Mayor Sternquist called the City Council Regular Meeting to order at 7:42 p.rn. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember-Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember-None ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo 3. INVOCATION Reverend Elie Elbayadi, Temple Sheriff's Station, provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A. DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION Mayor Sternquist proclaimed October Domestic Violence Month. B. BREAST CANCER AWARENESS MONTH PROCLAMATION Mayor Sternquist proclaimed October Breast Cancer Awareness Month. C. SENIOR MASTER PLAN UPDATE Parks and Recreation Commissioner Donna Georgine provided an update on the Senior Master Plan. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Peter Choi, Temple City Chamber of Commerce President/CEO, announced upcoming Chamber events. City Council Minutes October 17, 2017 Page 2 of 8 Lucy Liou, Temple City resident, announced the upcoming Neighborhood Watch meeting and the Red Cross blood drive. 7. CONSENT CALENDAR Councilmember Chavez made a motion to approve the Consent Calendar Items. Seconded by Council member Fish and carried by the following votes: AYES: NOES: Councilmember-Chavez, Fish, Yu, Man, Sternquist Councilmember-None ABSTAIN: Councilmember-None ABSENT: Councilmember-None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of Special City Council Meeting of October 3, 2017; and 2. Minutes of Regular City Council Meeting of October 3, 2017. Action: Approved. B. EXTENSION TO THE ANNUAL SERVICE AGREEMENT WITH THE TEMPLE CITY CHAMBER OF COMMERCE To ensure that there is no disruption to the services currently being provided by the Chamber, the City Council is requested to consider approval of an amendment to the FY 2016-17 Annual Service Agreement with the Chamber, with the same terms, to cover the entirety of Fiscal Year 2017-18. Action: 1. Approved an extension of the Annual Service Agreement with the Temple City Chamber of Commerce (Chamber), covering the term of July 1, 2017 through June 30, 2018, ratify the work that has been done since July 1, 2017; and 2. Authorized the City Manager to execute an amendment to the existing agreement to extend the agreement for the duration of the Fiscal Year 2017-18. C. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. City Council Minutes October 17, 2017 Page 3 of 8 D. ADOPTION OF RESOLUTION NO. 17-5291 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5291 authorizing the payment of bills. Action: Adopted Resolution No. 17-5291. 8. PUBLIC HEARING A. HEARING ON APPLICATION FOR FORTUNE TELLER PERMIT SUBMITTED BY C&C CRYSTAL ADVISORS The City Council is requested to hold a public hearing regarding C&C Crystal Advisor's application to open a fortune telling, sales of crystals, and miscellaneous items business. Community Development Director Forbes informed City Council that C&C Crystal Advisors has requested to continue their business license application hearing to a future meeting. Mayor Sternquist opened public hearing. Lynd, C&C Crystal Advisors representative, presented City Council with a packet of information for their review and made a request to continue the business license application hearing to a meeting in November. Patricia Delgado, a member of the public, shared that she received a reading on August 31 from Chloe with C&C Crystal Advisors. Steve Stafford, Temple City resident, spoke against continuing the public hearing. Hearing no further request to speak, Mayor Sternquist closed public hearing. City Council asked questions and made comments regarding the request to continue the public hearing. Councilmember Chavez made a motion to grant C&C Crystal Advisors' request to continue the public hearing to November 7. UNFINISHED BUSINESS-None 10. NEW BUSINESS A. POTENTIAL USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR ECONOMIC DEVELOPMENT The City Council requested staff to look at West Covina's CDBG Program focusing on economic development. West Covina used CDBG funds to assist with bringing in a popular regional bakery. Community Development Director Forbes gave a brief summary of the staff report. City Council made comments and asked questions regarding City's CDBG funds balance and the use of the funds for City's Housing Improvement Program. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Councilmember Chavez made a motion directing staff to look further into what other programs the City can use CDBG funds for, in addition to housing improvement and economic development. Seconded by Councilmember Fish and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Fish, Yu, Man, Sternquist Councilmember-None Councilmember-None Councilmember-None City Council also directed staff to report on the accomplishment of City's housing improvement program in the first or second week in November. B. STRATEGIC PLAN UPDATE The purpose of the Strategic Plan is to organize and prioritize the City's work. Updating the Strategic Plan will allow City Council to review previously established targets and goals and improve City programs. City Manager Cook gave an overview of the staff report. City Council made comments and asked questions regarding the Strategic Plan and the updating process. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. City Council Minutes October 17, 2017 Page 5 of 8 Councilmember Fish made a motion directing staff to schedule Strategic Plan Study Sessions for City Council to discuss the Strategic Plan. UPDATE FROM CITY MANAGER City Manager Cook informed City Council that staff has requested notification from City of El Monte when an application for medical marijuana distribution and cultivation facility is presented to their City Council for consideration. He also announced the grand opening of the City's parking lot at 5800 Temple City Blvd. this Friday. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail gave an overview on Senate Bill 649 and various other legislations relating to affordable housing. 14. PUBLIC ARTS COMMISSION AD HOC COMMITTEE (Councilmember Chavez and Mayor Pro Tern Man)-Formed 8/2/2016 No report. G. LIBRARY CONSTRUCTION AD HOC COMMITTEE (Councilmember Fish and Mayor Sternquist)-Formed 4/4/2017 Councilmember Fish reported on the Los Angeles County Library Commission meeting on October 16 relating to the Temple City Library Renovation project. Mayor Sternquist commented on the conversation the ad hoc members had with the Los Angeles County Library Commission regarding the City raising funds for public arts in the library. Councilmember Chavez left the meeting at 9:25 p.m. and returned to the meeting at 9:27 p.m. H. FACILITIES OPTION FOR RECREATION PROGRAM AD HOC COMMITTEE (Councilmember Fish and Mayor Sternquist)-Formed 4/4/2017 No report. I. FIREWORKS AD HOC COMMITTEE (Councilmember Fish and Mayor Pro Tern Man)-Formed 9/5/2017 Mayor Pro Tern Man reported out on the Ad Hoc Committee's meeting on October 6. The Ad Hoc Committee directed staff to reach out to neighboring cities that have banned the use of fireworks for their input, to solicit feedback from local non-profit organizations on how banning sale and use of safe and sane fireworks may affect them, and find the connection between banning safe and sane fireworks and use of illegal fireworks. Staff will report their findings to the Ad Hoc Committee in November. 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. MAYOR PROTEM MAN Recognized Parks and Recreation staff for the recent Car Show and commented on the sessions he attending at the California Joint Power City Council Minutes October 17, 2017 Page 7 of 8 Insurance Authority (CJPIA) Risk Management Educational Forum. He also shared that City's Human Resources Analyst, Karen Johnson, was nominated as a finalist for the CJPIA's Capstone Award. B. COUNCILMEMBER CHAVEZ-None C. COUNCILMEMBER FISH Commented on the Senior Master Plan update presented by Parks and Recreation Commissioner Georgina. D. COUNCILMEMBER YU -None E. MAYOR STERNQUIST Shared that the Foothill Transit is trying out a pilot program where they provide Dial-A-Ride and fixed route services for City of Duarte. She suggested that staff reach out to City of Arcadia and see how we can combine services and try out this program. 16. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES-None 17. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 9:41 p.m., the City Council recessed to the Successor Agency Meeting. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 9:42 p.m. with all Councilmembers present. 18. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, commented on the mixed use project on Temple City Boulevard, curb address painting, and City's entrance sign on Las Tunas Drive before Baldwin Avenue. 19.
