5. SR-91 CORRIDOR IMPROVEMENT PROJECT
Michael Blomquist, RCTC, provided an overview of the State Route 91 Corridor Improvement
Project.

6. CITY OF CORONA REQUEST FOR FUNDING FOR FOOTHILL PARKWAY
Shirley Medina, RCTC, reported that the city of Corona's Foothill Parkway project that is included in
the TUMF regional arterial program is estimated at $31 million. The project is concluding its right of
way phase and the city is requesting construction funding of $14 million.
Kip Field, city of Corona, added that the project is ready and stated that assummg delivery,
construction could begin by January and end in about two years.
M/S/C (Hughes/Alvarez) to approve $14 million to be funded with $7 million of Measure
A Regional Arterial (MARA) program funds and $7 million of State Local Partnership
Program (SLPP) Formula Funds.

7. STATE LOCAL PARTNERSHIP PROGRAM FORMULA FUNDS -PROGRAMMING
STATUS
Ms. Medina indicated that the Commission approved the following projects for
State-Local Partnership Program (SLPP) funds as candidate projects at its March 14,2012 meeting:
• I-215 Central Widening (Scott Road to Nuevo Road)
• SR-91 Corridor Improvement Program
• Perris Valley Line
• Foothill Parkway
The Coachella Valley Association of Governments (CVAG) has proposed the following projects for
SLPP funds, which will also be matched with Measure A funds on a 50/50 basis:
• Palm Desert -Monterey Interchange Loop Ramp
• Indio-Varner Road/Jefferson Intersection Improvements
• Indio-Monroe (Ave 49 to 52) Widen, Intersection Improv.
• Riverside County-Fred Waring (Adams to Port Maria) Median Widening
• Indian Wells-Hwy 111 (Cook to Washington) Intersection Improv.
• La Quinta-Hwy Ill/Washington Intersection Improvements

The California Transportation Commission will make a decision on these projects in about a month.
8. FEDERAL FISCAL YEAR 2011/12 OBLIGATION PLAN
Andrea Zureick, RCTC, stated that the obligation plan that was submitted for Federal Fiscal Year
2011112 and there were a few projects that moved through the system. Some projects also fell off.
She recommended that if agencies have any CMAQ or STP projects that could deliver early, let
RCTC know. RCTC staff will also work with other regions to see if loans can be arranged. The state
has a process in place that will allow us to carry over the funds but that is only if, as a state, all the
money can be spent this year. If not, the funds are subject to loss. She further stated that if there are
any projects on the obligation list she provided that may not comply with the target date let RCTC
know as soon as possible.
9. 2011 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Grace Alvarez, RCTC, said there has been steady amendment activity in the 2011 FTIP with
alternating formal/administrative amendments due to SCAG every month. She said that the number
of project changes included in the amendments has been restricted to emergencies such as obligation
of funding in FY 2011112 and/or environmental approvals. All the amendments submitted have been
approved with the exception of the recently submitted Amendment No. 25 and the consistency
Amendment No. 24 that will be approved in June. One significant event worth reporting is the first
administrative modification, No. 23, approved by SCAG on April 19 under Caltrans delegated

authority to SCAG. It is hoped that administrative modifications will be approved faster under this
new delegation.
The amendment schedule from now until September 2012 is included in the staff report.
10. LOCAL ASSISTANCE UPDATE
Savat Khamphou, Caltrans Local Assistance, reported that there will be calls for projects m
July 2012. Formal announcements will be sent out for applications.
He requested that agencies get rid of red flags on HSIP and HR3 projects because the red flags hinder
applications for new projects.
The federal aid series is scheduled for June 25 through June 29. A formal announcement has not
been sent out yet. It will be in the basement training room of the Caltrans district office. Caltrans is
no longer in the Mervyn's building.
He further stated that the RE Academy is coming up. The dates are tentative but in July it will be in
Sacramento; in August it will be in Fresno; in September it will be in Los Angeles; and in October it
will be in Oakland. He will send updates to the TAC.
Mr. Khamphou indicated that he had lost two staff members and is down to six. Some agencies will
be assigned replacement staff but no new staff will be hired. He will send an updated Local
Assistance employee list to the agencies.
District 8 has volunteered to be included in the pilot program, starting in October, to cut out the
Sacramento reviews, meaning that when RF As are submitted to Local Assistance, they will be
forwarded directly to FHW A.
11. MAY COMMISSION MEETING HIGHLIGHTS
Shirley Medina reported that the Commission approved a $13 million agreement with Jacobs Project
Management Co. to provide project construction management services for the I-215 Central widening
project.
Recognition was given to RCTC employees who were directly involved in the TIFIA loan application
process.
A public hearing on the proposed FY 2012113 Commission budget was opened at the meeting to
receive input and comments. The comment period will end June 13.

12. OTHER BUSINESS
In response to Bruce Harry's, City of Rancho Mirage, question of whether or not Theresia Trevino,
RCTC's Chief Financial Officer, was comfortable with the Measure A allocation estimates that came
out with the 5-year CIP letter, AndreaZureick said that estimates would most likely not be lower and
may be higher.
Ms. Zureick also reminded the TAC that the 5 year CIPs, recertification statements, and project status
reports were due on Friday. She said there is a template that the TAC may use for project status
reports and 5 year CIPs that allows consideration of the Measure A carryover amounts to make sure
programs are being sized correctly. Regarding MOE for this current fiscal year, no documents need
to be submitted at this time.
She requested that the jurisdictions make sure the projects in each project status report were also
included in the FY 2011112 CIP that was approved by the Commission. If they don't match, be sure
to submit an amendment request to RCTC before your audit. Staff plans to take the CIPs to the June
committee meeting and the July Commission meeting for approval. The disbursements start in
September for FY 2012/13.
Dave Barakian, City of Palm Springs, announced that in the next week or so Palm Springs will
advertise for an Assistant Public Works Director position since Marcus Fuller took a Director
position in Rialto starting the first of June. Details will be on Palm Springs' website in about a week.

BACKGROUND INFORMATION:
The following information was included in the September 12 Commission meeting agenda.
Federal Legislative Update
Obama Administration rescinds unspent earmarked funds
Prior to 2010, it was common for Members of Congress to designate funding within annual
appropriations bills for certain projects important to their districts. Many cities in Riverside County,
the Commission, transit districts, and the County, were recipients of this congressionally-designated
funding, commonly known as earmarks. Typically, earmarks were not written into law, but instead
included in a Conference Report expressing the intent of Congress; this provided direction to the
Administration to administer the funds.
On August 17, the Federal Highway Administration (FHWA) announced that it was rescinding all
unobligated earmarks through 2006 spending bills and was designating those unspent funds to the
States so that the funds could be spent no later tha~ December 31, 2012. This move to pull unspent
earmarks and give them to the states was part of the White House's "We Can't Wait" initiative, a
series of administrative actions highlighting congressional inaction on White House priorities.
Nationally, $473 million in earmarks were pulled from their originally intended projects, including 71
projects totaling $43 million in California and 5 projects totaling $4.7 million in Riverside County.
Caltrans is working with all project sponsors to determine which projects can obligate funding by the
December 31 deadline. Caltrans is under an October 1 deadline from FHWA to report how it will
spend its $43 million. Project sponsors that cannot obligate its funding by the end of the year are
being encouraged to work with their Regional Transportation Planning Agencies (which is the
Commission in Riverside County) to find alternate projects that can meet the deadline. Regions that
cannot find an alternate project will forfeit the funding to the State, who will use it to pay for the
State Highway Operation and Protection Program, the State's freeway maintenance program that is
severely backlogged.
Commission staff has been coordinating with congressional offices, Caltrans, and earmark recipients
to develop an approach that ensures as much earmarked funding remains in Riverside County as
possible. The best solution is to reprogram the funds to a project that is ready for obligation. The
Commission has been working with Caltrans on the SR-60 Truck Climbing/Descending lane project,
which is ready for obligation of project development (or preliminary engineering (PE)) funds.
Obligating PE Funds is relatively quick compared to obligating right-of-way and construction phases.
Caltrans is currently working on the Request for Authorization (RFA) package for the SR-60 Truck
Climbing/Descending lane project and we anticipate the RFA will be submitted to Caltrans
Headquarters in the next few weeks with the FHWA obligation soon afterwards and well before the
December 31, 2012 deadline.
Staff has also offered to replace the earmark funds from each project with federal Surface
Transportation Program (STP) funds to ensure the project can continue with implementation. STP
funds are not subject to the December 31 deadline. Staff has coordinated with the Southern
California Association of Governments (SCAG) to ensure that the funding for each project will be
amended in the Federal Transportation Improvement Program (FTIP) as quickly as possible. Staff will
be working with the project sponsors to program ·the STP funds in accordance with the project's
schedules.

In summary, three projects will have its earmark funding replaced with STP funds: UP/Sunset Avenue
Grade Separation, SR-60/Potrero Road Interchange, and Essential Road Improvements in Desert Hot
Springs.

SUBJECT: Federal Transportation Act-MAP 21 Update
STAFF RECOMMENDATION:
This item is for the TAC to receive and file.
BACKGROUND INFORMATION:
Commission staff has been involved in· several meetings at various levels throughout the
state, including webinars held by the Federal Highway Administration (FHWA), to learn more
about the recently passed federal transportation act, Moving Ahead for Progress in the 21st
Century (MAP 21), and the changes to federal transportation funding relative to the previous
Transportation Act, SAFETEA-LU. Many programs have been consolidated and some
eliminated. New guidance for the fund programs is currently being developed by FHWA and
Federal Transit Administration (FTA).
Attached is a summary of MAP-21 that can be found on the Caltrans website. The main
focus at the state level is how the federal funds will be distributed among the programs within
the state. Regions are advocating maintaining the same funding levels and programs, to the
extent possible, which were previously implemented under SAFETEA-LU. A summary of the
key discussion topics is below:
Surface Transportation Program (STP) and Off-system bridges-
• Off-system bridges are now eligible for regional STP funds. This has been a concern
to local agencies as they believe this would put the off-system bridges in competition
with other regional projects. Regional Transportation Planning Agencies (RTPAs) are
working with Caltrans to ensure that funding is set aside for the off-system bridges
without having to compete with non-off-system bridge projects or Caltrans' SHOPP
projects.
Safe Routes to School (SRTS) -
• SRTS projects may be funded from the Transportation Alternatives Program (TAP),
Highway Safety Improvement Program (HSIP), or STP. Caltrans will continue
administering this program; however, a decision needs to be made on which
program(s) SRTS projects will be funded from. There is also a $5 million set aside for
the Recreational Trails program called out in MAP 21.
