This correspondence summarizes the status of the water right for the well at the McCall
municipal golf course. The Idaho Department of Water Resources contacted you in late October
and informed you that they had discovered a water right for a well at the golf course without
an attendant driller's report. A copy of the water right is attached. The Department of Water
Resources also discovered a driller's report for an apparently different well without an associated
water right. A copy of the driller's report is attached.
Charles Denham, Golf Course Maintenance Supervisor, is aware of only one well at the golf
course. Mr. Denham indicated that the well is located near the tee for the practice range as
shown approximately on the attached map. Robert Gestrin confirmed that he has drilled a well
at that location. The attached water right lists the point of diversion, i.e., the well, in the NE
1/4, NW 1/4 of Section 10. This point of diversion corresponds to the verbal descriptions
provided by Mr. Denham and Mr. Gestrin.
The attached driller's report indicates a well in the NE 1/4, NE 1/4 of Section 9 near the ball
fields south of Fairway Drive. Both Mr. Denham and Mr. Gestrin are not aware of any golf
course well in Section 9. Therefore, it is reasonable to assert that the water right and the
driller's report belong to the same well although the legal descriptions are in conflict.
The assertion that the water right and driller's report belong to the same well was related to John
Westra at the Department of Water Resources. Mr. Westra indicated that he would note this in
the Department's files for future use during examination of beneficial use.
Mr. Denham inquired as to the extent of the water right for the well. The water right allows for
a maximum 'diversion rate of 0.28 cubic feet per second which is equivalent to 125 gpm. This
diversion rate corresponds to the nominal capacity of the existing well pump. The diverted water
may only be used for irrigation from April 15 through October 15. The place of use is restricted
to 8 acres in the NE 1/4, NW 1/4 of Section 10. The practice range is comprised of
approximately 6.5 acres. Furthermore, the west edge of the practice range corresponds roughly
to the west edge of the NE 1/4, NW 1/4 of Section 10.
