CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City, PRESENT: Councilmember— Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo, Community Development Director Forbes, Planning Manager Reimers, and Parks and Recreation Manager Lawson 3. INVOCATION Father Assi, St. Luke's Catholic Church located at 5605 Cloverly, provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 174 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS A. PET OF THE MONTH Gosia Jaszczur, San Gabriel Valley Humane Shelter volunteer, introduced the featured pet of the month "Luna Goodlove". Those interested in adopting Luna Goodlove can call the San Gabriel Valley Humane Society at (626) 286- 1159. B. TEMPLE CITY CHAMBER OF COMMERCE UPDATE Peter Choi, President/CEO of Chamber of Commerce, gave an update of Chamber activities. I C. SENIOR MASTER PLAN UPDATE City Council Minutes August 1, 2017 Page 2 of 7 Donna Georgino, Parks and Recreation Commissioner/Senior Master Plan I Advisory Committee Chair, provided an update on the Senior Master Plan. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jing Li, Temple City Library Manager, announced upcoming August library activities. 7. CONSENT CALENDAR Mayor Sternquist and Councilmember Fish recused themselves from voting on Consent Calendar Item 7D due to conflict of personal financial interest but remained on the dais. Councilmember Chavez made a motion to approve Consent Calendar Item 7D. Seconded by Mayor Pro Tem Man and carried by the following votes: AYES: Councilmember— Chavez, Yu, Man NOES: Councilmember— None RECUSED: Councilmember— Fish, Sternquist ABSENT: Councilmember— None Councilmember Chavez made a motion to approve the remaining Consent I Calendar Items. Action: Approved. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Regular Planning Commission Meeting of July 11, 2017. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the actions of the Regular Parks and Recreation Commission Meeting of July 19, 2017. Action: Received and filed. D. ACTIONS PERTAINING TO TENANT RELOCATIONS AND DEMOLITION DUE DILIGENCE AT 5922 AND 5934 PRIMROSE AVENUE The proposed actions will amend contractual services and budget reallocations for tenant relocations and environmental due diligence activities at City -owned properties (5922 and 5934 Primrose Ave.). Action: 1. Approved a contractual second amendment with Associated Right of Way Services for unanticipated tenant relocation activities and the potential handling of claims and appeals in the amount of $16,500. 2. Reallocated $36,405 to the FY 2017-18 city budget, Fund 01-910-42-4939 (Primrose Tenant Relocation Assistance), for pending tenant relocation claims. 3. Reallocated $53,250 in project cost savings from Fund 01-910-42-4939 (Primrose Tenant Relocation Assistance) to Fund 01-910-42-4231 (Professional Services) for the following: a. Per the above referenced contract amendment, on-call relocation assistance services in the amount of $16,500. b. Environmental due diligence reviews, estimated at $24,700, which are required prior to the demolition of City -owned properties at 5922 and 5934 Primrose Avenue. c. Rental fencing costs of $2,000, which will temporarily screen and secure the properties until June 30, 2018. d. Construction management services estimated at $11,850 to prepare a cost estimate and bid documents for property demolition. 4. Directed staff to return by October 2017 with a formal request to solicit demolition bids. IE. ADOPTION OF RESOLUTION NO. 17-5279 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2016-17 City Council Minutes August 1, 2017 Page 4 of 7 The City Council is requested to adopt Resolution No. 17-5279 authorizing ' the payment of bills for Fiscal Year 2016-17. Action: Adopted Resolution No. 17-5279. F. ADOPTION OF RESOLUTION NO. 17-5280 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5280 authorizing the payment of bills for Fiscal Year 2017-18. Action: Adopted Resolution No. 17-5280. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1025 AMENDING AND RESTATING ARTICLE T (SPECIAL USES) OF CHAPTER 1 (ZONING CODE) OF TITLE 9 OF THE TEMPLE CITY MUNICIPAL CODE PERTAINING TO THE REGULATION OF MARIJUANA USES AND ACTIVITIES The proposed ordinance will amend and restate Article T (Special Use) of Chapter 1 (Zoning Code) of Title 9 of the Temple City Municipal Code I pertaining to the regulation of Marijuana uses and activities. Associate Planner Gulick gave an overview of the proposed ordinance. City Council asked questions and made comments regarding the proposed regulations. Mayor Sternquist opened the public hearing. Steve Stafford and Franklin Ruedel, Temple City residents, made comments regarding marijuana regulations. Hearing no further request to speak, Mayor Sternquist closed the public hearing. Councilmember Yu made a motion to introduce for first reading by title only and waived further reading of Ordinance No. 17-1025, amending and restating Article T (Special Use) of Chapter 1 (Zoning Code) of Title 9 of the Temple City Municipal Code pertaining to the regulation of Marijuana uses and activities, and scheduled the second reading of Ordinance No. 17-1025 for August 15, 2017. UPDATE FROM CITY MANAGER City Manager Cook invited the public to the City's National Night Out event tomorrow night. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail informed City Council that his office is working on updating the memo regarding homeless and property owner rights. MAYOR STERNQUIST Mayor Sternquist commented on the San Gabriel Valley Mosquito and Vector Control's mosquito repellant giveaway. She also commented about the Foothill Transit's electric buses. E.
