Proposed Resolution 05-2022: A Resolution Encouraging Communication and Collaboration on Cross -Jurisdictional Issues in Spanish Valley, and Establishing a Spanish Valley Working Group to Facilitate Communication and Coordination Briefing and possible action WATCH ON YOUTUBE - search for: "GRAND COUNTY UTAH GOVERNMENT" Consistent with provisions of the Utah Open and Public Meetings Act, Utah Code Ann. § 54-2- 207(4), the Moab City Council Chair has issued written determinations supporting the decision to convene electronic meetings of the Council without a physical anchor location. Due to the health and safety risks related to the ongoing COVID-19 pandemic and considering public health orders limiting in -person gatherings, Moab City Council will continue to hold meetings by electronic means. The public is invited and encouraged to view the Council's electronic meetings by viewing the City's YouTube channel: https://www.youtube.com/MoabCityGovernment In compliance with the Americans with Disabilities Act, individuals needing special accommodations during this meeting should notify the Recorder's Office at 217 East Center Street, Moab, Utah 84532; or phone (435) 259-5121 at least three (3) working days prior to the meeting. GRAND COUNTY, UTAH COUNTY RESOLUTION NO. ______ (2022) CITY OF MOAB, UTAH CITY RESOLUTION NO. _____ 2022 SAN JUAN COUNTY, UTAH COUNTY RESOLUTION NO. 2022-_____ A RESOLUTION ENCOURAGING COMMUNICATION AND COLLABORATION ON CROSS-JURISDICTIONAL ISSUES IN SPANISH VALLEY, AND ESTABLISHING A SPANISH VALLEY WORKING GROUP TO FACILITATE COMMUNICATION AND COORDINATION WHEREAS, Spanish Valley, which stretches from the Arches National Park entrance in the north to Blue Hill in the south, is split into three separate political jurisdictions and governed by three separate governing bodies, namely the Grand County Commission, San Juan County Commission and Moab City Council; WHEREAS, Spanish Valley residents of the three jurisdictions share the same drinking water aquifer, night skies, air quality, traffic issues, noise issues, housing market, and job market; WHEREAS, decisions made in one jurisdiction can significantly affect the residents of the other jurisdictions in various ways; WHEREAS, better communication and coordination among the three jurisdictions would better protect the health, safety and public welfare of Spanish Valley residents; NOW, THEREFORE BE IT RESOLVED that the Grand County Commission, the San Juan County Commission and the Moab City Council do hereby declare their intent: 1. To communicate and, to the extent possible, collaborate and take into account the effects on the other jurisdictions when deliberating about issues that have cross-jurisdictional impacts. Specific issues which have cross- jurisdictional impacts in Spanish Valley include, but are not limited to: drinking water aquifer, dark night skies, noise, large events, tourism and tourist developments, air quality, and equitable distribution of financial burdens to local governments. 2. That this arrangement shall have no effect on decision-making authority within the three jurisdictions and is non-binding, but shall encourage information sharing and cross-jurisdictional impact considerations prior to decision making. 3. To establish a Spanish Valley Working Group (Working Group) to assist in information sharing among the separate governing bodies: a. Membership will be composed of three representatives from each jurisdiction (staff or Spanish Valley residents); b. The Working Group will set out how and when the Working Group will meet and share information; c. The Working Group will identify areas in the three jurisdictions where ordinances and regulations conflict and flag these for the attention of the three governing bodies; and d. The Working Group will monitor and review emerging issues and make recommendations to the three jurisdictions.
