CRA 90 -413 A RESOLUTION OF THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY ADOPTING A DESIGN FOR DEVELOPMENT FOR THE NORTHWEST CORNER OF ROSEMEAD BOULEVARD AND BROADWAY WHEREAS, the TEMPLE CITY COMMUNITY REDEVELOPMENT. AGENCY ( "Agency ") is carrying out a Redevelopment Plan adopted for the Rosemead Boulevard Redevelopment Project ( "Project "); and WHEREAS, Section 521 of the Redevelopment Plan authorizes the establishment of Design for Development for areas within the Redevelopment Project; and WHEREAS, the Agency has considered the adoption of a Design for Development for retail commercial uses for the Site on the northwest corner of Broadway and Rosemead Boulevard within Block "B" of the Project Area; and WHEREAS, the Agency has conducted a public hearing on the Design for Development after published notice and notice mailed to the property owners. NOW, THEREFORE, the Agency hereby resolves as follows: SECTION 1. The Design for Development attached hereto and made a part hereof as Exhibit "A" is approved as the guide for development of the portion of the Project Area shown in the Design for Development. SECTION 2. The Agency Secretary shall certify to passage and adoption of this resolution and the same shall thereupon take effect and be in force. SECTION 3. The adoption of this Design for Development is not a determination to acquire any real property within the area as shown on Exhibit "B ". ADOPTED AND APPROVED this 21st day of August, 1990. CRP, 90 -413 PAGE 2 ATTEST: APPROVED AS TO FORM: Agenc I hereby certify that the foregoing Resolution, Resolution No. CRA 90 -413 was duly adopted by the Temple City Community Redevelopment Agency at a regular meeting held on the 21st day of August, 1990, by the following vote: AYES: Member- Froehle,Manning,Wilson,Breazeal NOES: Member -None ABSENT: Member - McGowan Agency Secreta 1 1 1 1 1 DESIGN FOR DEVELOPMENT FORMER SHELL SERVICE STATION SITE The subject site is located at the northwest corner of Broadway and Rosemead Boulevard within Block "B" of the Rosemead Boulevard Redevelopment Project Area. The site was previously occupied by the Shell Service Station. The site consists of two independ- ently owned lots which are zoned C -3. The following parameters shall serve as development guidelines for the subject site: - The subject site, which consists of two independently owned lots, shall be developed as a single site. - Any new development shall be consistent with the character and nature of existing improvements within Block "B ". - Development shall be limited to single story structure(s), consistent with other single story buildings within Block "B ". - Plans for the subject site shall "address" the corner location so as to create an aesthetically pleasing development at this key intersection. - At least 10% of the site shall be improved with appropriate landscaping. - Curb cuts providing ingress and egress from Rosemead Boulevard and Broadway shall be located so as to minimize possible traf- fic interference. All proposed curb cuts shall be reviewed and approved by the City's Traffic Engineer. - Parking shall be provided on the subject site as required by the Zoning Code. The site shall be self- contained from the perspective of providing all required parking; no "credit" is available from the abutting parking lot which currently serves the center. - Permitted use of the property shall consist of the following: * Retail uses * Financial institutions, including banks * Family restaurant use (no drive -thru or fast food establishments) Ingress and egress to the site is of prime importance in evaluat- ing any proposed development; therefore, uses with a high con- centration of ingress and egress traffic movements should be discouraged.
