Forbes, AICP, Community Development Director By: Jennifer Venters, Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS-MEETING OF OCTOBER 10,2017 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Commission) actions from their meeting of October 10, 2017. BACKGROUND: On October 10, 2017, the Commission held their regularly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the October 10, 2017 meeting: 1. ROLL CALL: Present: Absent: Excused: Commissioner-Haddad, Lee, O'Leary, Chair Marston Commissioner-None Commissioner-Vice-Chair Cordes 2. CONSENT CALENDAR The Commission approved the minutes from their regular meeting of August 22, 2017. 3. PUBLIC HEARING City Council November 7, 2017 Page 2 of 3 A. A ZONING CODE AMENDMENT PERTAINING TO THE REGULATION OF UNATTENDED COLLECTION BOXES, REVERSE VENDING MACHINES, AND COLLECTION FACILITIES The Commission recommended that the City Council approve an ordinance to regulate unattended collection boxes, reverse vending machines, and collection facilities. Staff currently enforces these facilities through the City's public nuisance ordinance (Section 4-2C), however, contacting these operators is very difficult and often ineffective as the boxes are oftentimes relocated to a nearby location without the property owner's permission. The proposed Ordinance seeks to remedy this situation by creating a permit process which would require the property owner's permission, a special permit, and a clear list of operational, maintenance, and locational standards. B. A ZONING CODE AMENDMENT PERTAINING TO SERIES 2 CODE AMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1 (ZONING CODE) The Commission continued the Series 2 Code Amendments of Title 9 to a date uncertain to allow staff to conduct additional research. 4. UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6. COMMUNICATIONS-None 7. UPDATE FROM THE PLANNING MANAGER Planning Manager Reimers announced that the Commission will consider 2-3 items on October 24, the General Plan will be presented November 14, and that building plans have been submitted for building plan check for the Terraces at Temple City. 8. ADJOURNMENT The Commission meeting was adjourned at 8:10p.m. CITY STRATEGIC GOALS: Reviewing the Commission actions of October 10, 2017, furthers the City's Strategic Goals of Citizen Education and Communication.
