REGULAR MEETING MINUTES
SEPTEMBER 5, 2017
CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:35 p.m. in the Council
Chambers located at 5938 Kauffman Avenue, Temple City.

ALSO PRESENT City Manager Cook, City Attorney Vail, City Clerk Kuo, Community
Development Director Forbes, and Parks and Recreation Director

3. INVOCATION
Pastor Kevin Camato, Seventh-Day Adventist Church, provided the invocation.
4. PLEDGE OF ALLEGIANCE
Girl Scout Troop 5141 provided a flag ceremony and led those present in the Pledge of Allegiance.
5. CEREMONIAL MATTERS — PRESENTATIONS
A. PET OF THE MONTH
Doreen Hudson, San Gabriel Valley Humane Shelter volunteer, introduced the featured pet of
the month "Scooter". Those interested in adopting Scooter can call the San Gabriel Valley
Humane Society at (626) 286-1159.

Mayor Pro Tem Man made a motion to approve the Consent Calendar Items. Seconded by
Councilmember Yu and carried by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:

B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS

The City Council is requested to receive and file:
1. Actions of the Regular Transportation and Public Safety Commission Meeting of June
14, 2017;
2. Actions of the Regular Transportation and Public Safety Commission Meeting of July
12, 2017; and
3. Actions of the Regular Transportation and Public Safety Commission Meeting of
August 9, 2017.
Action: Received and filed.
C. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Parks and Recreation
Commission Meeting of August 16, 2017.
Action: Received and filed.
D. FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT #17-016 WITH
GONZALEZ GOODALE ARCHITECTS
The requested contractual amendment will allow Gonzalez Goodale Architects to provide
services on an on-call basis.
Action: '
1. Approved a $25,000 contractual first amendment with Gonzalez Goodale Architects for
additional on-call architectural and urban design services; and
2. Designated said amount from General Fund Reserve (unassigned fund balance) to Fund
01-910-42-4231: Professional Services.
E. ACCEPTANCE OF FISCAL YEAR 2016-17 PAVEMENT REHABILITATION PROJECT (CIP
NO. P13-02)
In September 2016, City Council awarded a contract to Pavement Coatings Co. for the
resurfacing of 2.35 million square feet of street pavement. Work started in November 2016 and
was completed on schedule.
Action: Accepted the Fiscal Year 2016-17 Pavement
Rehabilitation Project (CIP No. P13-02) as completed by
Pavement Coatings Co.
F. PETTY CASH REPORTS
The City Council is requested to receive and file the Petty Cash Reports.
Action: Received and filed.
G. ADOPTION OF RESOLUTION NO. 17-5284 APPROVING PAYMENT OF BILLS FOR FISCAL '
YEAR 2016-17
The City Council is requested to adopt Resolution No. 17-5284 authorizing the payment of bills.

H. ADOPTION OF RESOLUTION NO. 17-5285 APPROVING PAYMENT OF BILLS FOR FISCAL
YEAR 2017-18
The City Council is requested to adopt Resolution No. 17-5285 authorizing the payment of bills.
Action: Adopted Resolution No. 17-5285.

9. UNFINISHED BUSINESS
A. CURB ADDRESS PAINTING PROGRAM
The City Council directed staff to issue a Request for Qualifications to nonprofit organizations
interested in painting curb address numbers as fundraiser or community service. Two
responses were received from Canning Hunger and Care for the Children.
Community Development Director Forbes gave a brief summary of the staff report
City Council discussed and asked questions regarding the curb painting and donation
solicitation process.
Mayor Sternquist opened public comment.
Steve Stafford, Jerry Jambazian, and Jim Clift, members of the public, asked questions and
commented about the curb address painting project and the Canning Hunger organization.
Hearing no further request to speak, Mayor Sternquist closed public comment.
Councilmember Chavez made a motion for staff to implement a curb address painting program
with nonprofit organization Canning Hunger, taking into consideration the conditions as stated
by Council (i.e., Solicit fee donation only between the hours of 7 a.m. to 7 p.m., Monday
through Saturday). Seconded by Councilmember Fish and carried by the following votes:
AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist

City Council also directed staff to inform the community about the curb address painting
program through the City's website and social media.
B. PUBLIC PARKING LOT AT 5800 TEMPLE CITY BOULEVARD
Staff is presenting for Council's review and direction on decorative element, parking wayfinding
signs and parking study with interim use for the new parking lot.
City Manager Cook gave a summary of the staff report.
' City Council made comments and asked questions regarding the decorative element for the
new parking lot and concluded that no decorative element was necessary at the proposed
location. City Council will wait to receive more information regarding directory signs from staff.
City Council spoke in favor of wayfinding sign design 3C and 4, and directed staff to print

mockups of the wayfinding signs for Council's consideration at an upcoming meeting. City
Council also directed staff to bring back photos showing where the mockup wayfinding signs ,
would be installed on and near the new parking lot.
Mayor Sternquist opened public comment.

Councilmember Fish made a motion to authorize staff to solicit proposals for an update to the
City's downtown parking strategy with the short-term interim parking use of 5800 Temple City Blvd
lot as all -day parking with regular Citywide overnight restrictions, along with conducting targeted
outreach to businesses near and around the parking tot informing about availability of lot for
employees and patrons. Seconded by Councilmember Yu and carried by the following votes:

12. UPDATE FROM CITY MANAGER
Announced upcoming City special events and City's letter to Governor Brown opposing Senate Bill I 231, which if adopted, would impose storm water management fees on property owners without
voter approval.

Councilmember Chavez reported on the standing committee's quarterly meeting on August
18, 2017. Staff continues to work with the City's auditors.

15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA
' A. COUNCILMEMBER YU — Commented about the paint peeling off the railroad bridge facing
south bound traffic on Rosemead Boulevard.
B MAYOR PRO TEM MAN — None
C. MAYOR STERNQUIST — Established a Fireworks Ad Hoc Committee for the purpose of
exploring possible alternative fundraising options for the non-profit and community
organizations and also for the ad hoc to discuss whether fireworks usage should still be
allowed in the City. Mayor Sternquist appointed Mayor Pro Tem Man and Councilmember
Fish to the ad hoc. She also commented on West Covina's usage of Community
Development Block Grant (CDBG) funds to bring Porto's to their city. City Manager Cook will
provide Council information regarding City's usage of CDBG funds at the next meeting. She
shared that San Gabriel Valley Council of Government and Alameda Corridor East -
Construction Authority will be merging and they will be recruiting for a new director.
D. COUNCILMEMBER CHAVEZ — Spoke regarding an opportunity for City Council to mentor
Youth Committee members by allowing them to shadow Councilmembers as they perform their
official duties as an elected official. Staff will provide Council with additional information
regarding pairing of Councilmembers to Youth Committee members.
E. COUNCILMEMBER FISH — Shared upcoming Senior Master Plan meeting, Chamber of
Commerce Mixer, and asked about replacement of the light pole banners on Rosemead
Boulevard.

At 9:26 p.m., the City Council recessed to the Successor Agency Meeting. Minutes of the Successor
Agency Meeting are set forth in full in the Successor Agency's records.
RECONVENE AS CITY COUNCIL
The City Council meeting was reconvened at 9:27 p.m. with all Councilmembers present.
18. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jerry Jambazian, Temple City business owner, shared different events Kiwanis Club host to
raise funds for their organization.
19. ADJOURNMENT
