Recomm endation: Approve Item s A through F per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of November 21, 2017; and 2. Minutes of the Regular City Council Meeting of November 21, 2017. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of November 14, 2017. Recommendation: Receive and file. C. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of November 15, 2017. Recommendation: Receive and file. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1026 AMENDING TITLE 4 AND 9 OF THE TEMPLE CITY MUNICIPAL CODE TO ADOPT REGULATIONS ON UNATTENDED COLLECTION BOXES AND OTHER COLLECTION AND RECYCLING FACILITIES The City Council is requested to adopt Ordinance No. 17-1026 which will set standards regulating unattended collection boxes, collection and recycling facilities, and material recycling plants. Recommendation: The City Council is requested to adopt and waive further reading of Ordinance No. 17-1026 amending Title 4 and 9 of the Temple City Municipal Code to adopt regulations on unattended collection boxes and other collection and recycling facilities. E. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND FACILITIES FOR THE 2018 CAMELLIA FESTIVAL City Council Agenda December 5, 2017 Page 3 of 7 The City Council is requested to review and approve the requests from the Temple City Camellia Festival for City support of the 2018 Camellia Festival. Recommendation: 1. Authorize use of streets and facilities including temporary parking bans and street closures for the festival and parade as identified in the attached letter from the Camellia Festival to the City Manager; 2. Approve consumption of alcohol in Temple City Park, pursuant to Section 4- 4-0 of the Temple City Municipal Code (TCMC); 3. Authorize Bingo in Temple City Park, pursuant to Section 4-1F of the TCMC and waiver of the $50 license fee; 4. Authorize sponsor banners in Temple City Park, pursuant to Section 3-5D-10 of the TCMC; 5. Authorize placement of banners and yard signs in certain medians, pursuant to Section 9-1L-3; C of the TCMC; and 6. Authorize certain local community organizations, to sell food, patches, etc. along the parade route. F. ADOPTION OF RESOLUTION NO. 17-5300 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5300 authorizing the payment of bills. Recommendation: Adopt Resolution No. 17-5300. 8. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO. 17-5298 CERTIFYING THE ENVIRONMENTAL IMPACT REPORT FOR THE MID- CENTURY GENERAL PLAN UPDATE AND THE CROSSROADS SPECIFIC PLAN; ADOPTION OF RESOLUTION NO. 17-5299 ADOPTING THE MID-CENTURY GENERAL PLAN UPDATE; AND INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1029 ADOPTING THE CROSSROADS SPECIFIC PLAN The Draft General Plan provides a vision of how Temple City will be in 2050. The Specific Plan is the main method of accomplishing the General Plan’s goal of preserving single-family neighborhoods and directing growth to arterial streets and intersections. The Draft Environmental Impact Report provides an analysis of the environmental impacts of the General Plan and Specific Plan. City Council Agenda December 5, 2017 Page 4 of 7 Presenter: Community Development Director Recommendation: 1. Adopt Resolution No. 17-5298 (Attachment “A”) certifying the Environmental Impact Report (EIR) (Attachment “B” and “C”) for the Mid-Century General Plan Update (“General Plan”) and the Crossroads Specific Plan (“Specific Plan”) and adopting a Mitigation Monitoring and Reporting Program (Attachment “D”), and Findings of Fact and Statement of Overriding Considerations (Attachment “E”); 2. Adopt Resolution No. 17-5299 (Attachment “F”) adopting the Mid-Century General Plan update (Attachment “G”) including the recommended changes (Attachments “H” and “I”); 3. Introduce for first reading by title only and waive further reading of Ordinance No. 17-1029 (Attachment “J”), adopting the Crossroads Specific Plan (Attachment “K”) including the recommended changes (Attachments “L” and “M”) and adding Part 6 to Title 9, Chapter 1, Article N of the Temple City Municipal Code; 4. Waive further reading of Ordinance No. 17-1029; 5. Schedule the second reading of Ordinance No. 17-1029 for December 19, 2017; and 6. Direct staff to file a Notice of Determination with the Los Angeles County Recorder. 9. UNFINISHED BUSINE SS A. ORDINANCE NO. 17-1030 AUTHORIZING THE CITY OF TEMPLE CITY TO ENTER INTO A JOINT POWERS AGREEMENT FOR LOS ANGELES COMMUNITY CHOICE ENERGY AUTHORIZING THE IMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION PROGRAM The City Council will consider a joint power agreement with the Los Angeles Community Choice Energy (LACCE) Program. The purpose of LACCE is to purchase power and sell it to customers. LACCE provides customers with an alternative to purchasing power from Southern California Edison. The City Council is requested to consider Ordinance No. 17-1030, authorizing the City of Temple City to enter into a Joint Powers Agreement (JPA) for Los Angeles Community Choice Energy (LACCE) authorizing the implementation of a Community Choice Aggregation Program; and 2.
