Mayor Sternquist called the City Council Regular Meeting to order at 7:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo, Community Development Director Forbes, and Parks and Recreation Director Burroughs 3. INVOCATION Pastor Darrel Kelty, Community of Christ Church, provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 161 provided the flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS — None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Temple City Neighborhood Watch Area Leader, announced upcoming Neighborhood Watch meeting. 7. CONSENT CALENDAR Councilmember Chavez made a motion to pull Item D. D. ADOPTION OF RESOLUTION NO. 17-5283 APPROVING THE CITY OF TEMPLE CITY MASTER TREE LIST The purpose of a Master Tree List is to specify the species of trees suitable and desirable for planting in certain areas of the City in order to establish a diverse urban forest. City Council Minutes September 19, 2017 Page 2 of 8 Councilmember Chavez pulled the item to make comments regarding the Master Tree List and acknowledged City Arborist Cruse for putting together the list. Councilmember Chavez made a motion to approve adoption of Resolution No. 17-5283 approving the Master Tree List as recommended by the Parks and Recreation Commission. Seconded by Mayor Pro Tem Man and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None Councilmember Chavez made a motion to approve the remainder of the Consent Calendar Items. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember—Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of Special City Council Meeting of September 5, 2017; and 2. Minutes of Regular City Council Meeting of September 5, 2017. Action: Approved. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of August 22, 2017. Action: Received and filed. C. APPROVAL OF PERMITS FOR USE OF THE LOS ANGELES COUNTY PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE 2017 CLASSIC CAR SHOW AND THE 2018 CAMELLIA FESTIVAL Approval of the permits for use of the Los Angeles County Library parking lot will allow the City to use the parking lot adjacent to the library at 5939 Golden West Avenue for various activities during the 2017 Classic Car Show and the 2018 Camellia Festival. City Council Minutes September 19, 2017 Page 3 of 8 Action: Approved the permits for use of the Los Angeles County Library parking lot for both the 2017 Classic Car Show and the 2018 Camellia Festival and authorized staff to execute. E. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Receive and file. F. ADOPTION OF RESOLUTION NO. 17-5285 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5285 authorizing the payment of bills. Action: Adopted Resolution No. 17-5285. 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS A. ACCEPTING DONATIONS FOR LIBRARY RENOVATION PROJECT The proposed creation of a special account within the City's Public Art Fund and the collection of donations for a piece of public art to be utilized in the library renovation project would be an expression of the City's commitment to public art that benefits all City residents who will use the renovated library. City Manager Cook gave a brief summary of the staff report. City Council discussed and asked questions regarding the collection of donations for the library renovation project. Mayor Sternquist opened public comment. Lucy Liou, Temple City resident, made comments regarding donations toward public art that will benefit the children's section of the library. Hearing no further request to speak, Mayor Sternquist closed public comment. Councilmember Chavez made a motion to accept private donations for the purpose of funding the required public art as part of the ongoing library City Council Minutes September 19, 2017 Page 4 of 8 renovation project paid for by the City and the County of Los Angeles; and directed staff to establish a special account within the City's Public Art Fund and to take all additional actions necessary to implement the Council's decision. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None B. LOS ANGELES COMMUNITY CHOICE ENERGY PROGRAM On July 5, 2017, staff provided a report on the Los Angeles Community Choice Energy Program (LACCE), which provides an alternative to purchasing electricity from Southern California Edison. To date, three cities have joined LACCE while others continue to weigh their options. Community Development Director Forbes gave a summary of the staff report. City Council asked questions and commented regarding the LACCE. Mayor Sternquist opened public comment. Steve Stafford and Jim Clift, Temple City residents, made comments regarding alternatives to Southern California Edison and the LACCE. Hearing no further request to speak, Mayor Sternquist closed public comment. Councilmember Chavez made a motion to continue monitoring the progress of the LACCE program and report back to the Council by November 21. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None C. PROJECT LIST AND BUDGET AMENDMENT FOR THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 On April 28, 2017, the Governor signed Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB1). SB1 creates the Road Maintenance and Rehabilitation Account, which will provide funding to cities for street maintenance, rehabilitation, and safety projects. Community Development Director Forbes gave a brief summary of the staff report. City Council Minutes September 19, 2017 Page 5 of 8 City Council discussed and asked questions regarding the information presented by staff. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Councilmember Yu made a motion approving the resurfacing of Rosemead Boulevard as Temple City's designated project for Road Maintenance and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2017-18; pursuant to the Road Repair and Accountability Act of 2017 (SB1); approved a budget amendment to allocate $105,143 from unreserved General Fund balance for the required maintenance off effort allocation for FY 2017-18; approved a budget amendment to add Rosemead Boulevard Resurfacing as a new Capital Improvement Project in the FY 2017-18 City Budget (Street Construction/Maintenance Account No. 60-980-75-4810, CIP No. P18-06) with a total allocation of $311,564 including $206,421 in RMRA funds and $105,143 from the General Fund; and authorized the City Manager to submit the required documents to the California Transportation Commission for the City to receive RMRA funds. Seconded by Mayor Pro Tem Man and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None D. CONSIDERATION TO JOIN THE TAKING BACK OUR COMMUNITY COALITION AND TO SUPPORT PUBLIC SAFETY RELATED LEGISLATIVE ADVOCACY EFFORTS The City Council is requested to hold a discussion and provide staff further direction regarding the Taking Back Our Community Coalition. City Manager Cook gave a brief summary of the staff report. City Council discussed and asked questions relating to Taking Back Our Community Coalition. Mayor Sternquist opened public comment. Steve Stafford and Lucy Liou, Temple City residents, spoke in favor of Taking Back Our Community Coalition. Hearing no further request to speak, Mayor Sternquist closed public comment. City Council Minutes September 19, 2017 Page 6 of 8 Councilmember Chavez made a motion to adopt Resolution No. 17-5287, approving the City's membership in the Taking Back Our Community Coalition; authorized the City Manager to enter an agreement with the City of Monrovia; and approve a budget amendment in the amount of $1,500 for the Taking Back our Community Coalition Membership dues. COMMUNICATIONS— None 12. UPDATE FROM CITY MANAGER Commented on "Coffee with Temple Sheriff Captain Flores" and upcoming Council meeting with the Sheriffs. 13. UPDATE FROM CITY ATTORNEY Commented on Senate Bill 649 relating to telecommunications and will provide an update regarding the status of the bill when more information is available. 14. Jim Clift, Temple City resident, commented on the City Commissioner Recognition Dinner, and street paving near his home. Lucy Liou, Temple City resident, commented on the upcoming Neighborhood Watch meeting. 18.
