SUBJECT: PUBLIC PARKING LOT AT 5800 TEMPLE CITY BOULEVARD
RECOMMENDATION:
The City Council is requested to :
1. Provide input and direction on a proposed decorative element and parking wayfinding
signs ; and
2. Consider directing staff to solicit proposals for an update to the City's downtown
parking strategy w ith the short-term interim parking use of 5800 Temple City Blvd lot
as all-day parking with regular Citywide overnight restrictions , along with conducting
targeted outreach to businesses near and around the parking lot informing about
availability of lot for employees and patrons .
BACKGROUND:
1. This past April, construction began on a new public parking lot at 5800 Temple City
Boulevard Aside from its mid-century fa9ade and downtown gateway orientation,
the lot will soon avail 27 additional public parking stalls .
2 . On June 6 , 2017 , the City Manager provided Council with a general project update.
3. In June 20 17 , staff explored some recommendations for enhanced project
elements , specifically to the lot's branding and signage program.
4. On August 11, 2017 , staff presented enhanced project elements to the Facilities ,
Publ ic Works and Infrastructure Standing Committee (Committee). The Committee
provided suggestions and recommended that the concepts be provided for Council
review. The Comm ittee also inquired about the parking strategy and recommended
returnin~ the parking strategy and study concept to the City Council.

ANALYSIS:
From the Standing Committee meeting on August 11 , 2017 , staff is presenti ng for
Council review and direction on the fo ll owing items all of whi c h w ill be d isc ussed in
some detail : 1) Decorative Element, 2) Parking Wayfinding Signs and 3) Update to
Parking Strategy w ith inte rim use of new parking lot.
Decorative Element
As part of the p roject's construction progress meetings , staff reviewed the specified
directory sign a long th e parking lot's northern pedestrian path at Temple City Boulevard
Th e sign while we ll -intended poses some imp lementation issues :
• Continuity . To be effective , a d irectory sign is part of a la rger program that
continually navigates a pedestrian to their destination. Install i ng a directory sign at
this point of time would be prematu re .
• Content. Directory s igns often conta in information and pedestrian routes to nearby
destinations . Thi s ha s not yet bee n defined in broader effort or program.
In lieu of the directory sign , staff exp lored options for a large decorative element that
wo uld : 1) create add iti onal visual interest at the site , whi le ; 2) providing a unique graphic
that could be rep li cated into the City's future downtown branding efforts . Us ing the
adop ted City logo , design explorations manipulated the boxed came ll ia motif into a
modern graphic e leme nt. The severa l concepts that were exp lored are provided as a
reference in Attachm e nt "C".
Attachment "A " which was discussed as the option to consider, proposes a patterned
and th ree-dimensiona l layering of alum i num panels. Its execution would result i n one
aluminum backgro und panel with an overlaid , laser-cut patterned sheet on ea c h side .
The patterned shee ts are to be finished in a contrasting-but subtle-steel colo r to
complement the alum in um background panel.
The design product wou ld also reinforce the parking lot's mid-century aesthetic , and t ie-
in with the silver and grey hues of its prominent fixtures (e .g ., light poles , benches and
monument lettering).
Parking Wayfinding Signs
The downtown does not have a un ifo rm and cohesive public park ing signage system .
Attachment "D" shows current signage .
With the new parking lot underway, this provid e d an opportunity to deve lop concepts for
what could be used as a public parking signage system . A number of des igns were
deve loped , a l l which incorporate elements of the City logo to reinfo rce community

branding and are provided as a reference in Attachmen t "E".
Attachment "B", was th e concept discussed for consideration as the navigational and
a rri va l signage . Among its des ign e le ments: the universal "P" parking symbol ; bold and
con trasting black e lements ; and an artful motif of the City logo . The signs w i ll be of
sta ndard shapes and sizes , allowing for easy fabrication at a lower cost.
The sign conce pt has been presented to the Facil ities , Public Works a nd Infrastructure
Standing Committee . Their input suggested a few changes to the proposed navigational
sign , i.e . larg er directional arrows and an i nte rm ediate sign size . Co un cil 's rev iew and
input is requested of th e proposed des ign before proceeding with any final changes .
The City Engineer will confirm sig n qu a ntiti es and locations .
Once the installation of the sig nage is complete , the C it y wi ll have a g rand opening
ceremony.
Parking Strategy Update
In 2012 , Council adopted the Comprehensive Downtown Parking Stra tegic Plan
(co mm only known as th e downtown parking strategy).
Market conditions over the past five years have sh ifted some co mm ercia l spa ce
demand from retai l to restaura nt uses . Th is has change d th e type of d emand for public
parking , as restaurants require mo re employees and attract a high vo lume of
customers-particularly during peak lu nch and d inner hours . Downtown public parking
is often at c a pacity in certain areas , and an update to the park ing strategy w ill help
provid e opti ons in faci litating th e manageme nt of pub lic park ing.
Staff is req uesti ng authorization t o so licit bids for an update to the Ci ty's d owntown
parking strategy , i n o rd er to develop a compre hensi ve action plan for public parking i n
the Downtown , this will include 5800 T emple City Blvd , the recently vacated Pr imrose
Properties and a l l ot her pub l ic parking in the downtown .
This w ill provide :
• Comprehe nsive assessme nt of the area 's current and future publ ic park i ng
needs ;
• Stra tegies to improve management of publi c parking supply ;
• Potential funding strateg ies for any pote nti al in crease in public parking a nd
current maintenan ce ; and
• An achievable imp lemen tation plan with bot h immediate and long term action
items .
Th e find i ngs from the update w i ll be presented to Cou nci l at the second meeti ng in
January , 20 18 , the propo sed short-te rm interim parki ng us e at the 5800 Temple City
Blvd Lot wo u ld be a ll -day park ing , with normal overnight restrictions. Th e C ity w ill be

act ively outreachi ng to businesses about th e new parking opportunity to encourage use
by both th eir employees and patrons . Thi s wil l include site visits to th e businesses
a lo ng Las T unas Drive and T emp le C ity Bo ul eva rd .
Staff is propos in g the follo w in g scope for th e parki ng strategy update:
• Ass ess c urre nt parking demand for exis tin g pub lic parking lots and on-street spaces.
D et erm in e the extent to w hi ch parking o n res identia l streets is being used to meet
non -residential demand ;
• Conduct a market stud y to es timate future-parking demand based on future
development and th e conti nu ed co nversion of existing vacant space and reta i l space
to high-demand parki ng uses-lik e resta urants. (Th is exercise should also
acknowledge th e po ss ibl e impacts th at services like Lyft and Uber might have on
future parking needs.);
• Id en tify the need for additional parking s upply , i nclud ing the es timated number of
spaces and locations . In cluding analysis of C it y-ow ned parking lots and p roperties ;
• Anal yze th e current mi x of time res tri cti ons within al l City pub l ic lots and ma ke
recomme nd ations for cha nges , if appropriate ;
• Provide reco mm e nd ations and ana ly sis concerning lo ng-term employee park ing at
a ll Ci ty public lots-including 5800 T emple City Boulevard-for lo ng-term parking
a nd if recommended, recommendat ions on a ma nag ement program ;
• Determine th e effe ctiv eness of a park ing in -lieu fee pro gram to fund t he construct ion
and maintenance of public parkin g ;
• Revi ew curre nt enforcement strateg ies and provide necessary recommendations ;
and
• Prov id e a realisti c im p lementati o n pl an th at identifies a cri t ica l improvement list.
With Cou nc il 's direction on th ese three items, it wil l facili ta te the advancement of
improv ing publ ic parking in th e City's downtown .

Acti ons conta i ned in thi s report wi ll furth er promote the C ity 's Strateg ic Goals of
Good Governance , Economic Development a nd Sustain a b le Infrast ruc ture .

FISCAL IMPACT:
There is no fisca l imp act for rema1 n1n g capital cos ts for construct ion . Fund i ng for
fabr ication of the parking lot 's decorative element and associated signage is ava i lable in
Cap it a l Improveme nt Project P17-05 (5800 Templ e City Bou levard). Grap h ic services for
final s ign desig ns-estim ated at $500-can be absorbed in City Manager's operat ing
budget.
An appropriation fro m th e Genera l Fund Reserve (u nassign ed fund balance ) will be
requested for the parking strategy update . Costs are unknown at this time , but may be
esti mated at $40 ,000 to $50 ,000 .
