TRANSIT PERFORMANCE MEASUREMENT AND STANDARDS Overview This item is for the Committee to receive an oral report on the issues regarding transit performance measurement and standards. 8. COORDINATED PLAN Overview This item is for the Committee to receive an update on the Public Transit ­ Human Services Transportation Coordination Plan for Riverside County. 7. CALL TO ORDER Vice Chair called the Citizens Advisory Committee/Social Services Transportation Advisory Council to order at 1:35 P.M. at the Banning Senior Center, 769 N. San Gorgonio Avenue l Banning, California 92220. 2. FISCAL YEAR 2011/12 -2013/14 SHORT RANGE TRANSIT PLANS Fina Clemente, RCTC, provided background information regarding the Short Range Transit Plans that cover the three apportionment areas of the county and are comprised of plans for the cities of Banning, Beaumontl Coronal Riverside, " the Palo Verde Valley Transit Agency, the Riverside Transit AgencYI SunLine Transit AgencYI and the Commission's Regional Commuter Rail Program. M/S/C (Venerable/Penilla) to recommend approval FY 2011/12­ 2013/14 Short Range Transit Plans in concept to the Commission. 7. " " AGENDA ITEM 8 " " I • I STAFF RECOMMENDA TlON: This item is for the Citizens Advisory Committee/Social Services Transportation Advisory Council to receive an update on the Coordinated Plan. BACKGROUND INFORMA TlON: • With the passage of the Safe, Accountable, Flexible, Efficient Transportation Equity Act A Legacy for Users (SAFETEA-LU), the following two funding sources for transit service have been available and utilized by Riverside County operators: 1) Jobs Access Reverse Commute (JARC) (Section 5316) program provides funding for the development and maintenance of job access projects to transport welfare recipients and eligible low-income individuals to and from work during non-peak hours as well as supply reverse commute options for workers in suburban areas; and 2) New Freedom (Section 5317) program provides funding for new public transportation services and alternatives for people with disabilities beyond what is required by the Americans with Disabilities Act (ADA). In addition, the formula FTA S,ection 5310 Elderly and Disabled Specialized Transit capital-only program is dedicated to specialized transit to serve the elderly and persons with disabilities, where public transit is otherwise unavailable, insufficient, or inappropriate. Funds for this program are used for accessible vans and buses, computer hardware and software, and communication equipment. In accordance with the provisions of SAFETEA-LU, recipients under these programs must comply with all federal coordinated planning requirements to be eligible for funds. The reauthorization stipulates that projects selected for funding under these programs RIVERSIDE COUNTY TRA NSPOR TA TION COMMISSION DATE: October 6,2011 TO: Citizens Advisory Committee/Social Services Transportation Advisory Council FROM: Martha Durbin, Staff Analyst Josefina Clemente, Transit Program Manager THROUGH: Robert Yates, Multimodal Services Director SUBJECT: Public Transit -Human Services Transportation Coordination Plan for Riverside County (Coordinated Plan) Update • must be derived from a locally developed Coordinated Plan. Moreover, the Coordinated Plan must be prepared through a process that includes representatives of public, private, nonprofit transportation and human service providers. The Coordinated Plan must include the following elements: •• An assessment of avaifable services that identifies current transportation providers (public, private, and nonprofit); • An assessment of transportation needs for individuals with disabilities, older adults, and persons of low income. This assessment can be based on the experiences and perceptions of the planning partners or on more sophisticated data collection efforts; • Strategies, activities, and/or projects to address the identified gaps between current services and needs as well as opportunities to improve efficiencies in service delivery; and • Priorities for implementation based on resources, time, and feasibility for implementing specific strategies and/or activities. DISCUSSION: On April 9, 2008, the Commission approved and adopted the Coordinated Plan. Planning for coordinated human services transportation in the year 2011 is notably different from the 2008 planning process when the Coordinated Plan was originally developed. The economic struggles in California and across the United States have left a mark on all transportation agencies, no matter their level of financial stability. Nowhere has this impact been felt more than in the realm of human services transportation . The United States Department of Transportation's proposed planning rules indicate that coordinated plans should be updated every 4 years to maintain consistency with other • transportation planning requirements. The 2011 update is aimed at revisiting the goals, objectives and initiatives identified in the original plan. Coordinated Plan goals are as follows: 1) Establish leadership and infrastructure to promote coordination within and between public transit agencies and human service organizations; 2) Build capacity to meet the demand for specialized transportation needs of a growing population; 3) Promote information portals to enable many points of access to transportation information responsive to varying client/consumer needs; and 4) Promote coordination policy at regional, state, and federal levels. These goals are designed to guide public transit and human service organizations in the creation of a coordinated framework to deploy initiatives that address the transportation needs of seniors, persons with disabilities, and persons of low income. • " The next steps for the Coordinated Plan Update process are: " December 2011 -Complete update of the database of transportation agencies in Riverside County " January 2012 -Conduct public scoping sessions in Coachella, Blythe, Western Riverside and Banning/Beaumont areas " March 2012 -Incorporate public input into Coordinated Plan and create draft update " April 2012 -Finalize Coordinated Plan Update " August 2012 -Begin preparation for FY 2013 Universal Call for Projects " November 2012 Open FY 2013 Universal Call " April2013 Announcement of FY 2013 Universal Call Grant Recipients " July 2013 -Start FY 2013 Call service " "
