There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. Recomm endation: Approve Item s A through H per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of November 7, 2017; 2. Minutes of the Regular City Council Meeting of November 7, 2017; and 3. Minutes of the Special City Council Meeting of November 14, 2017. Recomm endation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of October 24, 2017. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of November 8, 2017. Recommendation: Receive and file. D. BRIDGE PREVENTIVE MAINTENANCE PROGRAM COOPERATIVE AGREEMENT WITH THE COUNTY OF LOS ANGELES The City Council is requested to approve the proposed Bridge Preventive Maintenance Cooperative Agreement with the County of Los Angles as this would allow the eligible bridges in Temple City to be repaired using federal Highway Bridge Program funding. Recommendation: 1. Approve the Bridge Preventive Maintenance Program Cooperative Agreement with the County of Los Angeles; 2. Authorize the City Manager to execute the agreement; City Council Agenda November 21, 2017 Page 3 of 6 3. Approve a budget amendment for Fiscal Year (FY) 2017-18 to allocate $35,000 from Measure M fund balance; and 4. Approve a budget amendment to add Bridge Preventive Maintenance Program as a new Capital Improvement Project (CIP) in the FY 2017-18 City Budget (Street Construction/Maintenance Account No. 60-980-75-4810, CIP No. P18-07) with an allocation of $35,000 in Measure M funds. E. FISCAL YEAR (FY) 2017-18 CITY BUDGET – FIRST QUARTER BUDGET AMENDMENTS City Council is requested to approve various budgeted appropriations for the FY 2017-18 City Budget to ensure actual spending levels are within budgeted appropriations during the current fiscal year. Recommendation: Authorize staff to revise various budgeted appropriations for the FY 2017-18 City Budget. F. FIRST QUARTER FINANCIAL STATUS REPORT The City Council is requested to receive and file the First Quarter (i.e., July- September 2017) Financial Status Report. Recommendation: Receive and file. G. VISA CARD REPORT The City Council is requested to receive and file the Petty Cash Report. Recommendation: Receive and file. H. ADOPTION OF RESOLUTION NO. 17-5296 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 17-5296 authorizing the payment of bills. Recommendation: Adopt Resolution No. 17-5296. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1026 AMENDING TITLE 4 AND 9 OF THE TEMPLE CITY MUNICIPAL CODE TO ADOPT REGULATIONS ON UNATTENDED COLLECTION BOXES AND OTHER COLLECTION AND RECYCLING FACILITIES AND ADOPTION OF RESOLUTION 17-5295 TO ADOPT A RELATED PERMIT FEE City Council Agenda November 21, 2017 Page 4 of 6 Unattended collection boxes (UCB) are used by a variety of for-profit and non- profit organizations to collect previously used items for recycling reuse, or resale. The boxes are often placed on properties without the owner’s permission and often lead to property maintenance issues and act as an attractive nuisance. Presenter: Community Development Director Recommendation: 1. Introduce for first reading by title only and waive further reading of Ordinance No. 17-1026, amending Title 4 and 9 of the Temple City Municipal Code to adopt regulations for unattended collection boxes and other recycling and collection facilities; 2. Waive further reading of Ordinance No. 17-1026; 3. Schedule the second reading of Ordinance No. 17-1026 for December 5, 2017; and 4. Adopt Resolution No. 17-5295 amending the Master Fee and Fine Schedule for Fiscal Year 2017-18, to establish a new fee for UCB permits. 9. UNFINISHED BUSINE SS A. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1027 AMENDING TITLE 3, CHAPTER 4, ARTICLE D OF THE TEMPLE CITY MUNICIPAL CODE RELATIVE TO TREE PRESERVATION AND PROTECTION The City Council is requested to adopt the proposed ordinance which will clarify specific sections of the Temple City Municipal Code (TCMC) in regards to tree removal appeals and bring the TCMC into compliance with recent City Council policies regarding public and private trees and sidewalks. Presenter: Parks and Recreation Director Recommendation: Waive further reading and adopt Ordinance No. 17-1027 amending sections 3-4D-7, 3-4D-10:D, and 3-4D-11 of the Temple City Municipal Code relative to tree preservation and protection. B. LOS ANGELES COMMUNITY CHOICE ENERGY PROGRAM UPDATE This report provides an update on the status of the Los Angeles Community Choice Energy (LACCE) program and addresses questions raised by the City City Council Agenda November 21, 2017 Page 5 of 6 Council at the meeting of September 17, 2017. Presenter: Community Development Director Recommendation: Direct staff to continue monitoring the progress of the Los Angeles Community Choice Energy program and to report back to the City Council in six months. 10.
