Regular Meeting
Minutes
7:00 P.M.
Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith and Phyllis Rokicki.
II. Public Petitions and Comments: None

III. Special Requests -
A. DePauw University Noise Ordinance Waiver — Alpha Chi Omega - Motion
by Terry Smith to accept the noise waiver for Alpha Chi Omega as
presented, second Jinsie Bingham, 5 -0, motion carried.
B. GHS National Honors Society- Tanner Dean- Motion by Adam Cohen to
accept the request to run the Turkey Trot on November 23, 2013 and to
request assistance from the Greencastle Police Department in directing
traffic at intersections, second Phyllis Rokicki 5 -0, motion carried.

C. Fire Department — Bill Newgent
D. Park and Recreation — Rod Weinschenk
E. Planner — Shannon Norman
F. Police Department — Tom Sutherlin
G. Department of Public Works — Brad Phillips

I. City Attorney - Laurie Robertson Hardwick
V. Reports
A. Mayor's Report — City will be following State Holiday Schedule. Mayor
reported we are still waiting on IDEM parameters.
B. Clerk- Treasurer's Report- Reported that our 2014 Budget will be held at our
2013 tax levies and rates, due to an error in published dates. Mark Hammer
and Adam Cohen will work with Clerk- Treasurer office to work though this
issue.
C. Councilors' Report — Several Businesses have relocated in the City.
VI. Approval of Minutes
A. Regular Session — October 8, 2013 - Motion was made by Mark Hammer to
accept the Regular Session Minutes as presented, second Jinsie Bingham,
5 -0 motion carried.
VII. Approval of City Claims — Motion was made by Mark Hammer to accept the
City Claims as presented, second by Adam Cohen, 5 -0, motion carried.
VIII. Old Business- None
IX. New Business
A. Resolution 2013 -24 — A Resolution Authorizing the Transfer of
Appropriation in the 2013 Budget for the City of Greencastle. — Motion
was made by Adam Cohen to accept Resolution 2013 -24 as presented,
second Terry Smith, 5 -0, motion carried.
X. Adjournment
Motion by Jinsie Bingham to dismiss at 7:45 PM, second by Terry Smith,
5 -0, motion carried.
