RESOLUTION NO. 2019-07-02
A RESOLUTION AUTHORIZING THE EXPENDITURE FOR THE SUPERVISORY CONTROL
AND DATA ACQUISITION MASTER PLAN
THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
FRASER, COLORADO THAT:
1. The Town Board of Fraser, Colorado hereby authorizes the attached expenditures for
the Supervisory Control and Data Acquisition Master Plan with Browns Hill Engineering.

Consideration a resolution to fund and authorize Browns Hill Engineering to implement priorities
5-19 of the SCADA (Supervisory Control and Data Acquisition) Master Plan totaling $89,871.00.

STAFF RECOMMENDATION:
Authorize funding to execute priorities 5-19 of the SCADA Master Plan and authorize the
appropriate Town officer to expend said funds.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
2019 Capital Improvements Project funds are appropriated to upgrade the Town’s SCADA
communication system. The anticipated upgrades will make the Town’s current water
operations more robust and position the water system to grow with the town.
The original SCADA system was installed in 2001. The PLC (process logic control/computer
mother boards) and telemetry equipment were state of the art at that time. The technology at
that time was serial communications.
With the passage of time, the equipment has reached its end of life and technology has
rendered it obsolete. The current technology utilizes ethernet communications. Ethernet
communications has several advantages:
1) It allows direct site-to-site communications. Which is a significant improvement over the
current communications configuration. The current configuration requires clean line-of-
sight between sites and all communications to funnel through Town Hall and then
redirected to the final destination. Funneling all communications through the Town Hall
creates a potential single point of failure for the whole system. After the improvements,
sites will communicate directly via ethernet rather than relaying a line-of-sight message
through the Town Hall. This will alleviate communication alarms generated by things like
snow storms, tree growth, or new construction.
2) Ethernet communications allows for remote troubleshooting and maintenance of the
SCADA system. The current technology requires a Field Tech to travel to the site for all
system maintenance.
a. Maintenance cost will be reduced and response time improved by utilizing
ethernet communications
Upgrading the current system started in 2014 when the PLCs and touchscreens were replaced
at the Maryvale WTP and associated remote sites, as well as the Fraser WTP and Blue Zone
Tank.
The Fraser well sites have not been upgraded. The equipment at these sites is not capable of
communicating by ethernet. In addition, this equipment is at its end-of-life and will no longer be
supported by the manufacturer in 2021.
Browns Hill Engineering is the contractor of choice to complete the project. Browns Hill is the
Town’s system control engineer for both water and wastewater systems. They have first-hand
knowledge of our systems as they have been servicing the Town for two decades. Fraser will
realize efficiencies from using Browns Hill to complete these improvements.

The engineer’s estimate for the project is $89,871.00. The project funding includes contingency
amounts for a total of $100,000.00 which can be used towards unforeseen changes during
installation and programing.
Staff is recommending allocation of funds to execute priorities 5-19 of the SCADA Master Plan
allowing Browns Hill Engineering to complete hardware and programming communication
system upgrades to the Town’s water system.
