SUBJECT: AMENDMENT OF EMPLOYEE CLASSIFICATION PLAN
RECOMMENDATION:
It is recommended the City Council adopt Resolution No. 17-5289 amending the
Employee Classification Plan.
BACKGROUND:
1. On December 18, 2012, the City Council adopted revised Personnel Rules for full
time and part-time employees.
2. On June 4, 2013, the City Council adopted Resolution No. 13-4821, adopting an
Employee Classification Plan.
ANALYSIS:
Article 5 Section 2 of the Personnel Rules allow for the adopted Classification Plan to be
amended from time to time by resolution of the City Council. At the time of consideration
by the City Council, any interested party may appear and be heard.
Staff has recently recruited for a Part -Time Parking Control Officer and didn't receive a
strong pool of applicants who had parking control experience. As a result staff is
recommending that the Job Specification for both full time and part-time be amended to
include one year of parking control experience or one year of volunteer or work
experience involving enforcement of city municipal codes.

CITY STRATEGIC GOALS:
Adoption of Resolution No. 17-5289 will promote or further the City's Strategic Goal of
Good Governance.
FISCAL IMPACT:
There is no fiscal impact with this amendment to the Employee Classification Plan.

RESOLUTION NO. 17-5289
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, AMENDING THE EMPLOYEE CLASSIFICATION
PLAN
WHEREAS, the City Council of the City of Temple City adopted revised Personnel Rules for full
time and part-time employees on December 18, 2012.
WHEREAS, Article 5, Section 2, of the revised Personnel Rules states that the Classification Plan
shall be adopted by and may be amended from time to time by Resolution of the City Council.
WHEREAS, The City Manager has ascertained and recorded the duties and responsibilities of all
positions in the Classified Service, after consulting with Department Head, and has recommended an
amended classification specification (job description) Parking Control Officer Full Time (Exhibit "1") and
Parking Control Officer Part -Time (Exhibit "2")
NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows:
SECTION 1. The City Council hereby approves the amendment to the Employee Classification
Plan dated March 2013.
SECTION 2. The City Clerk shall certify to the adoption of this resolution.

PARKING CONTROL OFFICER
(Full Time)
DEFINITION:
EXHIBIT 1
Under direction, enforces all types of parking regulations in the City, either in
a motor vehicle or on foot; assists Los Angeles County Sheriffs Department
and Fire Department with traffic control and special assignments; responds to
a variety of questions and inquiries from citizens; and performs other related
duties as required.
EXAMPLE OF DUTIES:
Patrols assigned areas to ensure compliance with existing parking ordinances and
regulations; investigates and processes parking complaints from the public and
staff; issues citations for parking violations of the City's Municipal Code and
California Vehicle Code; issues parking warnings for abandoned or inoperable
vehicles parked on City streets or in public or private parking lots; makes
arrangements for vehicles to be towed as necessary; appears in court at hearings
regarding contested parking citations as necessary; maintains a daily activity log;
enters and retrieves information in handheld computers pertaining to vehicle
registration, identification, and status; performs traffic control duties, such as
setting up temporary traffic control devices and directing traffic, during
emergencies and special events; observes and reports hazardous conditions
such as broken traffic signals and street markings that need to be repainted;
responds to public inquires in a courteous and tactful manner.
DESIRABLE QUALIFICATIONS:
Knowledge of: state, county, and city vehicle and parking codes and practices;
methods and techniques of proper phone etiquette; office procedures, methods,
and equipment including computers.
Ability to: interpret policies and procedures and appropriately enforce laws, rules
and regulations applicable to municipal parking enforcement; comprehend and
effectively execute verbal and written directives; effectively communicate both
verbally and in writing; prepare concise and accurate written and oral reports;
establish and maintain cooperative relationships with those contacted in the
course of work; safely operate a motor vehicle.
EXHIBIT 1
Education and Experience: High School graduation or GED equivalent and one
year of volunteer or work experience involving enforcement of city municipal
codes.
OTHER QUALIFICATIONS:
Possession of a valid Class C motor vehicle operator's license issued by the
State of California.
Possession of an 832 P.C. Certificate (Laws of Arrest, Search and Seizure
Training/P.O.S.T. Certified Course) is desirable.
Drive and sit for extended periods of time.
Walk on slippery/uneven surfaces.
Bend, reach and enter and exit a motor vehicle frequently.
