REGULAR MEETING MINUTES
AUGUST 15, 2017
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:35 p.m. in
the Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember— Chavez, Fish, Yu, Man, Sternquist
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo,
Community Development Director Forbes, and Parks and
Recreation Director Burroughs
3. INVOCATION
Jerry Jambazian, owner of Wonder Cleaners and Draperies, provided the
invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop 161 provided a flag ceremony and led those present in the Pledge
of Allegiance.
5. CEREMONIAL MATTERS — PRESENTATIONS
A. UPDATE OF NEW PUBLIC SAFETY STATEWIDE INITIATIVE
Oliver Chi, City Manager of City of Monrovia, provided an update on the new
public safety statewide initiatives (i.e., Assembly Bill 109, Proposition 47 and
Proposition 57).
B. INTRODUCTION OF 2017-18 YOUTH COMMITTEE MEMBERS
Youth Committee members introduced themselves to City Council.
Mayor Sternquist and City Council presented the Youth Committee members
' with a Certificate of Appointment.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA '
Members of the public made comments regarding the homeless in the City and
the August Neighborhood Watch meeting.
7. CONSENT CALENDAR
Councilmember Fish made a motion to approve the Consent Calendar Items.
Seconded by Mayor Pro Tem Man and carried by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of Special City Council Meeting of August 1, 2017; and
2. Minutes of Regular City Council Meeting of August 1, 2017.

B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Planning Commission Meeting of July 25, 2017.
Action: Received and filed.
C. ADOPTION OF RESOLUTION NO. 17-5278 AMENDING CITY COUNCIL
AND COMMISSIONER PROTOCOLS
It is necessary to amend the City Council and Commissioner Protocols to
reflect the changes to the City's Charter relating to campaign contributions.
Action: Adopted Resolution No. 17-5278 amending
City Council Protocols, Section 5.2.10
"Campaign Contributions", to reflect the
changes to the City's Charter placing limits on
Councilmembers' and candidates' ability to
accept gifts and campaign contributions from
developers and City contractors. '

1 (ZONING CODE) OF TITLE 9 OF THE TEMPLE CITY MUNICIPAL CODE
PERTAINING TO THE REGULATION OF MARIJUANA USES AND
ACTIVITIES
The proposed ordinance will amend and restate Article T (Special Use) of
Chapter 1 (Zoning Code) of Title 9 of the Temple City Municipal Code
pertaining to the regulation of Marijuana uses and activities.

F. ADOPTION OF RESOLUTION NO. 17-5281 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2016-17
The City Council is requested to adopt Resolution No. 17-5281 authorizing the
payment of bills.
Action: Adopted Resolution No. 17-5281.
G. ADOPTION OF RESOLUTION NO. 17-5282 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 17-5282 authorizing the
payment of bills.

A. DESIGNATION OF VOTING DELEGATE AND ALTERNATE FOR THE
LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE TO BE HELD
SEPTEMBER 13-15,2017
City Council is requested to designate a Voting Delegate for the purpose of

exercising the City's vote at the League of California Cities Annual Conference '
and an Alternate Voting Delegate in the event the Voting Delegate is unable to
serve in that capacity.
City Clerk Kuo spoke briefly regarding the need for City Council to designate a
Voting Delegate and Alternate Voting Delegate designation to represent the
City at the League's Annual Conference.
Mayor Sternquist opened public comments. Hearing no request to speak,
Mayor Sternquist closed public comments.
Councilmember Fish made a motion to designate Councilmember Yu as the
Voting Delegate and Councilmember Chavez as the Alternate Voting
Delegate for the purpose of exercising the City's vote at the League of
California Cities Annual Conference. Seconded by Councilmember Yu and
carried by the following votes:
AYES: Councilmember—Chavez, Fish, Yu, Man, Sternquist
NOES: Councilmember — None
ABSTAIN: Councilmember — None
ABSENT: Councilmember — None
B. DIRECTION ON CITY POLICIES PERTAINING TO TREE AND SIDEWALK '
City Council previously requested that staff bring forward a discussion
regarding city policies related to installation of sidewalks and street trees, and
the conflict that can rise between the competing policies.
Community Development Director Forbes gave an overview of the current
sidewalk and street trees policy.
City Council discussed and asked questions regarding trees and sidewalks.
Mayor Sternquist opened public comment.
Members of the public asked questions and commented about fees and trees
and sidewalks policies.
Hearing no further request to speak, Mayor Sternquist closed public
comment.
Councilmember Yu moved to accept staffs recommendation regarding policy
pertaining to trees and sidewalks as presented in the staff report and directed
staff to look into an impact fee program for sidewalks. Seconded by
Councilmember Fish and carried by the following votes: ,

regarding properties belonging to the homeless.

to discuss possibly reducing or eliminating the second public comment section
on the meeting agenda.

Commented regarding the changes to City Hall lobby.

Requested an item to be added to the next meeting agenda for City Council to
discuss the "Take Back Our Community' initiative.

and the public parking lot on 5800 Temple City Boulevard.

The City Council Regular Meeting adjourned in memory of U.S. Marine Ruben
Velasco, nephew of EI Monte City Councilmember Jerry Velasco, at 9:50 p.m.
