CALL TO ORDER The meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) was called to order at 10:05 a.m. at the Riverside County Transportation Commission, 4080 Lemon Street, Riverside, CA. 2. APPROVAL OF MINUTES M/S/C (Harry/Romo) to approve the minutes as submitted. 4. PUBLIC COMMENTS There were no public comments. 5. ELECTION OF OFFICERS Greg Butler, City of Temecula, was unanimously nominated and elected Chair for the Western County; and Jonathan Hoy, City of Coachella, was unanimously nominated and elected Vice Chair for the Eastern County, both for two year terms commencing February 4, 2013. 6. SB 821 CALL FOR PROJECTS Jillian Edmiston, RCTC, reminded the TAC that an SB 821 call for projects will be released on March 4, 2013. There will be an optional technical workshop on March 11. Proposals will be due Thursday, May 16, and the evaluation committee will meet Wednesday, May 29. The award will be presented to the Commission Wednesday, July 10. She requested three TAC volunteers who are not submitting proposals to contact her or Shirley Medina if they wish to sit on the evaluation committee. In response to a suggestion to change the claims due date from June 30 to August 30, Ms. Edmiston reported that administrative extensions may be granted by RCTC's executive director once the affected agency sends a letter to her stating additional time is needed. 7. MID COUNTY PARKWAY Cathy Bechtel, RCTC, provided a Mid County Parkway (MCP) question and answer newsletter describing the project and addressing various questions. She provided history of the MCP as well as future strategies for its completion, and requested specific positive or negative written comments by March 11. There will be a public hearing on Wednesday, February 20, 5:00 p.m. to 8:00 p.m., at Lakeside Middle School, Perris. 8. SR-79 REALIGNMENT PUBLIC MEETINGS Ms. Bechtel reported that the environmental document for the State Route 79 realignment project from Gilman Springs Road/SR-79, San Jacinto, to south of Domenigoni Parkway, Winchester, was signed by Caltrans and it will be published Friday, February 8 in the Federal Register, which will start the 45-day comment period to March 25. She further indicated that the alignment will be moved further west, that it will be straighter, 12 miles, and two lanes in each direction. Two public hearings are scheduled Tuesday, February 26, 3:00 p.m. to 6:00 p.m. and Wednesday, February 27, 5:00 p.m. to 8:00 p.m. at Tahquitz High School, Hemet. FEDERAL STP CALL FOR REHABILITATION/RECONSTRUCTION PROJECTS Shirley Medina provided a Draft Surface Transportation Program (STP) Call for Rehabilitation Projects, a table indicating draft amounts that each agency will be eligible to receive if their nominated project fits the criteria, and pavement has a management system in place. She stated that RCTC is setting aside 20% of fiscal year 2012/13 apportionment for STP for three years of funding for a total of $13.8 million. She further explained the background, policy, and procedure. She also indicated that based on questions and/or recommendations, a subcommittee would be convened — most likely a conference call. The call for projects is expected to be released in March. She responded to various questions. 10. FEDERAL FISCAL YEAR 2012/13 OBLIGATION PLAN REVISED Grace Alvarez, RCTC, provided an updated FFY 2012/13 Obligation Plan spreadsheet. She reported that as we approach the April 1 deadline for submittal of request for authorization to Caltrans Local Assistance, for projects programmed with Surface Transportation Program (STP) and Congestion Mitigation Air Quality (CMAQ) in FY 2012/13, RCTC continues to monitor the progress of these projects to make sure RCTC meets its obligation authority while helping the state meet its obligation authority and be eligible for the August Redistribution for California. The current obligation plan reflects the latest schedule updates received from the local agencies. Also, the funding has been revised to reflect the latest funding plans for the Proposition 1B Trade Corridor Improvement Fund (TCIF) projects for grade separations that include a mix of federal, state, and local funds. The combined STP/CMAQ obligation plan is approximately $105 million this year. FY 2012/13 is a big year for delivery of federally funded projects. There are six CVAG CMAQ funded projects from the 2007 call for projects in the Coachella Valley; six grade separation projects from the Alameda Corridor East; RCTC's Perris Valley Line Extension and Rideshare Program; one Transportation Enhancement; an interchange in the Pass Area, and one pavement rehabilitation project. 11. 2013 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM UPDATE Eric DeHate, RCTC, said on December 13, 2012, SCAG, FHWA, and Caltrans approved the 2013 FTIP. The additional amendments that were submitted are attached to the staff report. In response to a suggestion, Mr. DeHate agreed to include estimated date of approval on his FTIP amendment log. 12. LOCAL ASSISTANCE UPDATE Sean Yeung, Caltrans Local Assistance, stated that FHWA sent Caltrans congratulations on taking the balance of unexpended funds down for the quarterly review of inactive projects. Since last year, the Technical Advisory Committee Meeting February 4, 2013 Page 4 number has been reduced from the $60+ million range to under $2 million, which also reduces the scrutiny FHWA would be under by other federal agencies. At present, there is another quarterly review of inactive projects. He encouraged agencies that are on the three-month look ahead to submit an invoice before the end of this quarter so it won't be inactive next quarter. The quarterly review goes out to the six-month look ahead, meaning that it will be six months before it becomes inactive. If an invoice cannot be submitted, agencies should submit a justification form that is due on February 22. Mr. Yeung also announced that a flyer was sent out to all agencies that Caltrans is holding its RE Academy that is being offered throughout the state. The first one will begin in Sacramento on February 11. A series of training will be offered February 11 until the end of June. The training being offered at District 8 will be April 15 through April 18 at the Hilton Garden in San Bernardino off Waterman. The teachers of the classes are from Cal State Sacramento and it costs $360; if not a local agency, the cost will be $560. He stated that he had been contacted by his counterparts in Sacramento that there are a couple of agencies in which a project program supplemental agreement was sent, which is a contract that is sent within 10 to 12 working days after an E-76 is issued meaning that it was more than 30 days since Caltrans has received a signature from the agency. The purpose of the agreement is that upon signing it, Caltrans would be allowed to pay for the invoice submitted by the city. 13. JANUARY COMMISSION MEETING HIGHLIGHTS Cathy Bechtel reported that this year's Commission Workshop was January 31 and February 1. RCTC's federal lobbyist attended from Washington DC as well as the state lobbyist from Sacramento. They talked about the reauthorization, what the funding picture looks like, and the new transportation secretary who has not been named yet. The Commission outlined the Measure A Expenditure Plan that was approved by the public. She further reported that The Commission's Chair, Karen Spiegel, is setting up a subcommittee of Commissioners to review where the Commission can get more funding for such things as the San Jacinto Valley's desire to have the Perris Valley Line continue to Hemet and San Jacinto. She also reported that RCTC's Michael Blomquist talked about the I-15 toll roads and the State Route 91 CIP and that RCTC received a $445 million TIFIA loan. A subcommittee of Commissioners has been discussing the I-15 route, how much money there is for the project, and if a toll road and general purpose lanes should be added. A recommendation was made to move forward with the environmental document on the I-15 toll road from 60 to Cajalco on the I-15 with a toll road in the median and no additional general purpose lane. The Commission approved authorizing its executive director to award the contract at the appropriate time. That is a $250 million project with $137.7 M of federal funds. Technical Advisory Committee Meeting February 4, 2013 Page 5 Ms. Medina reported that proposals for transportation funding, including user fees, vehicle miles travelled fees, vehicle registration fees, and diesel fuel tax increases are being discussed at state and federal levels, and the Commission will continue to be briefed on these issues. 14. OTHER BUSINESS Grace Alvarez asked Sean Yeung about the recently released Caltrans Office Bulletin regarding changes to the finance letter that allows the local agencies to determine a lump sum reimbursement or a Pro Rata reimbursement. The proposed change will impact several projects planned for obligation in FY 2012-2013. Sean Yeung responded that the difference is trying to guess the future cost of the project for that phase of work. When the bids go up, one option is more beneficial; when the bids go down, the other option is more beneficial. In the finance letter, the local agency can determine which method could be the most beneficial. At present, there is talk of modifying the finance letter along with other streamlining processes relating to future RFA packages to federal highways. Patty Romo, County of Riverside, announced that the county has been working on an ADA transition plan for the past couple of years and it is being released for public review February 5, with adoption expected in March. It is on the county's transportation web page. 15. ADJOURNMENT There being no further business for consideration by the Technical Advisory Committee, the meeting adjourned at approximately 11:12 a.m. Respectfully submitted, Shirley Medina Programming and Planning Manager AGENDA ITEM 5 DRAFT RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: April 22, 2013 TO: Budget and Implementation Committee FROM: Shirley Medina, Programming and Planning Manager THROUGH: Cathy Bechtel, Project Development Director SUBJECT: Federal Surface Transportation Rehabilitation Call for Projects — Programming Recommendations STAFF RECOMMENDATION: This item is for the Committee to: 1) Approve programming federal Surface Transportation Program (STP) funds for rehabilitation projects in the amount of $ million as presented in Attachment A; and 2) Forward to the Commission for final action. BACKGROUND INFORMATION: At its March 2013 meeting, the Commission approved a Call for Rehabilitation Projects funded with federal STP funds in the amount of $13.8 million. The amount available is a set aside of 20% of Riverside County's Fiscal Year 2013/13 STP apportionment estimate provided by Caltrans. Staff received number of projects by the April 1, 2013 deadline for the May Commission approval action, and anticipates additional projects to be submitted for approval at the June Commission meeting. Upon approval, staff will program the projects in the Federal Transportation Improvement Program (FTIP). Once the projects are in an approved FTIP project sponsors will work with Caltrans to complete the federal requirements for obligating the funds. Federal STP funds are administered through Caltrans; therefore there is no impact to the Commission's budget. AGENDA ITEM 7 RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: April 15, 2013 TO: Technical Advisory Committee FROM: Grace Alvarez, Senior Staff Analyst Eric DeHate, Staff Analyst SUBJECT: Federal Fiscal Year 2012/13 Obligation Plan Revised STAFF RECOMMENDATION: Receive and file. BACKGROUND INFORMATION: As presented to you during our previous TAC meetings, RCTC prepared the federal obligation plan for FFY 2012/13 and submitted it to Caltrans Local Assistance. The revised attached FFY 2012/13 Obligation Plan includes Riverside County's Congestion Mitigation Air Quality (CMAQ) and Surface Transportation Program Local (STPL) funded projects, and reflects the latest updates received from the local agencies. It also reflects the successful obligation of RCTC's Rideshare Program, Riverside County's Clay Street Grade Separation right-of-way, and Desert Hot Springs Essential Road Improvements Phase III. Another change worth reporting is that the Riverside Avenue Grade Separation will not need post award right-of-way STPL obligation, as the right-of-way process has been completed and the previously obligated STPL funds are sufficient to cover the right-of-way costs. As we can see, the obligation plan is an important tool in managing federal funds and provides critical information to RCTC on the need to develop contingency plans, such as loans between regions or project substitution, based on the target amount of federal funds that needs to be obligated during the fiscal year. Likewise, the plan allows Caltrans to monitor the rate of obligations, determine staffing needs, and develop contingency plans for use of any funds that may not be obligated at a statewide level. It is important to emphasize that agencies that submit their request for authorizations (RFA) by the established deadline of April 1st have better chances of obligating the programmed federal funds in the current fiscal year because usually there is enough Obligation Authority (OA) to approve federal obligations. Additionally, early obligation of the federal funds in the fiscal year helps our region to meet the OA target and prevents it from becoming available to other regions within the state; it may even help secure additional OA for Riverside County through the "August Redistribution." If the state as a whole does not use all of the OA, then the unobligated balance will return to the Federal Highway Administration (FHWA) for redistribution to other states that have obligated 100% of the OA. This is referred to as "August Redistribution." This opportunity allows states to obligate more federal funding than initially anticipated. RCTC understands that some projects simply can not obligate earlier than the schedule allows due to environmental or right of way certification issues, however, RCTC staff encourages agencies to obligate as early as possible in the federal fiscal year. Therefore, RCTC continues to request your active participation in keeping the FFY 2012/13 Obligation Plan updated throughout the end of the fiscal year. BACKGROUND INFORMATION: 2013 FTIP On February 4, 2013 RCTC staff presented updates to the 2013 FTIP and reported the approval of the 2013 FTIP federal conformity, as well as approvals for Formal Amendment No. 1 and Administrative Modification No. 2. Since the approval of the 2013 FTIP, SCAG has processed four Formal Amendments, three Administrative Modifications and one RTP Consistency Amendment. Currently, RCTC has participated in seven out of the eight amendments encompassing changes to 131 projects including Administrative Modification No. 8 submitted to SCAG on April 9, 2013. As noted on the 2013 FTIP Amendment Log Approval (attached), Formal Amendment No's 1 and 3 and Administrative Modification No's 2 and 5 have been approved.. Pending approval is 2012 RTP Consistency Amendment No. 4, Formal Amendment 6 and the most recently submitted Administrative Modification No. 8. Formal Amendment No. 7 is SCAG's lump sum listing for Job Access Reverse Commute (JARC) and New Freedom (NF) transit grant projects that include some of our non-profit Riverside County transit providers, currently undergoing Ca!trans and FHWA review. Anticipation of approval of Consistency Amendment No. 4 is end of June 2013. Formal Amendments No. 6 and 7 as well as Administrative Modification No. 8 are anticipated to be approved the end of April 2013.
