MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: November 7 , 2017 TO : The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi , Public Safety Supervisor SUBJECT: DIRECTION REGARDING DEPLOYMENT OF AUTOMATED LICENSE PLATE RECOGNITION (ALPR) CAMERA SYSTEMS AND PARTICIPATION IN THE RING REBATE PROGRAM RECOMMENDATION: The City Council is requested to : 1. Provide direction regarding the deployment of Automated License Plate Recognition (ALPR) camera systems and participation in the Ring Rebate Program ; 2 . Approve a budget amendment in the amount of $4 ,650 for two ALPR camera systems ; and 3 . Approve a budget amendment in the amount of $20 ,000 and authorize the City Manager to pursue a partnership agreement w ith Ring . BACKGROUND: On September 19 , 2017 , the City Council unanimously voted to approve the City's membership in the Taking Back Our Community (TBOC) Coalition . ANALYSIS : Over the past two years , Temple City has experienced an increase in burglaries and thefts . In response to th e increase in crimes , Temple City , along with several other communi ti es , joined the TBO C Coa lition . In continuing our efforts to reduce crime , staff is proposing implementati o n of two programs: 1) ALPR camera systems and 2) Ring reba te program . City Council November 7, 2017 Page 2 of 4 Automated License Plate Recognition (ALPR) Camera System Automated License Plate Recognition (ALPR) camera systems are currently be ing used by numerous law enforcement agencies throughout Los Angeles County and the nation to automatically capture images of vehicle license plates . The system consists of cameras which capture the license plate image of passing vehicles . All information gathered is uploaded into a central , secure database that is shared by all participating loca l law en forcem ent agenc1es . The information is separated into "Hotlists" with the following categories : Amber Alerts Dedicated to vehicles whi ch fit the criteria for an Active Amber Al ert Bellflower SCOFFLAW This database is specific to the City of Bellflower and is used to track vehicles with delinquent parking citations in the city California Sex and Arson Registry (CSAR) Contains all vehicles belonging to persons in the CSAR database who are sex offenders or arsonists within the State of California Felony Wants Contains Felony Wants in the State of California Los Angeles County Warrants Includes all Los Angeles County warrants ($25 ,000 or higher) linked to vehicles Lost or Stolen Plates Includ es all lost or stolen plates in the State of California 's Department of Justice (DOJ) database Stolen Vehicles Includes all stolen vehicles in the DOJ database Missing Persons Includes all persons who have been reporte d missing within the Los Angeles County's database The system can be monitored by field units and it alerts deputies to any felony , stolen , or wanted vehicles . When the system h its on a vehicle , it will display a color photograph of the vehicle , a c lose-up photograph of the license plate , and a brief explanation of the hit on the ALPR display. Field units immed ia tely confirm the hit and coordinate the appropriate response . Staff is proposing deployment of two ALPR systems, one on a patrol vehicle and the other on a vehicle assigned to th e Temple City Special Assignment Team . If the City City Council November 7 , 2017 Page 3 of 4 Council chooses to move forward with t he installation of an ALPR system on one or more ve hi cles , th e Sherriff's Department will amend our current contract to include the ALPR systems. Once th e contract is approved , they wi ll beg in insta ll ing the systems. The units wi ll be de ployed until June 30, 2018 . If th e City Council wishes to extend the dep loyment period, it can be in cl ud ed in dis c uss io n and preparation of the Fiscal Year (FY) 2018-19 City Budget. Ring Rebate Program Se vera l age ncies and m uni cipalities across the U.S. have partnered with Ring , with the goa l of reducing c rime in neighborhoods . Local ly , the Cities of Arcadia, Commerce , La Canada Flintridge , Los Angeles (LAP D), Rancho Palos Verdes and Redondo Beach have partnered w ith Ring to install Ring V ideo Doorbe lls w ith in their communities . The partnerships provides residen ts with an opportunity t o take the next step in crime prevention . In 2 015 , Ring partn ere d with LAPD to launch a pilot program called Ring Neighbo rh oods , in the Wilshire Par k ne ighb o rh ood (Atta chmen t "A "). 10 % of the homes in th e area received a Ring Video Doorbell and after six mo nt hs , the ne ighborh ood expe rien ce d a 55 % re ducti o n in reside ntia l burglaries . Staff is propos in g a partn ers hi p w ith Rin g to implement a rebate program for Temple City residents . Under the program , th e City wou ld offe r a $50 subsidy toward any one (1) Ring Home Security Pro duct fro m th e approved list of products . Ring will provide an additi o nal $50 discount, further red uci ng the cost to residents . O nce an agreeme nt is s ign ed , Ring wil l provide the City with a l ist of one-t ime promotional codes , whi c h can be given t o Temp le City reside nts for us e when City Counc il November 7 , 201 7 Page 4 of 4 purchasing a Ring Home Security Product online via the company's website www.ring .com . In order to ensure the code is provided to qualified residents , Temple City residents wi ll have to contact the program admin istrator (i.e ., Pub lic Safety Supervisor) to receive the code . T he rebate program w i l l be available to verified Temp le City residents on a first-come, f ir st-served basis . Additionally , Ring will provide two standard disco unt codes for t he purchase of addi t iona l secu rity products and accessories . CITY STRATEGIC GOALS : Approval to imp lement t he Automated License Pla te Recognition (A LPR ) camera sys tem and the Ri ng Rebate Program wou ld further t he C ity's strategic goals of Pub l ic Hea lth and Safety and Citizen Education and Communication . FISCAL IMPACT : ALPR Camera System Under our current contract with the Sheriff's Department, they can install an ALPR camera system on a patrol vehicle assigned to the City. The cost for an ALPR camera system is $4 ,650 per year, per vehicle, and is billed on a fiscal year calendar (FY 2017- 18). Installation takes approximate ly two to three months and billing for the system will be prorated and p laced in a suspended status until t he units are assigned to Temple Station and dep loyed in the f ie ld . T he prorated cost for an ALPR camera system is $2 ,325 per vehicle for the period of January 1, 2018 -June 30 , 2018 . If two ALPR camera systems are approved by City Council , a budget amendment in the amount of $4 ,650 will be necessary as funds have not been appropriated in the FY 2017-18 City Budget. R ing Rebate Program Staff is recommending an allocation of $20 ,000 (or 400 units) to the Ring Rebate Prog ram . When the City subsidies reach $20 ,000 , the program will end , unless additiona l funding is made ava il able . If the City Council approves part ici pation in the program , a budget amendment in t he amount of $20 ,000 will be necessary as funds have not been approp riated in the FY 2017-18 City Budget.
