OCTOBER 3, 2017

Mayor Sternquist called the City Council Regular Meeting to order at 7:35 p.m. in
the Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember-Chavez, Fish, Yu, Man, Sternquist
ABSENT: Councilmember-None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo
3. INVOCATION
Jerry Jambazian, Temple City business owner, provided the invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop 17 4 led the pledge of allegiance.
5. CEREMONIAL MATTERS-PRESENTATIONS
A. PET OF THE MONTH
Gosia Jaszczur, San Gabriel Valley Humane Shelter volunteer, introduced the
featured pet of the month "Bob". Those interested in adopting Bob can call the
San Gabriel Valley Humane Society at (626) 286-1159.
B. INTRODUCTION OF AUSTRALIAN EXCHANGE STUDENTS
Shelley Cheney and Steve Terry, Sister Cities Program, introduced the
Australian exchange students.
Mayor Sternquist and City Council presented the students with city mementos.

Councilmember Chavez made a motion to approve the Consent Calendar Items.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of Special City Council Meeting of September 19, 2017;
2. Minutes of Regular City Council Meeting of September 19, 2017; and
3. Minutes of the Special City Council Meeting of September 27, 2017.
Action: Approved.
B. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Parks
and Recreation Commission Meeting of September 20, 2017.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of September 13, 2017.
Action: Received and filed.
D. APPROVAL OF A VENDOR AGREEMENT FOR SERVICE WITH GOLDEN
EAGLE AVIATION SERVICE INC. FOR A FL YOVER DURING THE
VETERAN'S DAY CELEBRATION
Approval of the Vendor's Agreement for Service with Golden Eagle Aviation will
allow for a flyover during the City's Veteran's Day Celebration on November 11,
2017.
Action:
1. Approved the City to purchase Aircraft Liability Insurance in the amount of
$10,000,000 to cover City's aircraft exposure;
2. Approved a Vendor Agreement For Service with Golden Eagle Aviation
Service Inc. for a flyover during the City's Veteran's Day Celebration; and
3. Authorized the City Manager to sign the Agreement.

E. FISCAL YEAR 2016-17 FOURTH QUARTER PRELIMINARY FINANCIAL
STATUS REPORT
To keep the City Council updated on the status of the City's financial activities,
the Financial Status Reports are provided to the City Council on a quarterly
basis.
Action: Received and filed the Fourth Quarter
Preliminary Financial Status Report.
F. AMENDMENT OF EMPLOYEE CLASSIFICATION PLAN
It is recommended that the City modify the Job Specification for both full-time
and part-time Parking Control Officer, amending the qualifications relating to
experience.
Action:
G. PETTY CASH REPORT
Adopted Resolution 17-5289 amending the
Employee Classification Plan.
The City Council is requested to receive and file the Petty Cash Report.
Action: Received and filed.
H. ADOPTION OF RESOLUTION NO. 17-5290 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 17-5290 authorizing the
payment of bills.
Action: Adopted Resolution No. 17-5290.

12. UPDATE FROM CITY MANAGER
City Manager Cook spoke regarding the City of El Monte's proposed marijuana
ordinance. Staff will engage El Monte relating to the public hearings for this
ordinance and will monitor the progress of the ordinance. He also shared upcoming
city events.

13. UPDATE FROM CITY ATTORNEY
City Attorney Vail commented on Senate Bill 649 and affordable housing bills. He
will provide update regarding the bills in two weeks.

The City Council Regular Meeting was adjourned in memory of the Las Vegas
shooting victims, husband of El Monte Mayor Costanzo, and former Mayor Ken
Gillanders at 8:10p.m.
