ASCP)
Others present: Nancy Ellis Ice, CHO, RS, MPH , Health Director and Tammi Mason, Senior Department Assistant
1 . Chairman 's announcements
The VNA in conjunction with BOH will hold a child lead screening and immunization clinic, Monday September 17th from
9 : 30 — 11 : 30AM at their South Dennis office . Appointments are required .
The Brewster Fire Department will be holding 9/ 11 ceremony at the Fire Station on September 11th at 6 : OOPM .
The Cannabis Control Commission and the DPH have announced the launch of multi - phase public awareness campaign
" More about Marijuana ", on August 13 , 2018 with content to help parents and guardians explain the risks to underage
youth .
The Brewster Coastal Committee is sponsoring a community discussion on protecting infrastructure, visual access and
cultural and historical resources on September 9, 13, 2018 from 6- 9PM at the Cape Cod Museum of Natural History. The
program is free of charge .
The Brewster Community Network will be presenting a forum " Banning plastic; why not in Brewster? " at the Brewster
Ladies Library on September 13, 2018 from 6 : 30 — 8PM
There will be a Design Charrette on septic systems designed to reduce phosphorus on September 18, 2018 from 2 - 3 : 30PM
at the Brewster Town Hall . Brian Dudley of the Massachusetts Department of Public Health, George Heufelder from the
Massachusetts Septic Test Center, Mark Nelson from Horsely Witten and Town staff will be present.
There have been 4 more human cases of West Nile Virus found in Massachusetts . This brings the total to 9 so far this year
in MA .

3 . Public hearing on changes to the Inspection/ Maintenance Program regulation
Motion : Send to Town Counsel for review.

4. Public hearing on changes to the Upgrading of Substandard Onsite Sewage Disposal System regulation
Motion : Send to Town Counsel for Review.

5 . Down Cape Engineering — approval of I/A system at 14 Carsons Way
Dan Ojala presented this to the Board . It will be a Micro Fast system . It is going to be a 4 bedroom home on a 60, 000 sf
lot. This falls under general use . The property is not near a pond .
Dr. Scherzo questioned the space over the garage and stated that he thinks it should be a 5 bedroom design .
Mr. Ojala stated that he can put a larger leaching in if that' s what the Board wants .

6. Mason Pryme wwwThe Flats Restaurant- discussion on operating without HAACPP Plan/Variance
Mason Pryme was present. Dr. Scherzo reminded Mr. Pryme that the last time he was before the Board, they granted him
a permit to open the restaurant but not to do the Sous Vide food . He needed to come back before the Board to get a
variance to do that.
Dr. Scherzo asked Mr. Pryme to explain what Sous Vide meant. Mr. Pryme stated that it basically means " under pressure" .
Mr. Pryme stated that he is not serving Sous Vide food at this time. He receives food items already in a bag that has been
vacuumed sealed . He is just cooking in water. (Williams and Co . from Boston is where he gets his food) . They are
delivered cold and raw in individually vacuumed sealed bags .
Dr. Scherzo questioned if Mr. Pryme had the Sous Vide equipment. Mr. Pryme stated that he has the equipment but it is
kept at home and doesn't use it at the restaurant. He stated that the HAACPP plans takes hours to do and he just doesn 't
have the time right now to do it.
Dr. Scherzo told Mr. Pryme that if he started vacuum sealing at the restaurant he would need to come before board with a
HAACPP plan .
Ms . Holeman asked Mrs. Ice what she had said to Mr. Pryme Mrs . Ice stated that she reminded him that he couldn 't do
the Sous Vide food and he had to stop what he was doing .

The Board left it that Mr. Pryme would work on the HAACPP plan and bring it to the Board before he started serving it at
the restaurant.
7 . Michael & Elizabeth Crowely — 26 Carsons Way- discuss failure to maintain Operation & Maintenance
contract
The Crowely' s have updated their contract.
8. Mark Nelson — update the Board on the design charrette for Brewster
Mark Nelson was present. He gave a history of what this was about.
9 . Discuss October meeting dates
Keep the original dates if needed . Sherrie McCullough, Assistant Health Director can attend the meeting in place of Mrs .

10 . Review and approve minutes from June 20, 2018
There was one correction made .

12 . Topics the Chairman did not anticipate
Ms . Holeman spoke about the flavored tobacco issues . She would like to invite other towns that have implemented the
regulation to a meeting to learn from their experience.
Mrs . Ice stated that they may not want to come to a meeting but we could ask for their opinion .
Mrs . Ice told the Board that the CCRTCP has been doing Brewster's inspections for many years .
Mrs . Ice will contact the towns that have adopted this regulation and get back to the Board .
Informational items were noted .
