Permit Required for Solicitors With the arrival of warm weather and longer daylight hours comes complaints of unwanted peddlers in our residential neighborhoods soliciting goods or services. The Medina and Loretto city ordinances require solicitors to obtain a permit from the Cities prior to selling products door to door. If you have a solicitor come to your door, ask them for their City permit. If they don’t have proof of a permit send them away. If they refuse to leave call the police department. The ordinance also allows you to post your property with no solicitor signs. If they do come on your property, we can charge them with a violation of our ordinances. When a solicitor comes into City Hall for a permit, we will run a check for past criminal histories before the permit is issued. Just because they have a City permit it does not mean that the City endorses them or their products. As the saying goes, “buyer beware”. There are several exceptions to the ordinance. Regular route sales persons, sales to businesses, newspaper delivery, and nonprofit organization such as societies, associations or corporation solely of its members (ie. Boy Scouts, Girl Scouts, Lions.) If a nonprofit organization is out selling in our cities, they are required to notify the City of their intent to sell door to door. The City does not issue permits during road weight restrictions, other than for emergency utility situations. The restrictions are to protect our roads and to keep the cost of road repair down for all taxpayers. If you see them using a restricted road, please call 9-1-1 and report it. Help protect your roads! When will road weight restrictions be lifted? Board of Appeal & Equalization This meeting will be on Wednesday, April, 5, 2023 at 6:30 p.m. for the purpose of reviewing and correcting the 2023 assessed property values or property classifications in the City of Medina. More information on the steps necessary to appeal your estimated property values can be found on the website: www.medinamn.us/boa/ Public Works Page 2 April / May 2023 Annual Storm Water Pollution Prevention Program (SWPPP) Public Hearing—May 2nd The City of Medina will be holding a public hearing before the Medina City Council on Tuesday, May 2, 2023 beginning at 7:00 p.m. The purpose of the hearing is to receive public input on the adequacy of the City of Medina Storm Water Pollution Prevention Program (SWPPP). The City operates under a MS4 permit for stormwater control which is regulated by the Minnesota Pollution Control Agency. The City is required to hold an annual public hearing and apply for the permit every 5 years, which commenced again in 2019. The primary goal of the MS4 General Permit is to improve water quality by reducing pollutants in stormwater discharges from an MS4. Examples of stormwater infrastructure include curbs, ditches, culverts, stormwater ponds and storm sewer pipes. Public and private spaces contribute to urban stormwater pollution. While MS4 administrators control the public sources of stormwater pollution, it is also in the hands of private citizens to change the way they do small things that will have a dramatic effect on the quality of their favorite fishing spot or swimming beach. A copy of the Storm Water Pollution Prevention Program is available at Medina city hall. Any person wishing to express an opinion on this matter will be heard orally or in writing at the hearing. Simple Steps You Can Take: • Fertilize established lawns with phosphorous-free fertilizer and do not overspray fertilizer into the street. • Rake leaves and sweep grass clippings away from curbs. Clean curbs mean clean water. • When you wash your car or truck, direct water onto your lawn to soak up soap. • Find attractive alternatives to large, impervious driveways and sidewalks. • Direct your home’s gutters onto your lawn. Water that does not make it to the curb cannot carry pollutants to lakes and streams. • Do not participate in illicit discharge, such as chemical dumping. Source: https://www.pca.state.mn.us/sites/default/files/wq-strm4-01.pdf Pollution Prevention: Pet Waste The presence of pet waste in stormwater runoff has several implications for water quality with perhaps the greatest impact from fecal bacteria. The release of nutrients from the decay of pet waste promotes weed and algae growth, limiting light penetration and the growth of aquatic vegetation. This in turn can reduce oxygen levels in the water, affecting fish and other aquatic organisms. With the arrival of spring and warmer weather, we will be out enjoying the parks and trails. If you are headed out to one of the City parks or trails with your pets, please ensure they are on a leash. City Ordinance 515 requires that pets be contained or on a leash no longer than six feet in length. The ordinance also requires that pet owners clean up pet feces and dispose of the feces in a sanitary manner. Please do your part and pick up after your pets. What is an Illicit Discharge? Illicit Discharge is any discharge of pollutants or non-storm water materials allowed to enter the storm sewer system from overland flows or direct dumping of materials into a catch basin. Examples of Illicit Discharge: Sand and Dirt from construction sites washing into drains, Dumping Toxic Chemicals into drain, Chemical and Fuel Spills, overuse of Fertilizers and Pesticides, and Trash not picked up allowed to go into drains. Cates Industrial Park – east of Willow Dr, north of Chippewa Rd – Oppidan Investments has requested approvals for a 2-lot warehouse development with a total of approximately 310,000 square feet. The City Council previously granted conditional approval of a Comprehensive Plan Amendment to designate the property for business development. The Planning Commission held a public hearing at the March 14 meeting and the City Council is scheduled to review on April 4. 3844 Linden Dr E PUD Amendment – Joe McCusker has requested an amendment to the design standards of the Medina Highlands Planned Unit Development (PUD) to permit a deck addition to the side of their twinhome. The design standards of the PUD anticipated decks on the rear of the buildings. The Planning Commission is scheduled to hold a public hearing at the April 11 meeting. 1225 Maplewood Concept Plan – 1225 Maplewood Dr – John and Lisa James have submitted a concept plan for a 3-lot subdivision south of Maplewood Dr and west of Keller Rd. A hearing will be scheduled when complete, potentially at the April 11 or May 9 Planning Commission meeting. Building Permits: Tips for Success It may not look like it, but spring will be here soon! If you are preparing for an outdoor home improvement project this year, here are a few things to keep in mind. Apply for permit at least two weeks prior to work. Submit permit applications for work that you will be doing or ensure that the hired contractor obtains the necessary permits prior to starting the work. Allow two weeks to complete plan review for projects that require it. Projects that require plan review: Decks, Basement Finish, Additions, Accessory Buildings Over 200 square feet, Remodel Projects that require permits, but no plan review: Re-roof, Re-side, Window Replacement (within the same opening, Furnace, A/C, Water Heater Replacement, Water Softener Ensure inspections are completed. When issued, a permit will include a card describing required inspections. Make sure to schedule inspections or to verify that your contractor has completed all inspections. This includes permits that don’t require plan review such as re-roofs, water heater replacement, or furnace and A/C replacement. This is especially important if you plan to sell your home. Home buyers often inquire on the permit history of a home, and it is important for the permits to have an inspection that shows that the work was reviewed for compliance with the building code. Verify your contractor is licensed. When hiring a contractor, verify that they are licensed with the State of Minnesota. Licensing information is available on the Department of Labor and Industry website (dli.mn.gov/). Select “Check a License or Registration” and search for the contractor’s name.
