MEMORANDUM DATE: December 5, 2017 TO: The Honorable City Council FROM: Bryan Cook, City Manager By : Cathy Burroughs, Director of Parks and Recreation ~ SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF NOVEMBER 15, 2017 RECOMMENDATION: The City Council is requested to receive and file the Parks and Recreation Commission actions from their meeting of November 15, 2017. BACKGROUND: On November 15, 2017, the Parks and Recreation Commission held their regularly scheduled meeting. ANALYSIS: Following is a summary of actions taken at the November 15, 2017 Parks and Recreation Commission meeting: 1. ROLL CALL: Present: Commissioner-Georgina, Rosso, Vance , Vice-Chairman Haddad, Chairman Baroldi Absent: Commissioner-None Excused : Commissioner-None 2. CONSENT CALENDAR The Parks and Recreation Commission approved the minutes of the October 18, 2017 meeting and received and filed the Monthly Report for October 2017 . City Council December 5, 2017 Page 2 of 3 3. PUBLIC HEARING A. APPEAL OF STAFF DECISION TO REMOVE A COAST LIVE OAK TREE LOCATED AT 6019 OAK AVENUE The Coast Live Oak tree located at 6019 Oak Avenue was recommended for removal due to hardscape damage and the presence of a very large limb hanging 4' 7" over the adjacent sidewalk. The Commission continued this item to a future meeting requesting additional information from staff including the specific right of way at that address. B. APPEAL OF STAFF DECISION TO REMOVE A COAST LIVE OAK TREE LOCATED AT 6023 OAK AVENUE The Coast Live Oak tree located at 6023 Oak Avenue was recommended for removal due to hardscape damage and the presence of a very large limb hanging 5' 6" over the adjacent sidewalk. The Commission upheld the appeal reversing staff's recommendation to remove the tree. 4. UNFINISHED BUSINESS A. SENIOR MASTER PLAN UPDATE The Parks and Recreation Commission received an update on the Senior Master Plan process from Commissioner Georgina. 5. NEW BUSINESS A. REQUEST FROM TEMPLE CITY AMERICAN YOUTH SOCCER ORGANIZATION (AYSO) FOR RESERVED USE OF THE ATHLETIC FIELD AT LIVE OAK PARK FOR ALL-STAR AND SPRING PRACTICES FEBRUARY 1-MAY31, 2018 The Commission approved the request. B. REQUEST FROM GREAT ENLIGHTENMENT LOTUS SOCIETY (GELS) FOR RESERVED USE OF THE PERFORMING ARTS PAVILION AND GRASS AREAS AT TEMPLE CITY PARK FOR A CHINESE NEW YEAR FESTIVAL ON SATURDAY, FEBRUARY 10,2018 The Commission approved the request. City Council December 5, 2017 Page 3 of 3 6. UPDATE FROM PARKS AND RECREATION DIRECTOR A. The Commission received the Parks and Recreation Director's Report for November 2017. CITY STRATEGIC GOALS: Approval of the Commission actions of November 15, 2017 furthers the City's Strategic Goal of Citizen Education and Communication. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2017-18 City Budget.
