CALL TO ORDER The General Plan Advisory Committee (GPAC) meeting was called to order at 7:30 p.m. 2. ROLL CALL PRESENT: Members – Bustamante, Guan, Huang, Kwan, Liou, Pedraza, and Vance ABSENT: Members – Acenas EXCUSED: Members – Santucci ALSO PRESENT: Planning Manager Scott Reimers; Community Development Director Michael D. Forbes; and PlaceWorks Consultants Woodie Tescher and Nicole Morse 3. PUBLIC COMMENTS ON ITEMS LISTED AND NOT LISTED ON THE AGENDA None. 4. APPROVAL OF MINUTES Ms. Liou made a motion to approve the minutes. Ms. Pedraza seconded the motion. The minutes were approved unanimously. 5. RECOMMENDATION TO THE CITY COUNCIL ON THE MID-CENTURY GENERAL PLAN, CROSSROADS SPECIFIC PLAN, AND FINAL ENVIRONMENTAL IMPACT REPORT (EIR) Planning Manager Reimers gave a presentation to the GPAC regarding the proposed Mid-Century General Plan Update, the Crossroads Specific Plan, and the EIR. Mr. Jim LeBerthon, asked whether the General Plan, if approved by the City Council, could be vetoed by the State legislature. Mr. Reimers stated that the State only reviews and approves the Housing Element of the General Plan and that the Housing Element is not a part of this update. Ms. Kwan noted that the State Housing and Community Development Department did not provide comment on the EIR. Ms. Kwan closed the public comment period. Ms. Guan asked how second units were being handled in the General Plan Update. Mr. Reimers responded that the State’s recent actions on second units or General Plan Advisory Committee Minutes October 23, 2017 Page 2 of 2 accessory dwelling units were adopted after the Draft General Plan was prepared. The State’s actions would not affect the General Plan as the legislation stated that accessory dwelling units shall not be counted toward calculating density. Further the City has adopted an accessory dwelling unit ordinance, which the Committee can recommend changes to when it begins the Zoning Code Update. Ms. Guan sought clarification on the City’s existing overnight parking permit program and how that would be affected by the new Specific Plan. Mr. Reimers explained that residents of new units in the Specific Plan area would not be issued an overnight parking permit. Ms. Liou made a motion to recommend that the City Council (1) Certify the Final EIR (Attachment 1) and (2) Adopt the Mid-Century General Plan (Attachment 2) and Crossroads Specific Plan (Attachment 3) as modified in Attachment 4. Mr. Bustamante seconded the motion. The motion passed unanimously. 6.
