adding an item to the agenda requires 2/3 vote of the Committee. If there are less than
2/3 of the Committee members present, adding an item to the agenda requires a

6. PUBLIC TRANSIT 101 FOR RIVERSIDE COUNTY
Overview
This item is for the Committee to receive a presentation on the RCTC's role in Riverside
County and an overview of existing public transportation, as requested by Committee
members at the September 2014 meeting.

7. PRESENTATION OF RIVERSIDE COUNTY RAIL SERVICES
Overview
This item is for the Committee to receive a presentation on the new Metrolink extension
to the city of Perris, known as the Perris Valley Line, and the planning feasibility for an
intercity rail connection between the Coachella Valley and the Los Angeles Union
Station, known as the Coachella Valley -San Gorgonio Pass Rail Corridor Study.
8. FISCAL YEAR 2015/16 CAC MEETINGS AND OPPORTUNITIES FOR CAC MEMBER INPUT
Overview
This item is for the Committee to receive a presentation on the scheduled FY 2015/16
CAC meetings and anticipated regional transportation planning activities for CAC
members to provide input.
9. COMMITTEE MEMBER COMMENTS AND INFORMATION
Overview
This item provides the opportunity for the Committee Members and staff to report on
attended and upcoming meetings/conferences and issues related to Committee
activities.
10. ADJOURNMENT
The next Citizens Advisory Committee/Social Services Transportation Advisory Council
meeting is scheduled to be held at 11:30 a.m. Thursday, January 28, 2016, Third Floor,

1. CALL TO ORDER
John Standiford, Deputy Executive Director, called the Citizens Advisory
Committee/Social Services Transportation Advisory Council to order at
11:35 a.m. at the Riverside County Transportation Commission Office,
4080 Lemon Street, 3rd Floor, Conference Room A, Riverside, California 92501.

The minutes for the May 9, 2013 meeting were approved as submitted.

6. CAC/SSTAC ORIENTATION
John Standiford provided an overview of the CAC/SSTAC roles and
responsibilities. Members introduced themselves and their interest in the
committee. CAC/SSTAC orientation notebooks were distributed to the members.
7. PRESENTATION OF VETLINK'S NEW ONE -CLICK TRANSPORTATION'
RESOURCE
Miguel Duran, VetLink Specialist for Connect/VetLink 211, provided an update on
Vetlink's new one -click transportation resource. The online, one -click program
allows veterans and their families to find specialized transportation options to
various VA and military base destinations in Riverside and San Bernardino
counties. The service is in partnership with United Way 211 and IE511 and is
expected to launch in November of 2014.
8, THE FISCAL YEAR 2012/13 RIVERSIDE COUNTY PUBLIC
TRANSPORTATION ANNUAL COUNTYWIDE PERFORMANCE REPORT
Members were provided with the 2012/13 Riverside County Public Transportation
Annual Countywide Performance Report. Heather Menninger, Principal at AMMA
Transit Planning, reviewed the farebox recovery section of the report and its
importance to transit operators when determining fares, availability of services,
and operating costs.
Members were encouraged to review the report and utilize it as a reference for
future funding recommendations.
9. CAC/SSTAC BYLAWS
John Standiford gave an overview of the CAC/SSTAC Bylaws and asked the
members to review the bylaws and be prepared to appoint a Chair and Vice Chair
at the next meeting.
10. COMMITTEE MEMBER COMMENTS AND INFORMATION
CAC Member Mary Venerable recommended the CAC/SSTAC agenda be sent via
USPS as opposed to overnight delivery as a cost savings measure.

Sheldon Peterson, Rail Manager, gave a brief overview of the Commission's rail
projects, specifically the Perris Valley Line extension, to be presented in more
detail at the next meeting. He shared information on the new weekend trains to
Los Angeles and informed members Martha Durbin, Staff Analyst, will be
distributing a map of the Metrolink system and complimentary train tickets.
Mr. Peterson encouraged members to ride the train and share their experiences
at the next meeting.
John Standiford informed members of the upcoming Transit Needs Public
Hearing being held at SunLine Transit Agency on October 2 at 1:30 p.m. and
invited all members to attend and participate on the board.
CAC Member Venerable, Linda Samulski, Joe Forgiarini, Jack Marty, and Michael
Williams volunteered to be on the hearing board.
Heather Menninger informed the committee that the Federal Transit
Administration Section 5310 program is offering a unique funding opportunity for
vehicle operating and capital funds.
Fina Clemente, Transit Manager, also stated that other new MAP 21 program
funding will be available. A call for projects utilizing Measure A funds will be
announced in November.
CAC Member Forgiarini announced copies of the RTA 10-Year Transit Network
Plan are available for members and the public to review and provide comments
on proposed changes.
11. ADJOURNMENT
There being no further business for consideration by the Citizens Advisory
Committee/Social Services Transportation Advisory Council, the meeting
adjourned at 1:23 p.m.
