CITY COUNCIL
MINUTES
OCTOBER 7, 1986
INITIATION:
1. CALL TO ORDER:
Mayor Atkins called the regular meeting of the City Council to
order at 7:30 p.m., on Tuesday, October 7, 1986.
2 . The invocation was given by Rabbi Alan Lachtman, Temple Beth
David, 9677 Longden Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Atkins.
4. ROLL CALL:
Present: Councilmen - Froehle, Gillanders, Atkins
Absent: Councilmen- Dennis, Swain
Also Present: City Attorney Martin, Planning Director Shaw,
Parks and Recreation Director Kobett, Public
Works Coordinator Peterson and Julie Estrada of
the Temple City Times
Councilman Gillanders moved to excuse Councilmen Dennis and
Swain with cause, seconded by Councilman Froehle and unani-
mously carried.
Mayor Atkins welcomed to the meeting Scout Troop #167.
5. CONSENT CALENDAR:
Councilman Gillanders requested that item D. be removed from
the Consent Calendar for further discussion.
On motion by Councilman Gillanders, seconded by Councilman
Froehle, the remaining items on the Consent Calendar were
unanimously approved as recommended.
A. APPROVAL OF MINUTES - Regular Meeting of September 16, 1986
Approved as written.
B. RECOMMENDATIONS FROM PARKS AND RECREATION COMMISSION MEET-
ING OF SEPTEMBER 17, 1986
(1) REQUEST FOR RESERVED USE OF TENNIS COURTS TEMPLE
CITY TENNIS CLUB
Council approved the request of the Temple City Tennis
Club for use of the facilities and courts at Live Oak
Park for the year 1987 subject to the required Cer-
tificate of Insurance.
C. ACCEPTANCE OF WORK - SAFETY STRIPING SERVICE, INC. - RE-
PAINTING OF PAVEMENT MARKINGS AND STRIPING, SCHOOL MARK-
INGS, SELECT SYSTEM STREETS, MAINTENANCE AREAS 4, 5 AND 6
(1985 -86)
Council accepted the work performed by Safety Striping
Service, Inc.; authorized payment in the amount of $543.38
and payment of the 10% retention in the amount of $2,793.21
at the end of the 35 -day lien period; and authorized the
City Clerk to file a Notice of Completion.

E. AUTHORIZATION TO RE- APPROPRIATE PROPOSITION "A" FUNDS FOR
BUS STOP IMPROVEMENTS AND HANDICAPPED STUDENT TRANSPORTA-
TION
Council authorized appropriation of $210,066 additional
funds and amended the 1986 -87 adopted budget to reflect
$10,606 for handicapped student transportation and $199,460
for bus stop improvements made available through the Los
Angeles County Transportation Commission.
F. PLANNING COMMISSION ACTION - MEETING OF SEPTEMBER 23, 1986
Council received and filed memo from the Planning Commis-
sion outlining action taken at the Commission's meeting of
September 23, 1986.
G. ACCEPTANCE OF WATER SYSTEM - EXONERATION OF FAITHFUL PER-
FORMANCE BOND FOR TRACT 36735 LOCATED AT THE WESTERLY
EXTENSION OF KEY WEST STREET SOUTH AND WEST OF LA ROSA
DRIVE AND EAST OF ARDEN DRIVE
Council approved the work completed as required by the
Water System Agreement, and exonerated the bond in the
amount of $24,000.
H. ACCEPTANCE OF WORK - CALIFORNIA PAVEMENT MAINTENANCE
1986 -87 CHIP AND SLURRY PROJECT, MAINTENANCE AREAS 5 AND 6
Council accepted the work performed by California Pavement
Maintenance; authorized the City Clerk to file the Notice
of Completion; and authorized payment in the amount of
$159,054.11 and 1O% retention payment in the amount of
$17,672.68 at the end of the 35 -day lien period.
I. ACCEPTANCE OF BID - PAINTING HOUSE NUMBERS ON CURBS
Council accepted the low bid of Veteran's Addressing Serv-
ice in the amount of $19,250 for painting house addresses
on curbs, which will include glass beads.
J. RESOLUTION NO. 86 -2667: REQUEST FOR SB 821 FUNDS - SIDE-
WALK CONSTRUCTION
Council adopted RESOLUTION NO. 86 -2667, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE
APPLICATION FOR SB 821 BICYCLE AND /OR PEDESTRIAN FUNDS AND
CONFIRMING ADOPTION OF MASTER PLAN OF SIDEWALKS. The
City's allocation of SB 821 funds amount to $8,057.
K. RESOLUTION NO. 86 -2665: EMPLOYMENT OF PERSONNEL
Council adopted Resolution No. 86 -2665 appointing budgeted
personnel.
L. RESOLUTION NO. 86 -2666: WARRANTS AND DEMANDS
Council adopted Resolution No. 86 -2666 to pay bills.
D. ORDINANCE NO. 86 -594 (2ND READING) AN ORDINANCE AMENDING
AND /OR ADDING SECTIONS 9321, 9322 AND 9326 OF THE TEMPLE
CITY ZONING CODE PERTAINING TO TEMPORARY BANNERS AND SIGNS
Councilman Gillanders expressed concern that some merchants
may combine the two thirty -day periods together and this
was not what the Council desired with the adoption of
Ordinance 86 -594. He inquired of Cal Magro, the represen-
tative from the Chamber of Commerce, whether the Chamber
members had strong feelings as to when they may use their
thirty -day permit for banners.

Mr. Magro responded that it was important that the merchant
choose his own time frame since Christmas and
"Back -to- School" sales are so close together.
City Attorney Martin clarified the Ordinance by further
amending Section 9326 (2)(d) adding, "but in no event shall
any such sign exceed 30 days without at least a 30 -day
break ".
Councilman Gillanders Moved to waive further reading and
adopt ORDINANCE NO. 86 -594 as amended, AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING AND /OR
ADDING SECTIONS 9321, 9322 AND 9326 OF THE TEMPLE CITY
ZONING CODE PERTAINING TO TEMPORARY BANNERS AND SIGNS,
seconded by Councilman Froehle and unanimously carried.
6. UNFINISHED BUSINESS:
A. PUBLIC HEARING: ORDINANCE NO. 86 -593 (2ND READING), AN
ORDINANCE AMENDING AND /OR ADDING SECTIONS 5139C AND 4180 OF
THE TEMPLE CITY MUNICIPAL CODE AND SECTION 9455 OF THE
TEMPLE CITY ZONING CODE RELATING TO BUSINESS REGULATIONS
City Attorney Martin stated that the subject Ordinance was
adopted as an Urgency Ordinance and did receive the re-
quired four - fifths vote. As is customary with Urgency
Ordinances, it is brought before the Council for a second
reading in order that it may be readopted by the Council
without the urgency clause.
In the meantime, this has gone to the Planning Commission,
been approved and, therefore, it is recommended that Ordi-
nance No. 86 -593 be given second reading.
Mayor Atkins declared the public hearing open and invited
those wishing to speak in favor or against the Ordinance to
come forward.
As no one wished to address Council, Councilman Froehle
moved to close the public hearing, seconded by Councilman
Gillanders and unanimously carried.
Councilman Gillanders moved to waive further reading and
adopt ORDINANCE NO. 86 -593, AN ORDINANCE OF THE CITY COUN-
CIL OF THE CITY OF TEMPLE CITY AMENDING AND /OR ADDING
SECTIONS 5139C AND 4180 OF THE TEMPLE CITY MUNICIPAL CODE
AND SECTION 9455 OF THE TEMPLE CITY ZONING CODE RELATING TO
BUSINESS REGULATIONS AND PROVIDING FOR THE IMMEDIATE ENACT-
MENT THEREOF, seconded by Councilman Froehle and unani-
mously carried.
7. NEW BUSINESS:
A. PROPOSED NEW CIVIC CENTER PARKING LOT AT 5921 NORTH
KAUFFMAN AVENUE
City Council approved the plans and specifications from
Dwight French, Inc. for the new parking lot which will
contain 18 stalls including one handicapped stall, land-
scaped planters along the north wall and across the front
of the lot with trees and shrubs and a new 6 -foot wall
along the north property line. City staff was authorized
to solicit bids.

No one wished to address Council.

RECESS TO CRA:
At this time Council recessed to meet as the Temple City Commu-
nity Redevelopment Agency; approved the Minutes of their regu-
lar meeting of September 16, 1986; approved the Parking Lot
Lease Agreement between the CRA and the City of Temple City;
and adopted Resolution No. CRA 283: Warrants and Demands in
the amount of $1,220.92.
RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
None
11. MATTERS FROM CITY OFFICIALS:
A. Councilman Gillanders requested that Council draft a letter
to Congressman Carlos Moorhead expressing disappointment in
the present reciprocal trade agreement between the United
States and Japan. Councilman Gillanders advised that the
1950 agreement between the two countries stated that nei-
ther country would hold any unusual restrictions; however,
at this time Japan has barred approximately 9,000 American
products from their country. This would indicate a great
imbalance in the trade agreement. In view of the up- coming
election, Councilman Gillanders was interested in knowing
Congressman Moorhead's position and what he intends to do
about the present trade situation with Japan.
Council members agreed that Congressman Moorhead should be
contacted.
B. Mayor Atkins brought up Proposition J, the Jail Bond Meas-
ure, advising that there might be some misunderstanding of
the Proposition. Mayor Atkins explained that the funds
under this Proposition are to be appropriated for improve-
ments on existing jails in Los Angeles County and has
nothing to do with proposed new jails. He felt it was
important to mention since newspapers have not clarified
this fact.
12. ADJOURNMENT:
On motion by Councilman Gillanders, seconded by Councilman
Froehle, the meeting of the City Council adjourned at 7:50 p.m.
The next regular meeting of the City Council will be held on
Tuesday, October 21, 1986.
