Minutes of Special City Council Meeting of September 5, 2017; and 2. Minutes of Regular City Council Meeting of September 5, 2017. Recomm endation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of August 22, 2017. Recommendation: Receive and file. C. APPROVAL OF PERMITS FOR USE OF THE LOS ANGELES COUNTY PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE 2017 CLASSIC CAR SHOW AND THE 2018 CAMELLIA FESTIVAL Approval of the permits for use of the Los Angeles County Library parking lot will allow the City to use the parking lot adjacent to the library at 5939 Golden West Avenue for various activities during the 2017 Classic Car Show and the 2018 Camellia Festival. Recommendation: Approve the permits for use of the Los Angeles County Library parking lot for both the 2017 Classic Car Show and the 2018 Camellia Festival and authorize staff to execute. D. ADOPTION OF RESOLUTION NO. 17-5283 APPROVING THE CITY OF TEMPLE CITY MASTER TREE LIST The purpose of a Master Tree List is to specify the species of trees suitable and desirable for planting in certain areas of the City in order to establish a diverse urban forest. Recommendation: Adopt Resolution No. 17-5283 approving the Master Tree List as recommended by the Parks and Recreation Commission. E. ADOPTION OF RESOLUTION NO. 17-5285 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5285 authorizing the payment of bills. Recommendation: Adopt Resolution No. 17-5285. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. ACCEPTING DONATIONS FOR LIBRARY RENOVATION PROJECT The proposed creation of a special account within the City’s Public Art Fund and the collection of donations for a piece of public art to be utilized in the library renovation project would be an expression of the City’s commitment to public art that benefits all City residents who will use the renovated library. Presentation: City Manager Recommendation: 1. Consider the acceptance of private donations for the purpose of funding the required public art as part of the ongoing library renovation project paid for by the City and the County of Los Angeles; and 2. If the City Council decides to move forward with accepting donations, the Council is requested to direct staff to establish a special account within the City’s Public Art Fund and to take all additional actions necessary to implement the Council’s decision. B. LOS ANGELES COMMUNITY CHOICE ENERGY PROGRAM On July 5, 2017, staff provided a report on the Los Angeles Community Choice Energy Program (LACCE), which provides an alternative to purchasing electricity from Southern California Edison. To date, three cities have joined LACCE while others continue to weigh their options. Presentation: Community Development Director Recommendation: Continue monitoring the progress of the Los Angeles Community Choice Energy program and report back to the Council in three months. PROJECT LIST AND BUDGET AMENDMENT FOR THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 On April 28, 2017, the Governor signed Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB1). SB1 creates the Road Maintenance and Rehabilitation Account, which will provide funding to cities for street maintenance, rehabilitation, and safety projects. Presentation: Community Development Director Recommendation: 1. Approve the resurfacing of Rosemead Boulevard as Temple City’s designated project for Road Maintenance and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2017-18; pursuant to the Road Repair and Accountability Act of 2017 (SB1); 2. Approve a budget amendment to allocate $105,143 from unreserved General Fund balance for the required maintenance off effort allocation for FY 2017-18; 3. Approve a budget amendment to add Rosemead Boulevard Resurfacing as a new Capital Improvement Project in the FY 2017-18 City Budget (Street Construction/Maintenance Account No. 60-980-75-4810, CIP No. P18-06) with a total allocation of $311,564 including $206,421 in RMRA funds and $105,143 from the General Fund; and 4. Authorize the City Manager to submit the required documents to the California Transportation Commission for the City to receive RMRA funds. D. CONSIDERATION TO JOIN THE TAKING BACK OUR COMMUNITY COALITION AND TO SUPPORT PUBLIC SAFETY RELATED LEGISLATIVE ADVOCACY EFFORTS The City Council is requested to hold a discussion and provide staff further direction regarding the Taking Back Our Community Coalition. Presentation: City Manager / Public Safety Supervisor Recommendation: 1. Hold a discussion and provide staff further direction regarding Taking Back Our Community Program; 2. If directed, adopt proposed Resolution No. 17-5287, approving the City’s membership in the Taking Back Our Community Coalition and authorizing City Council Agenda September 19, 2017 Page 5 of 7 the City Manager to enter an agreement with the City of Monrovia; and 3. If the Council approves the proposed resolution, approves a budget amendment in the amount of $1,500 for the Taking Back our Community Coalition Membership dues. 11. COMMUNICATIONS 12.
