The Community Preservation Committee meeting was convened at 4:33PM in the Nauset Room of Orleans Town Hall. Present were Alan McClennen, Jr. (Chair), Julia Enroth,Ron Petersen,Bill Mone,Meff Runyon, Sue Christie and Gilbert Merritt. Members Bob Wilkinson and Judy Brainerd were absent,but Mr. Wilkinson arrived shortly after the call to order. 2. There was no one present for Public Comment 3. Minutes from the 11/3 meeting were distributed to the Committee for approval. A correction was submitted by Ms. Enroth and then the minutes were approved (6-0-2). 4. Review of Project Applications for FY '18 Mr. McClennen indicated that a large number of applications have been received, including one for the Stratford Capital group,which was distributed in a supplementary fashion,but arrived on time. The applications were sorted by category and entered into a spreadsheet. Mr. McClennen is of the opinion that the January interviews for the applicants can be completed in three sessions. Before going through the applications,for the benefit of the public,Mr. McClennan acknowledged that there are several potential conflicts of interest with CPC members and particular projects that will need to be delineated. The applications were as follows: • Conservation Commission o Recreation o Seeking fence replacement on Hopkins Lane and Seacall Farm o Expenses total $18,922 o Liaison is Bob Wilkinson • Nauset Public Schools o Recreation/Open Space o Planning Project, containing the middle school, library,Eldredge Park, and bandstand o Expenses total $25,000 o Liaison is Meff Runyon • Orleans Conservation Trust o Open Space/Recreation o Project contains ADA renovations, signage, equipment, and a brochure o Expenses total $51,500 o Meff Runyon indicated a conflict of interest o Liaison is Bob Wilkinson • Nauset Together We Can o Open Space/Recreation o Includes business consultant, redesign and renovation of skateboard park o The business consultant in question is the same individual being engaged by NW Schoolhouse o Expenses total $23,640 o Liaison is Sue Christie • Orleans Historical Commission o Historical Preservation o Seeking a consultant to prepare the documents necessary to create a local historical district o Ron Petersen indicated that he might have a conflict of interest as a member of the Historical Commission. Ms. Enroth indicated that he's exempt from being the liaison for the project,but can still vote on it o Mr. Wilkinson recommended a resolution for Town Meeting for endorsement, as he's seen it defeated previously. Mr. Petersen commented that failure in the past might have been due to misinformation, as well as too large of a size of a district being proposed. Several members agreed and proposed that these issue be addressed upfront o Expenses total$9500 o Liaison is Ron Petersen • Orleans Historical Society o Historical Preservation o Seeking a fundraising consultant to explore the feasibility of raising $3 million o Expenses total$10,000 o Liaison is Gilbert Merritt • Orleans Historical Society o Historical Preservation o Seeking to move Yellow House on 6A,want to cover the costs of the move and of building a new foundation o Expenses total $105,000 o Liaison is Gilbert Merritt • Orleans Historical Society o Historical Preservation o The project is the restoration of the Meetinghouse and Hurd Chapel, including the improvement of the foundation and handicap accessibility o Expenses total $1,025,000 (Seeking $125,000 from CPC) o Liaison is Gilbert Merritt • Todd Thayer o Historical Preservation o This is a second proposal to move the Yellow House. This proposal is intended to be a holding action,to keep the building from destruction as it waits its final home with the OHS. The CPC raised questions about how sensible it would be to spend these resources on the Yellow House; Recommended studies and Committee input o Expenses total $50,000 o Liaison is Gilbert Merritt • Northwest Schoolhouse Inc o Historical Preservation o The project includes a series of requests that are in need of review, including a fire suppression system, legal fees, accountant fees, and business consulting o Requested to have interviews on the same evening at Nauset Together We Can, as both projects are using the same consultant o Expenses total $25,863 o Liaison is Sue Christie • Orleans Affordable Housing Committee o Affordable Housing o Housing Reserve o Expenses totaling $150,000 o Liaison is George Meservey • Homeless Prevention Council o Affordable Housing o Planning for creating one or two units o Expenses totaling$100,000 o Liaison is Julia Enroth • Stratford Capital Group, LLC o Affordable Housing o Development of the Governor Prence Residences o Mr. McClennen indicated he had a conflict of interest o Several member of the CPC expressed reservations about the project because of its for-profit status and location o Expenses total $200,000 o Liaison is Bill Mone Mr. McClennen proceeded to address the amount of CPA funding for the next fiscal year. The estimated surtax is -$762, 000 for FY2018,but this information is not yet verified. The estimated State share is not predictable,but a conservative estimate would be level with, or slightly lower than,the amount from last FY($187,619). After debt service ($488,475),just over $400,000 will remain, 10% of which must go to both Historic Preservation and Affordable Housing. Ms. Enroth conveyed her reluctance to use any unreserved funds this year, after last year's spending. After a few questions from the CPC, Mr. McClennen explained the debt service expenditures and why they exist. Mr. McClennen distributed some decision guidelines to the CPC,but recommended that the Committee not invest too much time in them,before eligibility is determined. Gilbert Merritt recommended that members reference the application guidelines that the Town gives to applicants,while evaluating the proposals. Liaisons were advised to contact their respective organizations and alert them of the potential interview dates (1/12, 1/19, 1/26). CPC members indicated their upcoming absences: • Bill Mone: away until 1/21 • Sue Christie: will miss 1/19 and 1/26 • Gilbert Merritt: may miss 1/26 • Julia Enroth: will miss 1/26 5. Project Monitoring • There were no major developments, so Project Monitoring was skipped for this meeting 6. Other Business • The CPC will receive eligibility information from Mike Ford at 1/5 meeting • Interviews will be scheduled at 1/5 meeting • The CPC will firm up its selected projects in February • Meff Runyon commented that he's concerned about the amount of funding that is being requested for consulting services 7.
