Forbes , Community Development Director By : Ashley Avery, Management Analyst SUBJECT: CURB ADDRESS PAINTING PROGRAM RECOMMENDATION: The City Council is requested to direct staff to implement a curb address pa inting program with the nonprofit organization Canning Hunger. BACKGROUND: 1. On February 21 , 2017 , the City Council directed staff to solicit interest from nonprofit organizations to repaint curb addresses as a public serv ic e or fundra ise r, as an alternative to City maintenanc e of addresses . 2 . On May 26 , 2017, staff sent a Request for Qualifications (RFQ) to the two local organizations that confirmed interest in providing curb addressing services to Temple City: Canning Hunger and Care for the Children . Responses to the RFQ were received from both organizations . ANALYSIS: Canning Hunger was founded i n 1992 in Brea , California with the goal of restor ing people to nutritional health and ending conditions caused by hunger. Canning Hunger is now a national nonprofit organization operating in all 50 states . Curb address pa inting is used as a fundraiser to defer the costs of the serv ices that Canning Hunger provides . They have painted over two million addresses and , with the support of local c ities and generous donations from Southern California residents , have been able to cover all program costs and provide over 50 million free meals to families in local communities . City Council September 5, 2017 Page 2 of 3 Care for the Children was founded in 2005 with the mission to prov ide food , clothing , and shelter to less fortunate families across the United States and numerous other countries . Curb address painting is the sole means of fund raising for the serv ices they provide . They will also donate a portion of these proceeds to a local charity w ithin the city where donations were collected . Canning Hunger and Care for the Children both have extensive experience with curb painting . Both have generally positive references from other cities and are capable of obtaining the required documentation , insurance, and licensing . Staff cons ide red selecting both organizations and splitting the city equally between them. However Canning Hunger, based on previous experiences , advised against this stating that it is unnecessary for a city the size of Temple City and also that it could lead to public confusion and logistical issues resolving complaints or correct ions . While cities ' experiences with both organizations have been generally positive , Canning Hunger seems to provide better quality contro l over its work and addresses resident complaints more quickly and effectively . As such , staff is recommending that Cann ing Hunger be given the opportunity to paint curb addresses. Canning Hunger will be requ ired to obtain an encroachment permit and solicitor's permit, and provide all insurance as required for other permit holders. Canning Hunger will also be required to comply with the following : • All existing curb numbers must be painted ; • All painti ng must be completed before donations are sol ic ited ; • Pa i nted numbers must conform to specifications provided by the City ; • Residents must be notified of the curb painting by hand delivered written notice at least three days prior to painting ; • The notice must clearly state that donations are voluntary and provide a suggested donation amount; • The notice must provide contact information to report complaints and errors ; • The notice must be reviewed and approved by staff before distribution ; • All representatives of the organization including those pa inting and so li cit ing donations must wear a photo identification badge ; • All complaints must be responded to within 24 hours and all errors must be corrected within seven days ; and • Pa inting work and solicitation of donations may only occur during days and hours approved by the City . Prior to residents being notified or any work commencing , the C ity will pub li ciz e the address painting program through its various outreach methods so that res idents and businesses are educated about the program and are assured that it is leg itimate . ,.--------------------------------------- City Council September 5 , 2017 Page 3 of 3 CITY STRATEGIC GOALS: Maintaining painted curb addresses is consistent with the City Strategic Goals of Good Governance, Public Health and Safety, and Quality of Life. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2017-18 City Budget. Curb address painting will be provided at no cost to the City of Temple City in exchange for allowing the organization to request donations from residents. ATTACHMENT: A. T hi s is also helpful for visitors and deliveries. It is esp eciall y true at night w h en most addresses placed on homes can be difficult to locate or read . Canning Hunger will provide all printed literature, materials , insurance, and a profes sional crew to repaint every residential curb add ress. First a printed, City approved notice, (sampLe included), is delivered to every residence. After three to fow· days, in case any residents have ques ti ons, a new address is then painted on the curb. Once each address has been checked for quality and accuracy, a Canni ng Hunger representative will personall y visit and offer a tax-deductible receipt to those who wish to make a voluntary donation . All donations will help feed hungry kids and their fami li es, and will also provide support and job training for men and women in transitional liv ing facilitie s. Avery Re : splitting the city A shley, In the past, I have agreed to work in a city at the same time as another organization. It is my experience that having more than one group painting curbs at a time has the potential of causing problems for the groups, the city, and the residents. Any calls that come to the city have to be identified by the group and the area, and then reported to that group to be addresse d.
