ADDITIONS/REVISIONS (The Committee may add an item to the Agenda after making a finding that there is a need to take immediate action on the item and that the item came to the attention of the Committee subsequent to the posting of the agenda. An action adding an item to the agenda requires 213 vote of the Committee. If there are less than 213 of the Committee members present, adding an item to the agenda requires a unanimous vote. Citizens Advisory Committee/ Social Services Transportation Advisory Council November 1, 2012 Page 2 6. 2013 UNIVERSAL CALL FOR PROJECTS Overview This item is for the Committee to receive an oral report on the Lessons Learned from the 2011 Specialized Transit Call for Projects and the upcoming 2013 Universal Call for Projects. 7. COMMITTEE MEMBER COMMENTS AND INFORMATION Overview This item provides the opportunity for the Committee Members and staff to report on attended and upcoming meetings/conferences and issues related to Committee activities. 8. CALL TO ORDER Chair Peter Benavidez called the Citizens Advisory Committee/Social Services Transportation Advisory Council to order at 1:35 P.M. at the Riverside County Transportation Commission Offices, 4080 Lemon Street, 3rd Floor, Conference Room A, Riverside, California 92501. 2. ROLL CALL Members Present Peter Benavidez Jim Collins Joe Forgiarini Kathy Thomas for Lorelle Moe-Luna Fortunato Penilla Mary Venerable 3. PUBLIC COMMENTS There were no public comments. 4. APPROVAL OF MINUTES The minutes were approved as submitted. 5. ADDITIONS/REVISIONS Members Absent Michelle Anglin Andrea Puga Sherry Thibodeaux There were no additions/revisions to the agenda. 6. COORDINATED PLAN UPDATE Heather Menninger, AMMA, presented the 2012 Update to the Public Transit- Human Services Transportation Coordination Plan for Riverside County. The plan is updated every four years. It identifies and prioritizes transportation needs of persons with disabilities, older adults, and low-income individuals. The plan also Citizens Advisory Committee/ Social Services Transportation Advisory Council May 10, 2012 Page 2 enables projects developed from the plan to be considered for funding. The Coordinated Plan also notes the changes in demographics. In the last ten years, it was noted that population grew by almost 40% and Riverside is the fastest growing county in the state. There was substantial growth among three target groups as well -among low income, seniors, persons with disability, and the oldest-old, 85+ years, which changed in how disability is reported in the Census. The three goals of the Coordinated Plan are 1) maintaining and building capacity to meet individualized needs, 2) promoting transportation access and information portals, and 3) coordination leadership. Robert Yates added that the draft final update will be taken to the July Commission for adoption which will include all public input. Adoption of this document authorizes staff to proceed with the next Universal Call for Projects. 7. FISCAL YEARS 2012/13-2014/15 SHORT RANGE TRANSIT PLANS Fina Clemente, RCTC, provided background information regarding the Short Range Transit Plans (SRTP) that cover the three apportionment areas of the county. The county's SRTP comprised of plans for the cities of Banning, Beaumont, Corona, Riverside, Palo Verde Valley Transit Agency, Riverside Transit Agency, Sunline Transit Agency, and the Commission's Regional Commuter Rail Program. Presentations were made by each transit operator. M/S/C (Venerable/Penilla) recommended approval of the FY 2012/13-2014/15 Short Range Transit Plans in concept to the Commission. 8. ADJOURNMENT There being no further business for consideration by the Citizens Advisory Committee/Social Services Transportation Advisory Council, the meeting adjourned at 3:57 P.M.
