Main St. Payette, Idaho 83661 Phone (208) 642-4465 Fax (208) 642-1042 E-mail wdist65@primenet.com March 26, 1997 **NOTICE TO NORTH FORK & SOUTH FORK WATER USERS** This past irrigation season, water rights dated on or after 1938 were cut on July 23, 1996, due to a shortage of natural flow in the river necessary to deliver all water rights. Storage water was released from the reservoirs to allow existing diversions to continue to use water from the river, and this water was charged to the water users who continued diverting water after their water rights were cut. As natural flow in the river declined throughout the summer and fall, other water rights were cut in order to deliver the remaining natural flow to the older water rights on the river in priority of date of issuance, consistent with state water law. The Water District No. 65 Advisory Board, realizing that your addition to the accounting system happened late in the spring, voted to allow the 1996 irrigation season as a grace period for your use of storage water. You will not be charged for the storage water you used during the 1996 irrigation season. This year, however, you will be charged for storage water if you choose to use water from the river after your water right is cut. Storage water is charged through the Water District No. 65 Rental Pool, a method set up by the Idaho Legislature and the Idaho Water Resource Board to allow water users without storage space in the reservoirs to "rent" storage water (for one year) from water users who own storage space and "lease" that space to the Rental Pool. On average, the first water rights are cut on or about July 10`h - July 15t. This date has been as early as June 12`h, and as,late as July 28`h. I will send a letter notifying you of the date when natural flow declines and storage water is released to meet your water diversion. You may then decide to either rent storage. water from the Rental Pool at the rate of $2.95 per acre foot (about 1 _cubic foot per second for a 24-hour period) or reduce your diversion to natural flow levels for your water right. Some water rights are only partially cut, so it is important to call me when you receive the notice in order for me to estimate your storage water use and charges for the balance of the season. During dry years, it will be imperative that you contact this office prior to July 1 in order that enough storage water is set aside for your use. After July 1, any unrented storage water can be rented for salmon flow augmentation. On the back of this notice is an estimate of storage water use for 1996 and estimated cost for 1997 (assuming a comparable water year) for your water right. Many assumptions were made in calculating this amount and it is just an estimate, so it is important to communicate any facts about your water use (i.e.: record of dates of irrigations, number and size of sprinkler heads, number and size of siphon tubes, etc.) to me as soon as possible throughout the year in order that I may incorporate those facts into my accounting. The easiest way to accurately account for water use is the installation of an approved measuring device. If you have an open ditch -diversion from the river, a weir or flume could be installed to measure your daily diversion volume. If you pump from the river, we currently use power records provided by you and Idaho Power Company,_and by factoring in the size and conditions of your pump, we estimate water use for the season. In order for this method to be used, you must have a separate power meter for your pump. If you do not have a separate power meter for your pump, we need to make alternative arrangements at your earliest convenience. Another way to accurately measure. water diversion through a pump is by the installation of a flow meter. If you are interested in a measuring device in order to insure the accuracy of water use calculations, please contact me. The Water District will pay 50% of the cost of installing any approved measuring device, up to $10,000. Applications for cost -share are available through my office.
