Forbes, AICP , Community Development Director By : Jennifer Venters , Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF OCTOBER 24, 2017 RECOMMENDATION: The City Counci l is requested to receive and fi le the Planning Commission (Commission) actio ns from the ir meeting of October 24 , 2017 . BACKGROUND: On October 24 , 2017, th e Commission held their regularly scheduled meeting . ANALYSIS : The follow ing is a summary of actions taken at the October 24 , 2017 meeting : 1. ROLL CALL: Presen t: Commissioner-Lee , O'Leary , Vice-Chair Cordes , Chair Marston Absent: Commissioner-None Excused : Co mmi ssioner-Haddad 2 . CONSENT CALENDAR The Commissio n approved the minutes from their regu lar meeting of October 10 , 2017 . 3. PUBLIC HEARING City Council November 21 , 2017 Page 2 of 3 A. A CONDITIONAL USE PERMIT TO ALLOW A RESTAURANT , SHIKI SEAFOOD BUFFET, TO SERVE BEER AND WINE ; THE EXISTING 12 ,946 SQUARE FOOT SPACE WAS PREVIOUSLY OCCUPIED BY HOMETOWN BUFFET The Commission approved a request to allow a buffet style restaurant (Shiki Seafood Buffet) that will serve beer and wine . Shik i Restaurant will take the place of the recently closed Home town Buffett restaurant located at 5535 Rosemead Boulevard . The restaurant will consist of a buffet area , kitchen, restrooms, reception , and a dining room with a seating capac ity of 297 persons . The property is located in the C-2 zone , and is designated as General Commercia l by the City's General Plan . B. A CONDITIONAL USE PERMIT TO ALLOW A RESTAURANT, OYSTER DIVE BAR, TO SERVE FOOD, BEER , AND WINE , AND PROVIDE LIVE ENTERTAINMENT The Commission approved a request to allow a restaurant (Oyster Dive Bar) located at 5708 Rosemead Boulevard , Unit 100 in the Came llia Square shopping center . The proposed dining and bar areas include a total of 60 seats , sale of beer and wine , and acoustic live entertainment. To ensure that the restaurant does not transform in to a bar the bar area shall not exceed 30 % and alcohol service will cease an hour prior to closing . No ise from live entertainment will be mitigated by keeping the exterior doors closed . The property is located in the C-2 zone , and is designated as Genera l Commercial by the City's General Pla n. 4 . UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6. COMMUNICATIONS-None 7. UPDATE FROM THE PLANNING MANAGER Planning Manager Reimers introduced Planning Intern , Dean Flores to the Commission and provided a background of his profess ional education . He then announced the following ; 1) Commissioners Haddad and O'Leary attended the General Plan Advisory Committee meeting 2) the General Plan Update will be brought forth to the Commission on November 11 , 3) the history behind the new street name Dupuy Circle , and 4) that building permits for the Terraces at Temple City m ixed-use project are expected to be pulled in 3-6 months . CITY STRATEGIC GOALS: Reviewing the Commission actions of October 24 , 2017 , furthers the City's Strategic Goals of Citizen Education and Communication . FISCAL IMPACT: This item does not have an i mpact on the Fiscal Year 2017-18 C ity Budget.
