A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of Special City Council Meeting of October 17, 2017;
2. Minutes of Regular City Council Meeting of October 17, 2017; and
3. Minutes of Special City Council Meeting of October 25, 2017.
Recomm endation: Approve.
B. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Parks
and Recreation Commission Meeting of October 18, 2017.
Recommendation: Receive and file.
C. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of October 10, 2017.
Recommendation: Receive and file.
D. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of October 25, 2017.
Recommendation: Receive and file.
E. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON

City Council is requested to relax the enforcement of overnight parking
restriction from 12:00 midnight on Sunday, December 17, 2017 to 11:59 p.m. on
Monday, January 8, 2018.

F. SECOND AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT
Approval of the Second Amendment to City Manager’s Employment Agreement
will grant the City Manager a 2% cost of living adjustment.
Recommendation: Approve the Second Amendment to the City
Manager’s Employment Agreement.
G. ADOPTION OF RESOLUTION NO. 17-5294 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 17-5294 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 17-5294.
8. PUBLIC HEARING
A. CONTINUED HEARING ON APPLICATION FOR FORTUNE TELLER PERMIT
SUBMITTED BY C&C CRYSTAL ADVISORS
The City Council opened the public hearing on October 17, 2017, to consider a
request for a fortune teller permit. At the applicant’s request, the City Council
continued the hearing to November 7, 2017.

Recommendation: Continue holding the public hearing opened on
October 17, 2017, regarding a fortune teller
permit, to take public testimony on the item, and
after having received all relevant evidence to
deny the application for the reasons set forth in
full below.
B. FIRST READING AND INTRODUCTION OF ORDINANCE NO. 17-1027
AMENDING TITLE 3, CHAPTER 4, ARTICLE D OF THE TEMPLE CITY
MUNICIPAL CODE RELATIVE TO TREE PRESERVATION AND
PROTECTION

The proposed ordinance amendment will clarify sections of the Temple City
Municipal Code in regards to tree removal appeals and bring the code into
compliance with recent City Council policies regarding public and private trees
and sidewalks.

Recommendation:
1. Introduce Ordinance No. 17-1027 for first readying by title only, amending
Sections 3-4D-7, 3-4D-10:D, and 3-4D-11 of the Temple City Municipal
Code;
2. Waive further reading of Ordinance No. 17-1027; and
3. Schedule the second reading of Ordinance No. 17-1027 for November 21,
2017.

10. NEW BUSINESS
A. DIRECTION REGARDING DEPLOYMENT OF AUTOMATED LICENSE PLATE
RECOGNITION (ALPR) CAMERA SYSTEM AND PARTICIPATION IN THE
RING REBATE PROGRAM
In continuing the City’s effort to reduce crime, City Council is requested to
consider implementation of ALPR camera systems and Ring rebate program.
Presenter: Public Safety Supervisor
Recommendation:
1. Provide direction regarding the deployment of Automated License Plate
Recognition (ALPR) camera systems and participation in the Ring Rebate
Program;
2. Approve a budget amendment in the amount of $4,650 for the ALPR camera
systems; and
3. Approve a budget amendment in the amount of $20,000 and authorize the
City Manager to pursue a partnership agreement with Ring.
